September 1, 2015
The regular meeting of the Stanley County Commission was called to order at 5:15 P.M. (CDT) by Chairman Scott Deal with Commissioners Dennis Booth, Dana Iversen, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P Maher, Highway Foreman Tom Richardson, Pat Prince, Director of Equalization Roger Fuller, Terry Beastrom, Bob Stoeser, Randy Fleishauer, Randy Yost, Joy Yost, Fort Pierre Fire Department Chief Cody Lengkeek, Sid Pond, Kevin Carter and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

Building Permits – Grain Bins: Stanley County Zoning Ordinance requires a Building Permit for all areas of the county, outside of the City’s one mile Zoning Radius, before any building or other structure to be erected, moved, added to, or changed in use. All applications for building permits, conditional uses, or variances and information on Planning and Zoning Ordinances may be obtained from the Equalization Office in the Stanley County Courthouse.
Section 1311 Building Permits Required: No building or other structure shall be erected, moved, added to, or use changed without a permit issued by the Zoning Administrator. No building permit shall be issued by the Zoning Administrator except in conformity with the provisions of this Ordinance unless they received a written order from the Board of Adjustment in the form of an administrative review, conditional use, or variance as provided by this Ordinance.
G&N Construction – Elevator: G&N has completed the elevator project. The engineer for the project needs to complete the final inspection of the project and the invoice.

WHEREAS, Robert & Susan Stoeser, and others, registered voters of Stanley County, South Dakota, filed a petition with this commission on or about the 11th day of August, 2015, requesting vacation of section line; and
WHEREAS, this Commission set a date of September 1, 2015 for a public hearing on said petition and published notice of said hearing on said petition and published notice of said hearing in a legal newspaper for the county for two consecutive weeks as required by law; and
WHEREAS, a public hearing on said petition was held on the 1st day of September, 2015 at the Stanley County Courthouse, Fort Pierre, South Dakota at 5:30 p.m.; and

Highway Department: Foreman Tom Richardson and Pat Prince gave highway report of work completed by the highway department. Replaced culvert on Richard Doud road and Bad River Road; bladed multiple roads; hauled and laid gravel on Walker Rd and Richard Tolton roads; mowing; fixed cattle guard Mike Norman road; fixed culvert Walker Rd.
Dennis Booth, Tom Richardson and Phil Edwards attended the FEMA Kickoff Meeting in Pierre on August 18, 2015. Stanley County has multiple damage areas. FEMA pays for repairs to before disaster condition. Special Considerations: environmental, insurance, hazard mitigation, historic preservation and regulatory offices. Tom Richardson, Pat Prince and Phil Edwards had a conference call with FEMA and the State representatives assigned to Stanley County. The County has been contacted by historic preservation office with concerns regarding two damaged areas. A Recovery Scoping meeting has been set for 2 P.M. on September 8, 2015, at the Commission Room, Stanley County Courthouse.

Motion by Dennis Booth, second by Craig Heller, to purchase snow removal equipment needed for the 140 M2 blade. All voted Aye. Motion Carried.
Discussed a storage shed to be placed at the county shop. Will table for now.
We received another request from FEMA for more information on the War Creek Road Project. Tom P Maher and Scott Scheitzer are working on gathering the information. We will have a meeting at a later date to finalize the letter and send it to FEMA.
Access Elevator & Lifts Inc. – Preventive Maintenance Agreement: After much discussion, it was decided not to sign the agreement.
Softball Complex Agreement & Fort Pierre Fire Department Hall #2 Agreement: Tom P Maher is still working with each organization on their agreements. It has been suggested that they get the properties surveyed and to do a title report.
Fairgrounds: Motion by Dana Iversen, second by Craig Heller, to approve the purchase of a garage door with side door for the main entrance of the Grandstand, not to exceed $2,000.00. All voted Aye. Motion Carried.
Upcoming workshops: Motion by Sonny Harrowa, second by Craig Heller, to approve Register of Deeds Bev Stoeser, Treasurer Peggy Dougherty and Auditor Philena Edwards to attend the Fall County Convention in Pierre September 14-16, 2015. All voted Aye. Motion Carried.
Discussion: Sid Pond and Kevin Carter shared their concerns regarding Wendt Road and a culvert that collapsed on Cactus Place Road.
