October 6, 2015
The regular meeting of the Stanley County Commission was called to order at 5:08 P.M. (CDT) by Chairman Scott Deal with Commissioners Dennis Booth, Dana Iversen, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P Maher, Director of Equalization Roger Fuller, Treasurer Peggy Dougherty, County Health Nurse Carmella Bourk, Highway Department Superintendent Lee Smith, Roger Inman, Chuck Humphrey and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

County Health Nurse Quarterly Report – Carmella Bourk: County Health Nurse Carmella Bourk presented the Community Health Nursing Quarterly Report for March-May and June-August showing assessments from blood pressure checks to WIC and Reach Out & Read Books. Explained the Bright Start Program for newborn to 2 years of age. The office has started giving flu shots. The State influenza vaccination percent coverage for 2014-2015, South Dakota is ranked #1 for giving vaccines. All persons aged 6 months and older should be vaccinated annually, with rare exceptions.
Motion by Dennis Booth, second by Sonny Harrowa, for the County to pay for flu shots for county employees at $25.00 per shot at the County Health Nurse office. All voted Aye. Motion Carried.
Treasurer & Auditor Report: Treasurer Peggy Dougherty presented the commissioners with the September investments, miscellaneous receipts, money market, FIT, and receipt totals of property taxes paid. Auditor Philena Edwards presented the commissioners with August Budget Expenditure showing each departments’ expenses as of August 31, 2015, and year to date balances and the Outstanding Disbursements by Account & Budget Remaining as of September 30, 2015.
Executive Session – Care of Poor – SDCL 28-13-1: Motion by Dennis Booth, second by Craig Heller, to go into Executive Session at 5:17 P.M. All voted Aye. Motion Carried.

Highway Department – Lee Smith: Highway Superintendent Lee Smith presented the commissioners with a Work Performed Report for the month of September. Culverts need to be inspected and possibly replaced on the Nemec road and Coverdale’s road. Nemecs would like to put a fence up to include the adjoining land abandoned by the State that was the old Highway 63 South. We will contact the State to find out if they vacated that section.
GIS Experience; Central South Dakota Enhancement District (CSDED) is a planning district capable of developing a county-wide geodatabase from start to completion. CSDED pledges to work closely with Stanley County staff to create, install, and integrate the parcel geodatabase with the existing Ultra computer mass appraisal system, NRCS soil survey shapefile, and SD Dept of Revenue Table 1, which gives the rangeland and cropland values per acres for each soil type. CSDED has proposed to build a parcel geodatabase that is an accurate digital representation of existing paper based land descriptions of taxable parcels of land within Stanley County. The estimated project completion date is two and one half years from the start date, with a payment schedule starting in 2016, with final payment in 2018. Total price is $68,700. This program would benefit Equalization, Register of Deeds, and the highway department. This is tabled for discussion at a later date.
Another letter has been prepared regarding the War Creek Road Project 2011 to FEMA. It supports more information regarding the subject culvert replacement did not take borrow material in violation of historic preservation provisions.
Cedar Hill Road is the only road left to repair after the June 2015, disaster. The commissioners would like this road repaired to pre-disaster condition and, after inspection, have FEMA sign off.

Fairgrounds: We need to have two county employees certified to supervise the women prisoners when cleaning up the fairgrounds after venues. Also need to repair the fence around the track, winterize the barns and the grandstand and have the insurance appraiser inspect the buildings for any damage from the storms.
Set up a meeting with the Fairgrounds Board for Thursday October 15, 2015.
