MINUTES
October 1, 2024
The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Craig Heller, with Commissioners Dana Iversen, Sonny Harrowa and Gary Grittner. Commissioner Mike Kenzy was absent. Also present was State’s Attorney Tom P. Maher, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Director of Equalization Matthew Riter, Department of Legislative Audit Maria Schwader, Brosz Engineering Christian Hammond, Adam Wyly, John Duffy and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the August 2024 Budget Expenditure Report showing each department’s expenses as of August 31, 2024, and Outstanding Disbursements as of October 1, 2024.
SALARIES BY OFFICE: Commissioners - $3,745.32; Auditor - $5,860.69; Treasurer - $5,905.34; States Attorney - $10,906.33; Custodial - $2,648.45; Director of Equalization - $5,603.60; Register of Deeds - $3,886.93; Road & Bridge - $28,357.97; Weed & Pest - $462.64; Fairgrounds - $6,559.76; Extension - $1,380.38; Employee Health Insurance - $19,590.30; SD Retirement System, withheld and match - $11,715.16; Electronic Transfer; FICA, Medicare, and Withholding Tax - $22,699.41.

Department of Legislative Audit: Maria Schwader presented the Commission with an overview of the county’s two-year audit report for 2020-2021. Maria explained to the Commission the prior and current audit findings. Once Legislative Audit is finished with their final report, the County will receive the report and continue to go forward with the recommendations.
Fairgrounds: Scott Deal informed the Commission that he has been working with an arena expert, per the request of the SDHSRA. The arena expert recommended that the south arena needs to have the sand replaced with 1,500 ton of washed sand. During the annual South Dakota High School Rodeo Association meeting, it was discussed with the possibility of the Association funding part of this $52,000 upgrade. Scott reminded the people in attendance of the annual meeting that he works for the County, and this is a big expense. After discussion with the County Commissioners, it was decided by the Commission that this type of an upgrade is too expensive, and not warranted for this one event. Scott will meet with the arena expert for other options.

Brosz Engineering – Bridge Inspection: Christian Hammond presented the Commission with the 2024 Bridge Inspection Significant Findings report. Christian explained that there are four bridges with significant findings; Structure 59-162-270 is located on Pleasant Valley Road, built in 1930, is showing severe deterioration of concrete with exposed pile and rebar at south end of the west backwall; Structure 59-339-327 is located on Bad River Road, this bridge is set to be replaced by the State in 2025; Structure 59-402-306 is located on Bad River Road, built in 1990, the structure is sound, it has a lot of silt built up and needs to be cleaned out; Structure 59-420-398 is located on 291st Avenue, built in 1935, has exposed rebar and a severely damaged rail.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of September 2024, which consists of blading, hauling gravel, mowing, replace culvert on Bob Calkins Sr Rd, and service and maintain equipment.
Belly Dump Trailers: Lee Smith informed the Commission that he specked out a new belly dump trailer, $68,054 for a 42’8” 22 cubic yard capacity. We could possibly sell our current belly dump trailers for $28,000 each. No action was taken at this time.
Gravel Crushing: Motion by Dana Iversen, second by Gary Grittner, to approve to ‘piggy-back’ off Charles Mix County Gravel Crushing bid with Morris, Inc. at $4.45 per ton. All voted Aye. Motion Carried.
Five-Year County Highway and Bridge Improvement Transportation Plan: Having little public comment and no opposition, Motion by Dana Iversen, second by Sonny Harrowa, to approve Stanley County Five-Year County Highway and Bridge Improvement Transportation Plan as presented. All voted Aye. Motion Carried.
Abatements – Record #2136 and #2142
Record # 2136 – Motion by Dana Iversen, second by Gary Grittner, to approve Abatement and refund for Record #2136, 2023 Taxes Due and Payable 2024, in the amount of $18.60, an error had been made in the description of the legal property. All voted Aye. Motion Carried.
Record #2142 – Motion by Dana Iversen, second by Gary Grittner, to approve Abatement and refund for Record #2142, 2023 Taxes Due and Payable 2024, in the amount of $14.13, an error had been made in the description of the legal property. All voted Aye. Motion Carried.
Discussion: John Duffy inquired about the discussion of the alley between the courthouse and his building. The County has reshaped the alley to redirect the water runoff away from the Duffy building. The County plans to replace the parking lot on the east side of the courthouse Spring 2025, depending on contractor availability.
