The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P. Maher, Treasurer Peggy Dougherty, County Health Nurse Carmella Bourk, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, RDO Equipment Co. Wade Iszler, Butler Equipment Co. Chance Jandel, Capital Journal Del Bartels, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer and Auditor Report: Treasurer Peggy Dougherty presented the Commissioners with the Treasurer Report, July and August bank statement and daily cash, delinquent real estate and mobile home taxes, tax trust, miscellaneous receipts (Grants, Register of Deeds, Clerk of Courts, Equalization, Fairgrounds, Auditor, motor vehicle), investments and Money Market reports. Auditor Philena Burtch presented the Commissioners with the July Budget Expenditure Report showing each department’s expenses as of July 31, 2020, Fiscal Revenue Report as of July 31, 2020, and Outstanding Disbursements by Account as of September 4, 2020.
County Health Nurse: Carmella Bourk announced her retirement. Her last working day will be October 8, 2020. Carmella has been a wonderful asset to our community for 37 years. She has enjoyed working with everyone. The Commission thanked Carmella for her dedication and her caring ways, she will be missed in her field and throughout the County.
Provisional Budget: Motion by Craig Heller, second by Dennis Booth, to publish and notice of hearing the Provisional Budget for 2021. All voted Aye. Motion Carried.
Fairgrounds: Scott Deal informed the Commission that the 4-H Finals Rodeo went really well. The 4-H people did a very good job with everything. The Northern Plains Miniature Rodeo is set for September 19, 2020, and the horse racers start to move in September 21, 2020, with the horse races October 3-4, 2020.
Scott Deal would like to set a fee schedule for events at the fairgrounds. With all the improvements to the fairgrounds, Stanley County needs to start getting a return.
Brady Hoftiezer headed off to college, his last day was August 14, 2020. Michael Lee worked until August 28, 2020, at $15.00 per hour.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of August 2020, which consists of blading roads, hauling and laying gravel to Hayes Road and Cheyenne School Road, stripping Buffalo Pit, mowing, assisted with fire suppression on Bunkhouse Road fire and work on equipment. Lee also showed a cost comparison for Three Mile Road (Cut-Across Road) since the base one project has been completed in 2019. The County is using less gravel and maintenance is minimal, unless the area receives a lot of moisture.
Lee Smith met with Bob Bak regarding crushed gravel, the County is running low. All the gravel from the Midland pile has been hauled.
Lee Smith spoke with the State bridge crew regarding the Tomahawk Bridge on Bad River Road near Wendt. The heads of the uphill side concrete slab are pushing in on the bridge.
New Hire – State’s Attorney Assistant: Motion by Dennis Booth, second by Craig Heller, to approve the hire of Lacey Boxley, State’s Attorney Assistant, starting pay of $17.00 per hour with two (2) $1.00 wage increases, one at 90 days and one at 180 days, with Supervisor approval, including benefits. Start date is September 14, 2020. All voted Aye. Motion Carried.
Abatement – Record #9032: Motion by Sonny Harrowa, second by Craig Heller, to approve Abatement and refund for Record #9032 in the amount of $225.50, including interest and penalty; 2018 Payable 2019 $93.84; 2019 Payable 2020 $95.42, as this mobile home is not livable and has been abandoned. All voted Aye. Motion Carried.
Record #8231: Motion by Craig Heller, second by Mike Kenzy, to approve abatement for Record #8231 in the amount of $344.80, as structure has been removed from the Record. All voted Aye. Motion Carried.
Lake Sharpe Youth Shooters Raffle: Motion by Mike Kenzy, second by Craig Heller, to approve Lake Sharpe Youth Shooters Raffle. All voted Aye. Motion Carried.
Budget:
Upcoming Workshop: Fall County Officials Convention – September 14-15, 2020, in Sioux Falls.
Discussion: Auditor Burtch informed the Commission that the log cabin yard has had a few water issues. They are being repaired.
