MINUTES
September 5, 2023
The regular meeting of the Stanley County Commission was called to order at 5:05 P.M.(CT) by Chairman Dana Iversen with Commissioners Mike Kenzy, Craig Heller, Sonny Harrowa and Gary Grittner. Also present was Treasurer Bill Konst, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Fort Pierre Chamber of Commerce/Expo Shane Kramme, Colonial Life Brenda Bosch, RDO Equipment Co. Wade Iszler, CYI Dusti Deal, Fort Pierre Fire Department Justin Jones, Dustin Garber and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Gary Grittner made a motion to amend August 8, 2023 Minutes and August 21, 2023 Minutes to remove Auditor Burtch, as she was not in attendance for the entire meeting. Craig Heller second, to approve amended Minutes. All voted Aye. Motion Carried.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the July 2023 Budget Expenditure Report showing each department’s expenses as of July 31, 2023, Fiscal Revenue Report as of July 31, 2023 and Outstanding Disbursements as of September 4, 2023.
SALARIES BY OFFICE: Commissioners - $3,759.88; Auditor - $5,168.18; Treasurer - $5,025.07; States Attorney - $9,694.63; Custodial - $2,412.17; Register of Deeds - $2,880.99; Road & Bridge - $23,959.17; Weed & Pest - $465.09; Fairgrounds - $12,005.56; Extension - $1,216.13; Planning & Zoning - $142.68 Employee Health Insurance - $14,921.84; SD Retirement System, withheld and match - $10,585.36; Electronic Transfer; FICA, Medicare and Withholding Tax - $20,115.63.

Conflict of Interest Declarations: Gary Grittner declares a conflict and will recuse himself from the Coroner Department discussion of the budget since he is the coroner.
Provisional Budget: Motion by Mike Kenzy, second by Sonny Harrowa, to publish Notice of Hearing of the Provisional Budget for 2024. All voted Aye. Motion Carried.
Colonial Life: Brenda Bosch presented the Commission with information regarding group term life insurance for county employees. If something happened to you, would your family be able to maintain their way of life? Colonial Life & Accident Insurance Company group term life insurance can help provide financial security for your health. Term life insurance provides protection for a specified period, typically offering the greatest amount of coverage for the lowest initial premium.
Budget – Community Youth Involved Center: Dusti Deal thanked the Commission for the support of the Community Youth Involved Center. Dusti explained that the CYI stays busy with the Gold Program, summer program and meals on wheels. The COVID program has ended, therefore the two person staff at CYI prepared 3,510 meals, 65 kids per day, costing CYI $16,000.00 for the summer feeding program. The Three Rivers Grant ends June 2024. Fort Pierre is in Area 4 of the Meals on Wheels program out of Aberdeen. Each district must match funds for meal match. Meals on Wheels has started accepting EBT for meals, so that will help. Dusti stated that CYI is requesting more support in 2024 due to the Grants and programs that they usually rely on are changing or ending. Dusti thanked the Commission for their time and consideration.
Fairgrounds: 4th of July Rodeo - Scott Deal presented the Commission with the 2023 4th of July Rodeo report. It was a good rodeo, good participation, and attendance.
RDO Equipment Co: Wade Iszler explained to the Commission that the 2018 John Deere Motor Grader lease is ending October 2024. The County has the option to purchase the 2018 John Deere, $207,769 with an interest rate of 7.45%, with no warranty, or purchase a 2024 John Deere Motor Grader, $431,029 with 7-year warranty.
Budget – Fort Pierre Fire Department: Justin Jones informed the Commission of the rise of insurance premiums, utilities. One set of wildland gear cost $1,500.00. The Department needs to update the fire gear to keep the fire fighters safe. Justin thanked the Commission for the support, and for their time and consideration.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of August 2023, which consists of hauling and laying gravel, mowing, blading, service, and maintenance of equipment.
Road/Land Access: Dustin Garber explained to the Commission that his family has had little to no access to their land for three (3) years, and there does not seem to be a solution.
New Hire – Director of Equalization: Motion by Gary Grittner, second by Craig Heller, to approve New Hire of Director of Equalization Matthew Riter, starting salary of $46,000.00, with two (2) $2,500.00 salary increases; one at 6 months and one when certified, with Commission approval, plus any cost-of-living increase approved by Commission for all County employees, including benefits. Effective September 5, 2023. All voted Aye. Motion Carried.
New Hire – Director of Equalization Assistant: Motion by Gary Grittner, second by Craig Heller, to approve New Hire of Director of Equalization Assistant Jodi Bothwell, at $21.00 per hour, with two (2) $1.00 per hour raises; one at 6 months, one at 12 months, with supervisor approval, plus any cost-of-living increase approved by Commission for all County employees, including benefits. Effective September 11, 2023. All voted Aye. Motion Carried.
State’s Attorney Computer: Motion by Gary Grittner, second by Sonny Harrowa, to approve the purchase of a desktop computer from Wind Circle in the amount of $1,437.06. All voted Aye. Motion Carried.
Raise – Treasurer Bill Konst: Motion by Sonny Harrowa, second by Craig Heller, to approve $2,500.00 12-month salary increase for Treasurer Bill Konst, effective October 3, 2023. All voted Aye. Motion Carried.
Operating Transfer – Road & Bridge: Moton by Mike Kenzy, second by Gary Grittner, to approve transfer of $200,000.00 from General Operating Transfer Out (101-911-429.02) to Road & Bridge Operating Transfer In (201-0-371.0). All voted Aye. Motion Carried.
Payment in Lieu of Taxes (PILT): Motion by Gary Grittner, second by Sonny Harrowa, to approve split of PILT as follows: County General $168,946.46; Fire $11,651.48; Road & Bridge $23,302.96; Courthouse Building $87,386.10. All voted Aye. Motion Carried.
Budget: Budget approval meeting is set for Tuesday September 19, 2023, at 5:00 P.M.
