STANLEY COUNTY COMMISSION MEETING
MINUTES
SEPTEMBER 18, 2025
The special meeting of the Stanley County Commission was called to order at 5:00 p.m. (CDT) by Chairman Craig Heller with Commissioners Mike Kenzy, Sonny Harrowa, Gary Grittner. Commissioner Dana Iversen was present by telephone. Also present was Treasurer Bill Konst, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
Commissioner Iversen requested to amend the Agenda by adding Resolution 2025-15 Disaster Declaration – Flooding.
AGENDA: Motion by Gary Grittner, second by Sonny Harrowa, to approve the amended Agenda. Roll Call Vote: Kenzy voted Aye. Harrowa voted Aye. Grittner voted Aye. Iversen voted Aye. Motion Carried.
Conflict of Interest Declarations: Commissioner Grittner declared a Conflict of Interest and will abstain from the Coroner Department budget discussion.
2026 BUDGET: Motion by Gary Grittner, second by Dana Iversen, that the Provisional Budget as amended, and all its purposes, schedules, appropriation amounts, estimates and all matters therein set forth shall be Approved and Adopted as the Annual Budget of the Appropriations and Expenditures for Stanley County, SD, and all its institutions and agencies for calendar year beginning January 1, 2026, and ending December 31, 2026. Roll Call Vote: Kenzy voted Aye. Harrowa voted Aye. Grittner voted Aye. Iversen voted Aye. Motion Carried.
RESOLUTION 2025–14
ADOPTION OF ANNUAL BUDGET FOR STANLEY COUNTY, SOUTH DAKOTA
Whereas, SDCL 7-21-5 thru 13, provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year; and
Whereas, the Board of County Commissioners did prepare a Provisional Budget and cause same to be published by law; and
Whereas, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, eliminations and additions have been made thereto.
NOW, THEREFORE BE IT RESOLVED, that such provisional budget as amended and all its purposes, schedules, appropriations, amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATIONS AND EXPENDITURES for Stanley County, South Dakota, and all its institutions and agencies for calendar year beginning January 1, 2026, and ending December 31, 2026, and the same is hereby approved and adopted by the Board of County Commissioners of Stanley County, South Dakota, this 18th day of September, 2025.
The Annual Budget so adopted is available for public inspection during normal business hours at the Office of the County Auditor, Stanley County, South Dakota. The accompanying taxes are levied by Stanley County for the year January 1, 2026, through December 31, 2026.

STANLEY COUNTY RESOLUTION NO. 2025-15
RESOLUTION DECLARING A DISATER
Flooding - September 2025
WHEREAS Stanley County sustained severe damage due to flooding starting September 17, 2025, which flooded county roads, washed out culverts, damaged bridges, damaged city roads, and infrastructure; and
WHEREAS Stanley County and area water and utility companies and power cooperatives, have committed all available resources and taken all possible actions to alleviate the existing emergency; and
WHEREAS the total costs for flooding repair are not yet fully known but estimated to be extreme and local resources are not adequate to cope with the situation; and
WHEREAS the resulting damage and destruction endangered and threatened the health, safety, and welfare of the public and the financial stability of the local governing units and the utility companies and power cooperatives generally; now therefore,
BE IT RESOLVED that the Board of Stanley County Commissioners does hereby declare a flooding disaster emergency and respectfully requests the Governor of the State of South Dakota to declare Stanley County a Disaster area and to request a Presidential Declaration of Disaster in order that assistance from state and federal agencies may be made available to Stanley County, West Central Electric, Rural Water and other utility companies, residents and communities affected.
