MINUTES

April 12, 2022

The special meeting of the Stanley County Board of Equalization was called to order at 5:00 P.M. (CT) by Chairman Dana Iversen, with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P. Maher, Director of Equalization Roger Fuller, Director of Equalization Assistant Tracy Schmitt, Andrew Mentele, Kim Edson and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Director of Equalization Roger Fuller requested to Amend the Agenda by adding Record #3458 and Record #3476

AGENDA:  Motion by Sonny Harrowa, second by Mike Kenzy, to approve the Amended Agenda. All voted Aye. Motion Carried.

Record #7575: Motion by Mike Kenzy, second by Craig Heller, to remove NA Valuation of $121,188.00 from Record #7575, as this property is tax exempt. All voted Aye. Motion Carried.

Record #7985: Motion by Dennis Booth, second by Sonny Harrowa, to deny Record #7985 as no change. All voted Aye. Motion Carried.

Record #7589: Motion by Craig Heller, second by Dennis Booth, to approve reduction of NA Valuation from $209,242.00 to $136,600 for Record #7589. All voted Aye. Motion Carried.

Record #9250: Motion by Sonny Harrowa, second by Craig Heller, to approve to change Owner Status from NA-Other to Owner Occupied for Record #9250. All voted Aye. Motion Carried.

Record #7621: Motion by Craig Heller, second by Sonny Harrowa, to approve to change Owner Status from NA-Other to Owner Occupied for Record #7621. All voted Aye. Motion Carried.

Record #7583: Motion by Craig Heller, second by Dennis Booth, to approve to change Owner Status from NA-Other to Owner Occupied for Record #7583. All voted Aye. Motion Carried.

Record #3458 and Record #3476: Motion by Sonny Harrowa, second by Mike Kenzy, to approve to move structure valuation of $66,318.00 from Record #3458 and add structure valuation of $66,318.00 to Record #3476. All voted Aye. Motion Carried.

Elderly/Disabled Assessment Freeze: Motion by Craig Heller, second by Sonny Harrowa, to approve the list of 10 residents, who qualify for the Elderly/Disabled Assessment Freeze. All voted Aye. Motion Carried.

Disabled Veterans Property Tax Exemption: Motion by Dennis Booth, second by Sonny Harrowa, to approve the list of 6 residents who qualify for the Disabled Veterans Property Tax Exemption. All voted Aye. Motion Carried.

Tax Exempt: Motion by Craig Heller, second by Mike Kenzy, to approve the list of Tax Exempt properties: Casey Tibbs Foundation; The Chapter of Calvary Cathedral; St. John’s Catholic Church of Fort Pierre; Fort Pierre Congregational United Church of Christ; Fort Pierre Volunteer Firefighter’s Association, Inc.; Grace Lutheran Church of Hayes, SD; Hayes Community Hall; Hayes Four Corners Volunteer Fire Department; Kirley Hall, Inc.; Masonic Cemetery; Mission Ridge Cemetery Association; Moose Lodge #1813 of Stanley County; Little Brown Church on the Prairie; Wakpa Sica Historical Society; and West River/Lyman-Jones Rural Water Systems, Inc. All voted Aye. Motion Carried.

These assessments are for 2022 taxes payable in 2023.

Meeting of the Stanley County Commissioners was called to order by Chairman Iversen at 5:11 P.M.

Resolution 2022-11 – Plat of Lots 9R & 10R, Lookout Ridge Estates: Motion by Craig Heller, second by Sonny Harrowa, to approve Resolution 2022-11, Plat of Lots 9R & 10R, Lookout Ridge Estates. All voted Aye. Motion Carried.

PLAT OF LOTS 9R & 10R, LOOKOUT RIDGE ESTATES, BEING A REPLAT OF LOTS 9 & 10, LOOKOUT RIDGE ESTATES, LOCATED IN THE SOUTHEAST QUARTER, SECTION 18 AND THE NORTHEAST QUARTER, SECTION 19, NORTH OF THE HIGHWAY, TOWNSHIP 5 NORTH, RANGE 31 EAST, BLACK HILLS MERIDIAN, STANLEY COUNTY, SOUTH DAKOTA

A RESOLUTION APPROVING THE PLAT OF LOTS 9R & 10R, LOOKOUT RIDGE ESTATES, BEING A REPLAT OF LOTS 9 & 10, LOOKOUT RIDGE ESTATES, LOCATED IN THE SOUTHEAST QUARTER, SECTION 18 AND THE NORTHEAST QUARTER, SECTION 19, NORTH OF HIGHWAY, TOWNSHIP 5 NORTH, RANGE 31 EAST, BLACK HILLS MERIDIAN, STANLEY COUNTY, SOUTH DAKOTA

WHEREAS, the plat of the above-described property has been executed according to statute, now therefore

Log Cabin Sidewalk Project: Motion by Sonny Harrowa, second by Craig Heller, to accept the bid from Superior Concrete, LLC, for the log cabin sidewalk and valley gutter project, in the amount of $6,100.00. All voted Aye. Motion Carried.

Executive Session – Personnel – SDCL 1-25-2(1): Motion by Sonny Harrowa, second by Mike Kenzy, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 5:20 P.M. All voted Aye. Motion Carried.

Chairman Iversen declared to reconvene at 7:15 P.M.
