The regular meeting of the Stanley County Commission was called to order at 5:07 P.M.(CDT) by Chairman Dana Iversen with Commissioners Dennis Booth, Scott Deal, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P. Maher, Treasurer Peggy Dougherty, Director of Equalization Roger Fuller, Coroner Gary Grittner, County Health Nurse Carmella Bourk, Highway Superintendent Lee Smith, Fairgrounds Aaron Brewer, Central South Dakota Enhancement District Emeline Post, Standing Butte Ranch Billy Salada, 4-H Finals Rodeo Board Don Bergeson, Shelly Cowan, Scott Hoyt, Terry Heninger and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor and Treasurer Reports: Treasurer Peggy Dougherty presented the Commissioners with the September bank statement and daily cash, delinquent real estate list, real estate and mobile home taxes paid, tax trust, miscellaneous receipts (grants, Register of Deeds receipts, etc.), investments, and Money Market reports. Auditor Philena Edwards presented the Commissioners with the August Budget Expenditure Report showing each department’s expenses as of August 31, 2016, and the Outstanding Disbursements by account & budget remaining as of October 4, 2016.
Coroner Gary Grittner: Gary would like to appoint a 2nd Deputy Coroner, Camille Erickson. Motion by Sonny Harrowa, second by Scott Deal, to approve the appointment of Camille Erickson, Deputy Coroner. All voted Aye. Motion Carried.
Gary also stated that so far for 2016, they have had 7 unattended deaths that the coroner has been called to assist with.
Director of Equalization: Roger Fuller and the Planning & Zoning Board met September 20, 2016, to approve a Conditional Use Permit for a 999 head bison feeding facility for the Standing Butte Ranch. Billy Salada had all forms needed. NRCS (Natural Resources Conservation Service) is following to verify they are in compliance. This bison feeding facility will be the same as Bad River Ranches bison feeding facility.
Motion by Sonny Harrowa, second by Craig Heller, to approve Resolution 2016-12, Conditional Use Permit for Standing Butte Ranch LLLP. All voted Aye. Motion Carried.

County Health Nurse: Carmella Bourk informed the commissioners that the cost of flu shots has been raised from $25.00 to $45.00. This is the first year the County Nurse will be able to process flu shots through individual health insurance. Flu shots have been available since October 1, 2016. Anyone wanting to get a flu shot, please bring your health insurance card.
Carmella also presented the commissioners with the Community Health Nursing Quarterly Statistics for May-August, 2016. It includes blood pressure checks, immunizations, dental checks, hemoglobin checks, health assessments, ages & stages social emotional, WIC Certifications, WIC Mid Cert assessments, prenatal health reviews, baby care visits, WIC caseload issued vouchers, secondary nutrition counseling, baby cribs and reach out & read books.
4-H Finals Rodeo Board: Don Bergeson addressed the commission with the results of this year’s finals rodeo. There were 543 contestants, things went well, with a few issues that need to be worked on for next year, the weeds, standing water, parking, and the camper pads. Would really like to see more camper pads. If the fairgrounds is going to require health papers, please let the rodeo board know so they can let everyone know for 2017. The board would also like to see a long-term contract in place for the finals rodeo. Fairgrounds Manager Aaron Brewer, Fairgrounds Commissioner Liaisons Craig Heller and Scott Deal and the 4-H Finals Rodeo Board Don Bergeson, Shelly Cowan, Teri Heninger and Scott Hoyt will meet on October 12, 2016 at 5:30 P.M. to update and finalize a long-term contract. The regional board meets later in October and they would like to have something in place to keep the rodeo in Stanley County.
Fairgrounds: Aaron Brewer received a quote for 8 new garage doors for the Schomer Barn. Overhead Door Company would like to trade some of the cost for advertising.
Motion by Craig Heller, second by Scott Deal, to purchase new garage doors for the Schomer Barn, not to exceed $6,700.00. All voted Aye. Motion Carried.
Aaron has been working on the Schomer Barn, getting it ready for events in the winter months. He took 6”-8” of dirt and sand off the top, replaced it with new sand and added salt to it to keep it from freezing. Need to look into dust control. Also received a quote to insulate the concession area of the Schomer Barn. The Commissioners would like a couple more quotes.
Public Hearing - Stanley County Five-Year Highway and Bridge Transportation Plan: Lee Smith and the highway department will be completing culvert replacement of Sansarc Road, 11 miles west of SD Highway 1806 and 202nd Street, 1 miles east of SD Highway 63, this year and 30 miles of re-gravel has been completed. Will get preliminary engineering complete for bridge decks. Paving Bad River Road from US Highway 83 east 1.5 miles to bridge 59-391-311 has been moved from 2017 to 2019. Replacement of 6’x60’ concrete culvert with CMP on Bad River Road 3.9 miles east of US Highway 83 has been moved from 2019 to 2017. Stanley County received assistance from the Central South Dakota Enhancement District.
Motion by Craig Heller, second by Scott Deal, to approve the Stanley County Five-Year Highway and Bridge Improvement Transportation Plan as presented. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented Commissioners with a report of all the work performed by the highway department for the month of September 2016. Work on the courthouse parking lot has begun. Morris, Inc. has finished crushing the first 30,000 ton of gravel at the Buffalo Pit. Since there is plenty of gravel yet to be crushed at the Buffalo Pit, Lee will ask them if they would crush the remaining 30,000 ton at the Buffalo Pit instead of moving to the Gertonson Pit.
The county received the results for the second appeal from FEMA regarding the War Creek Road Project from 2011. Tom P. Maher will do more research to see if there are any other options.
Fort Pierre Fire Department: Tom P. Maher is working with the Fort Pierre Fire Department to finalize the 5 year lease on the land the county donated for the new fire hall.
Surplus: Motion by Scott Deal, second by Dennis Booth, to surplus Hp Laser Jet Pro copier/fax, as it does not work. All voted Aye. Motion Carried.
Raises: Motion by Sonny Harrowa, second by Craig Heller, to approve 50¢ raise for Highway Bookkeeper Kelly Holden 18 month, effective October 13, 2016. All voted Aye. Motion Carried.
Upcoming Workshops: Highway Regional Convention – October; Drug Court Conference – State’s Attorney – November
