The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller, and Sonny Harrowa. Auditor Report: Auditor Philena Burtch presented the Commissioners with the July 2022 Budget Expenditure Report showing each department’s expenses as of July 31, 2022, Fiscal Revenue Report as of July 31, 2022, and Outstanding Disbursements by Account & Budget Remaining as of September 6, 2022.
SALARIES BY OFFICE: Commissioners - $3,747.55; Auditor - $3,701.19; Treasurer - $2,690.25; States Attorney - $7,968.42; Custodial - $2,331.12; Director of Equalization - $4,403.84; Register of Deeds - $5,273.28; Coroner – 57.07; Road & Bridge - $23,024.23; Weed & Pest - $461.43; Fairgrounds - $7,283.00; Extension - $1,165.36; Employee Health Insurance - $12,477.05; SD Retirement System, withheld and match - $7,340.56; Electronic Transfer; FICA, Medicare and Withholding Tax - $17,981.30.

Rural Stanley County Community – Ambulance District: Chairman Iversen started the conversation by stating that Stanley County is not going to vote to be affiliated with the Central SD Ambulance District. The County was informed of a better option for our county. Stanley County and the City of Fort Pierre will continue to pay AMR an annual subsidy totaling $120,000.00, instead of $160,000.00. This comment was followed by a very good and productive conversation with everyone in attendance. Stanley County will form an ambulance committee, made up of two people from rural Stanley County, two people from Fort Pierre, one person from Fort Pierre City Council and one person from Stanley County Commission. We would like this committee to be formed before the end of 2022 to discuss future options for ambulance service.
Fairgrounds: Stanley County was offered to purchase a lot with an existing house, located near the fairgrounds. After review and discussion, it was decided that this purchase was not in the best interest of the County and the taxpayers.
Motion by Sonny Harrowa, second by Dennis Booth, to deny the purchase of the house and land located at 301 East Wandel Ave. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of August, 2022, which consists of blading, hauling gravel, mowing, fill cuts and washouts on Richard Doud Road and Richard Tolton Road, fill cuts on Bill Wyly Road and Old Highway 83, laying gravel on Richard Doud Road and service and maintenance of equipment.
Snow Wheel System: Motion by Craig Heller, second by Sonny Harrowa, to approve the purchase of Snow Wheel System for the 2022 Freightliner, not to exceed $4,000.00. All voted Aye. Motion Carried.
SD Game Fish & Parks Chantier Creek Re-gravel Agreement: Motion by Mike Kenzy, second by Dennis Booth, to accept and approve Chairman Iversen to sign the SD Game Fish & Parks Chantier Creek Re-gravel Agreement. All voted Aye. Motion Carried.
SDGFP and Stanley County have mutually agreed that the application of approximately 1,000 tons of gravel to 0.65 miles of Chantier Creek Road between SD Highway 1806 and the exterior boundary of Chantier Creek Lakeside Use Area is in the best interest of the public to provide safe access and local economic stimulus. Stanley County will provide any necessary survey, design, engineering, construction plan preparation, administration and construction oversight of the project, deliver and place approximately 1,000 tons of gravel before June 1, 2023, not to exceed $16,000.00, paid by SDGFP.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Dennis Booth, second by Mike Kenzy, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 6:43 P.M. All voted Ay. Motion Carried.
Chairman Iversen declared to reconvene at 6:45 P.M.
Raise: Motion by Dennis Booth, second by Craig Heller, to approve $1.00 per hour, 6 months raise for State’s Attorney Legal Assistant Matiah Weber, effective September 18, 2022. All voted Aye. Motion Carried.
Motion by Mike Kenzy, second by Dennis Booth, to approve 50¢ per hour, 12 months raise for Fairgrounds Maintenance Marvin Cline, effective October 1, 2022. All voted Aye. Motion Carried.
Provisional Budget: Motion by Sonny Harrowa, second by Craig Heller, to publish Notice of Hearing of the Provisional Budget for 2023. All voted Aye. Motion Carried.
Stanley County GIS Project – Planning & Development District III Work Order: Motion by Craig Heller, second by Dennis Booth, to accept and approve Chairman Iversen to sign the Stanley County GIS Project-Planning & Development District III Work Order, $6,550.00 to be paid in 2022, $6,550.00 to be paid when the GIS project is complete. All voted Aye. Motion Carried.
Operating Transfer – Road & Bridge: Motion by Dennis Booth, second by Mike Kenzy, to approve the transfer of $200,000.00 from General Operating Transfer Out (101-911-429.02) to Road & Bridge Operating Transfer In (201-0-371.0). All voted Aye. Motion Carried.
Automatic Budget Supplement – Road & Bridge: Motion by Mike Kenzy, second by Sonny Harrowa, to approve Automatic Budget Supplement, in the amount of $501.86, for Road & Bridge Health Insurance, to reflect COBRA insurance payment. All voted Aye. Motion Carried.
Motion by Craig Heller, second by Sonny Harrowa, to approve Automatic Budget Supplement for Road & Bridge Construction, in the amount of $24,536.56, to reflect SD Game Fish & Parks Minneconjou Road Project payment. All voted Aye. Motion Carried.
Payment in Lieu of Taxes (PILT): Motion by Sonny Harrowa, second by Mike Kenzy, to approve the split of Payment in Lieu of Taxes (PILT) as follows: County General $231,241.65; Fire $10,881.96; Road & Bridge $21,763.92; Courthouse Building $8,161.47. All voted Aye. Motion Carried.
Monty Carter Scholarship Raffle: Commission Booth recused himself from this discussion.
Motion by Sonny Harrowa, second by Craig Heller, to approve Monty Carter Scholarship Raffle, drawing will be held February 2023. All voted Aye. Motion Carried.
Courthouse Outside Trash Cans: Government Building Manager Rick Striker would like to purchase some nice outside trash cans. Booth and Heller approve the purchase. Harrowa and Kenzy deny the purchase. Iversen tabled the discussion.
Budget: Budget approval meeting is set for Tuesday September 20, 2022, at 5:00 P.M.
Upcoming Workshops: Fall County Convention
Discussion: The 437 Project – This project is a fund raiser for the Helpline Center, a resource for individuals effected by suicide. The 437 Project is hoping to raise awareness for mental wellness. Hayes is the 3rd stop for this 437-mile relay-style from Belle Fourche to Sioux Falls. Unfortunately, with Hayes being a farming and ranching community, and Stanley County homecoming festivities the same day, we are not sure what we could offer at Hayes. Auditor Burtch forwarded this information to the Hayes Hall Board.
Courthouse Shop – The property where the courthouse shop sits has been sold and the shop needs to be moved. Government Building Manager Rick Striker has checked with the City of Fort Pierre for set-backs to move the shop to the courthouse yard south of the east parking lot. Rick has also reached out for bids to move the building. The shop will need to be bigger so all the equipment that has been sitting outside, can be stored inside. Commissioner Harrowa suggested that Rick get prices for a new, bigger building, instead of moving the existing building and adding on to it.
