MINUTES
SEPTEMBER 22, 2020
The special meeting of the Stanley County Commission was called to order at 5:00 p.m. (CDT) by Chairman Dana Iversen with Commissioners Dennis Booth, Craig Heller and Sonny Harrowa. Commissioner Mike Kenzy was present by phone. Also present were State’s Attorney Tom P. Maher, Emergency Management Rob Fines, Colby Jensen, Butler Machinery Company Jeff Kroll and Chance Jandel, RDO Equipment Company Wade Iszler and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
AGENDA: Motion by Sonny Harrowa, second by Dennis Booth, to approve the Agenda. Roll Call Vote. Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
Motor Grader: Motion by Sonny Harrowa, second by Craig Heller, to purchase a 2021 John Deere 772GP Motor Grader, with New 2020 Little Falls Machine 2012ASP Wing, in the amount of $340,076.64, minus $115,000.00 trade in allowance, $225,726.64 total amount to finance, 6 annual payments in the amount of $42,728.79, with a percentage rate of 3.7%. Roll Call Vote. Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
Emergency Management: Rob Fines presented the Commissioners, State’s Attorney Tom P. Maher and Auditor Burtch with a PDA Video, a mitigation training video and LEOP Review. Then everyone went outside where Colby Jensen had the Drones set up for a presentation. While Colby operated the Drones, Rob explained in more detail how they work and the different situations they can be used for.
Golden West Telecommunications: Motion by Dennis Booth, second by Sonny Harrowa, to approve Golden West Telecommunications Occupancy on the Right of Way of County Highways for Highway No. 219th St; Project No. T20262. Roll Call Vote. Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
ADOPT BUDGET: Motion by Craig Heller, second by Mike Kenzy, that the Provisional Budget as amended, and all its purposes, schedules, appropriation amounts, estimates and all matters therein set forth shall be Approved and Adopted as the Annual Budget of the Appropriations and Expenditures for Stanley County, SD, and all its institutions and agencies for calendar year beginning January 1, 2021, and ending December 31, 2021. Roll Call Vote. Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
RESOLUTION 2020–13
ADOPTION OF ANNUAL BUDGET FOR STANLEY COUNTY, SOUTH DAKOTA
Whereas, SDCL 7-21-5 thru 13, provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year; and
Whereas, the Board of County Commissioners did prepare a Provisional Budget and cause same to be published by law; and
Whereas, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, eliminations and additions have been made thereto.
NOW, THEREFORE BE IT RESOLVED, that such provisional budget as amended and all its purposes, schedules, appropriations, amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATIONS AND EXPENDITURES for Stanley County, South Dakota, and all its institutions and agencies for calendar year beginning January 1, 2021, and ending December 31, 2021, and the same is hereby approved and adopted by the Board of County Commissioners of Stanley County, South Dakota, this 22nd day of September, 2020.
The Annual Budget so adopted is available for public inspection during normal business hours at the Office of the County Auditor, Stanley County, South Dakota. The accompanying taxes are levied by Stanley County for the year January 1, 2021, through December 31, 2021.

DISCUSSION: Auditor Burtch informed the Commission that per SD Department of Health, they plan to fill County Health Nurse Carmella Bourk’s position when she retires in October 2020. Stanley County School, including extracurricular activities, is shut down for the rest of September due to COVID-19. Absentee voting began Friday, September 18, 2020, Auditor Burtch plans to hire a part-time election worker soon.
