October 4, 2022
The regular meeting of the Stanley County Commission was called to order at 5:07 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller, and Sonny Harrowa. Also present were Highway Superintendent Lee Smith, Fairgrounds Manager Scott Deal, Bill Konst, Shannon Konst, Gary Grittner, Lura Kirkpatrick, Darla Tibbs, Capital Journal Gwen Albers and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the August 2022 Budget Expenditure Report showing each department’s expenses as of August 31, 2022, Fiscal Revenue Report as of August 31, 2022, and Outstanding Disbursements by Account & Budget Remaining as of October 3, 2022.
SALARIES BY OFFICE: Commissioners - $3,747.50; Auditor - $4,395.23; Treasurer - $6,060.44; States Attorney - $11,667.71; Custodial - $3,505.70; Director of Equalization - $8,271.25; Register of Deeds - $5,606.58; Coroner – 57.08; Road & Bridge - $35,832.02; Weed & Pest - $697.29; Fairgrounds - $10,734.03; Extension - $1,803.38; Employee Health Insurance - $15,131.86; SD Retirement System, withheld and match - $11,733.78; Electronic Transfer; FICA, Medicare and Withholding Tax - $27,941.81.

New Treasurer Appointment: Motion by Craig Heller, second by Dennis Booth, to approve the new hire and Appointment of William Konst as Stanley County Treasurer, starting annual salary of $45,000.00, with two (2) $2,500.00 salary increases; one at 6 months and one at 12 months, with Commission approval, plus any cost-of-living increase approved by Commission for all County employees, including benefits. Effective October 3, 2022. All voted Aye. Motion Carried.
Oath of Office was completed by William Konst, Treasurer.
Fairgrounds: Scott Deal informed the Commission that the National Saddle Club is looking at the Stanley County Fairgrounds for the 2023 schedule of events for ten days. The National Saddle Club allows the entire family to compete in a standardized set of pattern horse racing events for national competition. National Saddle Club is expecting around 200 contestants to participate.
Scott Deal stated that he would like to have concrete in the fairgrounds shop. It would be cleaner and healthier to work in instead of the dirt floor. The Commission asked Scott to put out bids.
Scott Deal is going to talk to Grossenburgs regarding extending the lease on the John Deere tractor so Scott can continue to groom the Schomer Barn arena throughout the winter riding.
South Dakota High School Rodeo – 2024-2025: Scott Deal informed the Commission that Stanley County received unanimous votes to co-host the South Dakota State High School Rodeo for 2024-2025.
Signage/Pictures: The rodeo pictures on the Grandstand are nearing their lifespan. Scott Deal donated the rodeo picture sign to the Sterling Family to auction the pictures off for a fundraiser for their program. Scott is in the process of choosing new pictures for a new sign.
Small Crows Nest: Scott Deal is planning to move the small crows nest to the east side of the south arena. Electricity will need to be run to the new location.
Indian Relay Races: Scott Deal informed the Commission that the Indian Relay Races was well attended, over 6,000 people in 3 days.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of September, 2022, which consists of blading, hauling gravel, mowing, laying gravel on South Brown Church Road, Nemec Road, Richard Tolton Road and Bob Sidler Road, replace culvert on Bad River Road, install cattle guards at the Gertonson Pit, and service and maintenance of equipment.
Lee Smith has found a 2006 water tanker for $19,000.00; 2 axels, spread axel, 10,000 gallon, aluminum, clean 50 foot, with hydraulic pumps.
Hayes Shop Lighting: Lee Smith is waiting for a bid from Will Clark Electric to install new efficient lights in the Hayes Shop.
Raise – Road & Bridge: Motion by Craig Heller, second by Sonny Harrowa, to approve Road & Bridge Michael Henderson 50¢ per hour, 3 month raise, effective September 23, 2022. All voted Aye. Motion Carried.
Golden West Telecommunications Right of Way Application for Occupancy: Motion by Dennis Booth, second by Sonny Harrowa, to accept and approve Golden West Telecommunications Right of Way Application for Occupancy for Project No. Murdo Exchange. All voted Aye. Motion Carried.
Five-Year County Highway and Bridge Improvement Transportation Plan: The Commissioners reviewed the Five-Year County Highway and Bridge Improvement Transportation Plan with Lee Smith. There was no public comment or discussion.
Motion by Mike Kenzy, second by Craig Heller, to approve the Five-Year County Highway and Bridge Improvement Transportation Plan. All voted Aye. Motion Carried.
Emergency Medical Services Agreement: Motion by Dennis Booth, second by Sonny Harrowa, to accept and approve Chairman Iversen to sign the Five-Year Emergency Medical Services Agreement with American Medical Response Inc. All voted Aye. Motion Carried.
Memorandum of Agreement – Opioid Settlement: Tabled for further clarification.
Courthouse Shop: The new owners of the lot are not asking the County move the shop. They are willing to renegotiate the lease price for the land that the shop sits on.
Automatic Budget Supplement – Road & Bridge: Motion by Mike Kenzy, second by Dennis Booth, to approve Automatic Budget Supplement, in the amount of $501.86, for Road & Bridge Health Insurance, to reflect COBRA insurance payment. All voted Aye. Motion Carried.
Upcoming Workshops – Local Roads Conference
Discussion: The fire on Bunkhouse Road in August 2020, 2 fire suppression planes were ordered, and delivered. Stanley County will be receiving an invoice in the amount of $10,000.00 for the 2 planes. Once the County pays the invoice, Stanley County will submit an invoice to the State for reimbursement.
The Regular November Stanley County Commission Meeting will be Thursday November 10, 2022, due to the General Election on Tuesday November 8, 2022.
