MINUTES
SEPTEMBER 26, 2017
The special meeting of the Stanley County Commission was called to order at 5:00 p.m. (CDT) by Chairman Dana Iversen with Commissioners, Dennis Booth, Craig Heller and Sonny Harrowa. Also present were Fairgrounds Manager Scott Deal, Dave Askins, Capital Journal and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
AGENDA: Motion by Sonny Harrowa, second by Dennis Booth, to approve the Agenda. All voted Aye. Motion Carried.
ADOPT BUDGET: Motion by Craig Heller, second by Dennis Booth, that the Provisional Budget as amended, and all its purposes, schedules, appropriation amounts, estimates and all matters therein set forth shall be Approved and Adopted as the Annual Budget of the Appropriations and Expenditures for Stanley County, SD, and all its institutions and agencies for calendar year beginning January 1, 2018, and ending December 31, 2018. All voted Aye. Motion Carried.
RESOLUTION 2017 – 10
ADOPTION OF ANNUAL BUDGET FOR STANLEY COUNTY, SOUTH DAKOTA
Whereas, (7-21-5 thru 13), SDCL provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year; and
Whereas, the Board of County Commissioners did prepare a Provisional Budget and cause same to be published by law; and
Whereas, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, eliminations and additions have been made thereto.
NOW, THEREFORE BE IT RESOLVED, that such provisional budget as amended and all its purposes, schedules, appropriation amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATIONS AND EXPENDITURES for Stanley County, South Dakota, and all its institutions and agencies for calendar year beginning January 1, 2018, and ending December 31, 2018, and the same is hereby approved and adopted by the Board of County Commissioners of Stanley County, South Dakota, this 26th day of September, 2017.
The Annual Budget so adopted is available for public inspection during normal business hours at the Office of the County Auditor Stanley County, South Dakota. The accompanying taxes are levied by Stanley County for the year January 1, 2018, through December 31, 2018.

MOTOR GRADER: The lease agreement and credit application have been completed. The down payment will be paid in 2017, lease is for five years.
BOBCAT: Commissioner Harrowa and Highway Superintendent Smith looked at a 2009 Bobcat Toolcat for $29,900. Fairgrounds Manager Scott Deal stated that this would be a good multi-purpose machine for the fairgrounds. It would do the job of 4 different machines. The Highway Department would like a bigger Bobcat with tracks. The Commissioners would like Smith and Deal to check into prices for these two machines using the County’s 2012 S160 Bobcat as trade-in.
PICKUP: The Highway Department is in need of a pickup. The State bids are available mid-October. Highway Superintendent Smith will review the bids when they become available.
EXECUTIVE SESSION – PERSONNEL – SDCL 1-25-2(1): Motion by Craig Heller, second by Dennis Booth, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 5:38 P.M. All voted Aye. Motion Carried.
Motion by Dennis Booth, second by Sonny Harrowa, to reconvene at 5:54 P.M. All voted Aye. Motion Carried.
DISCUSSION: Commissioner Booth informed the Commission that the Ambulance agreement has been finalized with no increase in cost.
The 2017 County Convention was good, some topics were very informative, and other topics were good reviews.
ADJOURN; Motion by Craig Heller, second by Sonny Harrowa, to adjourn at 6:08 P.M (CDT). All Voted Aye. Motion Carried.
