MINUTES
SEPTEMBER 21, 2021
The special meeting of the Stanley County Commission was called to order at 5:00 p.m. (CDT) by Chairman Dana Iversen with Commissioners Dennis Booth, Craig Heller and Sonny Harrowa. Commissioner Mike Kenzy was present by phone. Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
AGENDA: Motion by Sonny Harrowa, second by Craig Heller, to approve the Agenda. Roll Call Vote. Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
2022 John Deere 772G Motor Grader: Motion by Sonny Harrowa, second by Craig Heller, to purchase a 2022 John Deere 772G Motor Grader, with New 2022 Little Falls Machine Rearpost, in the amount of $357,122.90, 6 annual payments in the amount of $64,569.43. Roll Call Vote. Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
2013 John Deere 644K Loader: Motion by Dennis Booth, second by Sonny Harrowa, to approve the purchase of the 2013 John Deere 644K Loader in the amount of $155,000.00. Roll Call Vote. Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
Fairgrounds Pickup: Motion by Mike Kenzy, second by Craig Heller, to approve the purchase of a 2011 F350 4x4 Ford flatbed pickup in the amount of $14,000.00. Roll Call Vote. Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
Ordinance 2021-03 – Medical Cannabis Dispensary: First Reading. No one appeared before the Board to make public comment or discussion.
2022 BUDGET: Motion by Craig Heller, second by Sonny Harrowa, that the Provisional Budget as amended, and all its purposes, schedules, appropriation amounts, estimates and all matters therein set forth shall be Approved and Adopted as the Annual Budget of the Appropriations and Expenditures for Stanley County, SD, and all its institutions and agencies for calendar year beginning January 1, 2022, and ending December 31, 2022. Roll Call Vote. Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
RESOLUTION 2021–16
ADOPTION OF ANNUAL BUDGET FOR STANLEY COUNTY, SOUTH DAKOTA
Whereas, SDCL 7-21-5 thru 13, provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year; and
Whereas, the Board of County Commissioners did prepare a Provisional Budget and cause same to be published by law; and
Whereas, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, eliminations and additions have been made thereto.
NOW, THEREFORE BE IT RESOLVED, that such provisional budget as amended and all its purposes, schedules, appropriations, amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATIONS AND EXPENDITURES for Stanley County, South Dakota, and all its institutions and agencies for calendar year beginning January 1, 2022, and ending December 31, 2022, and the same is hereby approved and adopted by the Board of County Commissioners of Stanley County, South Dakota, this 21st day of September, 2021.
The Annual Budget so adopted is available for public inspection during normal business hours at the Office of the County Auditor, Stanley County, South Dakota. The accompanying taxes are levied by Stanley County for the year January 1, 2022, through December 31, 2022.

DISCUSSION: Ordinance 2021-01 – Combining of the Offices. With the County’s small staff, there are pros and cons with combining the offices.
