The regular meeting of the Stanley County Commission was called to order at 5:04 P.M.(CT) by Chairman Dana Iversen, who was present by telephone, with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa present. Also present were Treasurer Peggy Dougherty, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, TC Energy Trevor Jones, Fort Pierre Chamber of Commerce Shane Kramme, Central South Dakota Enhancement District David Reiss, Capital Journal Del Bartels, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
Auditor Burtch requested to Amend the Agenda by adding the Treasurer’s Report, Amendment Number 1 to Agreement Number 614934 SD Department of Transportation and Purple Wave Auction.

Treasurer and Auditor Report: Treasurer Peggy Dougherty presented the Commissioners with the Treasurer Report, September bank statement and daily cash, delinquent real estate and mobile home taxes, tax trust, miscellaneous receipts (Grants, Register of Deeds, Clerk of Courts, Equalization, Fairgrounds, Auditor, motor vehicle), investments and Money Market reports. Auditor Philena Burtch presented the Commissioners with the August Budget Expenditure Report showing each department’s expenses as of August 31, 2020, Fiscal Revenue Report as of August 31, 2020, and Outstanding Disbursements by Account as of October 6, 2020.
TC Energy: Trevor Jones is the local contact for the Keystone Pipeline System in South Dakota. Trevor showed the Commission a map with the route of the pipeline. The pipeline is not going through Stanley County it is going through Haakon County, however they have a supply yard near Hayes. Trevor also informed the Commission that TC Energy has a Community Investment Program that is set up to help communities with improvements. Trevor thanked the Commission for their time and stated that he will keep the Commission informed regarding the pipeline.
Horse Races: Shane Kramme thanked the Commission for letting the horse races run again. Shane stated that the weekend went well, a lot of horses and large crowds both days. The Verendrye Benevolent Association is looking to have the horse races the same time next year with just one weekend again.
Fairgrounds: Scott Deal informed the Commission that he would like to have the horse races and the Indian Relay races the same month that way they don’t have to set up the track in the spring, tear it down for the summer events and set it back up in the fall.
Scott stated that Shane Kramme and his crew did a lot of work and did a good job setting up the track.
Rock Rake: Scott would like to purchase a rock rake from surplus. A new one would cost $10,000-$11,000. A rock rake will help with the rock problem in the arenas and the race track and it will attach to the tool cat.
Motion by Craig Heller, second by Dennis Booth, to approve the purchase of a Rock Rake, not to exceed $3,500.00. Roll call voted. Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Motion Carried.
Hay for 2021 Rodeos: Scott would like to purchase 400 bales of hay at $5.00 per bale now for the 2021 rodeos. We need 300 bales for the SD State High School Rodeo and 100 for the 4th of July rodeo. After discussion, it was decided not to purchase hay bales now, we will purchase them before the June rodeo.
Electrical Upgrades: No discussion.
Solar Lights: Scott would like to purchase some solar yard lights for the outside stall area and near the new electrical hook-ups, it is very dark in those areas. For the safety of everyone that use those areas, outdoor lights would be beneficial.
Pipe for Panels: Scott would like to purchase some 1” 16 gauge square tubing to make 100 10’ panels this winter. We are always needing more panels for stalls, it would be nice to have our own. The Commission would like prices for square tubing.
Scott Deal is excited to announce that the South Dakota State High School Rodeo Board met the end of September and voted to award Stanley County the opportunity to host State High School Rodeo through 2023.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of September 2020, which consists of blading roads, hauling and laying gravel to South Brown Church Road, Nemec Road, Art Bergeson Ranch Road, Hayes Road, blading Bad River Road, Dahl Hicks Road, Carlisle Road, Hannum Ranch Road, Bunkhouse Road, Charlie Prince Drive, Max Hlebanja Road, Sansarc Road, Mission Ridge Road, Bear Camp Road, Minneconjou Road, Nash Loop, bridge maintenance on Dickey Bridge, Willow Creek Bridge and Powell Creek Bridge, mowing, and work on equipment. Lee informed the Commission that the water truck is fixed and working on Bad River Road and Cut-Across Road.
Stanley County Five-Year Highway and Bridge Improvement Transportation Plan: Motion by Craig Heller, second by Mike Kenzy, to approve the Stanley County Five-Year Highway and Bridge Improvement Transportation Plan. Surplus 2014 Cat Motor Grader: Motion by Mike Kenzy, second by Craig Heller, to surplus the 2014 Caterpillar 140M2AWD Motor Grader, Serial Number M9J00779, in the amount of $115,000.00. Upcoming Meetings: Central South Dakota Enhancement District Executive Director David Reiss informed the Commission that the Hughes/Stanley County Mitigation Plan ZOOM meeting is set for October 27, 2020. This meeting will begin the process of updating our Mitigation Plan. This plan is updated every 5 years, adding new projects to be completed in the next 5 years. By having this plan, Hughes and Stanley County will be eligible for any disaster funds committed to South Dakota in the next 5 years. This is a long process which could take up to a year to complete. Central South Dakota Enhancement District has been contracted to do the updates. FEMA asked that when reviewing and updating plans, we ask for support from several different organizations, emergency management, law enforcement, fire departments, city and county.
Discussion: General Election is Tuesday November 3, 2020, the Regular Commission meeting will be held Thursday November 5, 2020, at 5:00 P.M.
