October 3, 2023
The regular meeting of the Stanley County Commission was called to order at 5:05 P.M. (CT) by Chairman Dana Iversen with Commissioners Sonny Harrowa and Gary Grittner. Commissioners Mike Kenzy and Craig Heller were absent. Also present was Treasurer Bill Konst, Government Building Manager Rick Striker, Verendrye Museum Deb Schiefelbein, The Buffalo Corporation Jayme Murray, Capital Journal Iain Woessner and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the August 2023 Budget Expenditure Report showing each department’s expenses as of August 31, 2023, and Outstanding Disbursements as of October 3, 2023.
SALARIES BY OFFICE: Commissioners - $3,759.84; Auditor - $8,141.59; Treasurer - $7,996.06; States Attorney - $15,905.33; Custodial - $3,771.93; Director of Equalization - $4,464.34; Register of Deeds - $5,019.49; Coroner - $57.07; Road & Bridge - $37,779.43; Weed & Pest - $706.40; Fairgrounds - $13,903.54; Extension - $1,973.42; Employee Health Insurance - $15,707.20; SD Retirement System, withheld and match - $15,175.48; Electronic Transfer; FICA, Medicare and Withholding Tax - $31,605.13.

The Buffalo Corporation: Jayme Murray is the CEO of Cheyenne River Buffalo Company. Jayme explained to the Commission that the Cheyenne River Sioux Tribe Buffalo Authority Corporation is an independent, Tribally owned and chartered business corporation governed by its own by-laws and board of directors. The primary goal of the CRBAC is to promote and develop a sustainable and healthy buffalo herd for the benefit of all Tribal members. Through these efforts, CRBAC currently has the largest Tribally owned herd in the nation with about 1,900 head of buffalo of all classes. They have also taken a value-added approach to the management of their herd through their small meat processing facility, West Side Meats in Mobridge, SD. They have successfully marketed their buffalo meat products nationwide under their brand name, Cheyenne River Buffalo Company. With growth plans for their herd, increased meat sales and new developing markets, now is the time for expansion. Cheyenne River Buffalo Company seeks to achieve this through the construction of a new, state of the art, 50,000 sq. ft. processing facility near Fort Pierre, SD called Buffalo Jump Packing Company.
Jayme Murray presented the Commission with a Concept Site Plan. This plan includes general public entry, product load out docks with southern exposure, 600,000-gallon water reservoir for fire protection and domestic use, 3 stage lagoon system for treatment, and animal load-in with west facing doors. CRBC primary benefits of this project include: creation of up to 75 jobs, new market opportunities for Tribal buffalo herds and other buffalo producers as well as opportunities for local commercial beef processing, ability to process semi-truck load volumes in one shift, will be a regional resource for other Tribes and buffalo producers, provide economic development for the Tribe, State, County and Region, ensure buffalo are processed in a manner respectful to their role in our culture. Jayme thanked the Commission for their time.
Courthouse Elevator: The courthouse elevator has been out of order since the end of July. When Government Building Manager Rick Striker contacted the elevator company regarding servicing and repairing the elevator, he was informed that there is an outstanding balance from the contractor. Until that debt is paid, the elevator company will not do anything to get our elevator back to working condition. Rick Striker contacted other repair companies, they don’t service the brand of elevator that we have.
The remaining amount due in December 2015 was $5,520.13. The Commission tabled this subject until State’s Attorney Tom P. Maher has time to review everything.
Courthouse Geotechnical Exploration: Government Building Manager Rick Striker presented the Commission with the courthouse geotechnical exploration report from American Engineering Testing. AET performed 4 exterior borings in accessible areas on all sides of the building to depts of approximately 20 to 25 feet below grade. The testing of the material retrieved shows clay and shale. The Commission gave Rick their approval to proceed to the next step of contacting an engineering company for a plan and cost to stabilize the courthouse.
Log Cabin/Sansarc School Update: Deb Schiefelbein informed the Commission that the Log Cabin is not eligible to be part of the National Historic Preservation. The log cabin is less than 50 years old, it is unique, but does not fit all the criteria. The Verendrye Museum Board has added concrete edging around the log cabin, laid plastic and put rocks in place. Dakota Landscaping put dirt around the Sansarc School, gutters were also installed to detour the water away from the school. Jim Carlisle is repairing the old wagon.
Highway Department: The Commission was presented with a report of work performed by the Highway Department for the month of September 2023, which consists of hauling and laying gravel, mowing, service and maintenance of equipment.
Chantier Creek Road Lakeside Use Area – SD GF&P – Amendment to Agreement #2022-58-1: This has been tabled until State’s Attorney Tom P. Maher can review.
John Deere Motor Grader: Motion by Sonny Harrowa, second by Gary Grittner, to approve to purchase a 2024 John Deere Motor Grader in the amount of $431,029, seven annual payments. All voted Aye. Motion Carried.
Five-Year County Highway and Bridge Improvement Transportation Plan: The Commissioners reviewed the Five-Year County Highway and Bridge Improvement Transportation Plan. There was no public comment or discussion.
Motion by Sonny Harrowa, second by Gary Grittner, to approve the Five-Year County Highway and Bridge Improvement Transportation Plan. All voted Aye. Motion Carried.
Fairgrounds - Tractor Rental: This has been tabled until the fairgrounds receive more quotes.
Grandstand Storage Rental – City of Fort Pierre: This subject has been tabled.
Discussion: Commissioner Gary Grittner informed the Commission that the City of Fort Pierre has joined the Western Dakota Regional Water System.
