MINUTES
November 7, 2024
The regular meeting of the Stanley County Commission was called to order at 5:03 P.M.(CT) by Chairman Craig Heller, with Commissioners Mike Kenzy, Dana Iversen, Sonny Harrowa and Gary Grittner. Also present was Treasurer Bill Konst, Director of Equalization Matthew Riter, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Todd Schuetzle, Shane Kramme, Brosz Engineering Scott Schweitzer, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer Report: Treasurer Bill Konst informed the Commission of interest earned for October is $16,159.87, Wheel Tax collection is $5,605.96, and delinquent taxes to collect is $21,088.48.
Auditor Report: Auditor Philena Burtch presented the Commissioners with the September 2024 Budget Expenditure Report showing each department’s expenses as of September 30, 2024, Fiscal Revenue Report as of September 30, 2024 and Outstanding Disbursements as of November 7, 2024.

Canvass of November 5, 2024 General Election: Upon review of the Canvass, Motion by Dana Iversen, second by Gary Grittner, to approve the Canvass of the General Election of November 5, 2024. All voted Aye. Motion Carried.
Draw for Post-Election Audit: Per SDCL 12-17B-20 - The post-election audit must be conducted in five percent of the precincts in the county by manually counting all votes cast in two contests and comparing the results of the manual count to the results for those precincts at the county canvass. Auditor Burtch drew Precinct 03 (109 votes cast), Public Utilities Commissioner and Amendment F. These contests from Precinct 03 will be audited during the November 21, 2024, Post-Election Audit.

Fairgrounds: Hail Damaged Buildings Repair: Motion by Sonny Harrowa, second by Gary Grittner, to accept bid from Capital Roofing & Gutters in the amount of $475,195, and approve to repair the hail damaged fairgrounds buildings. All voted Aye. Motion Carried.
Water Truck: Scott Deal informed the Commission that the water truck is in the mechanic shop, it will cost over two thousand to fix it.
South Arena – Washed Sand: Motion by Dana Iversen, second by Sonny Harrowa, to purchase enough washed sand to replace 3 inches of existing sand in the south arena, not to exceed $12,000.00. All voted Aye. Motion Carried.
Grandstand Storage Rental – City of Fort Pierre: Motion by Dana Iversen, second by Sonny Harrowa, to approve Rental Agreement for City of Fort Pierre to rent under the Grandstand November 1, 2024 through April 20, 2025, at $1,500.00 per month. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of October 2024, which consists of blading, hauling gravel, mowing, and service and maintain equipment. Lee informed the Commission that Morris, Inc. has started crushing gravel at the County pit.
Raise – Legal Assistant: Motion by Dana Iversen, second by Gary Grittner, to approve 6 Month 50¢ per hour raise for Legal Assistant Harlie Petrak, effective November 20, 2024. All voted Aye. Motion Carried.
Liquor License Renewal – Larkspur Landing LLC: Motion by Dana Iversen, second by Sonny Harrowa, to approve 2025 Liquor License Renewal for Larkspur Landing LLC. All voted Aye. Motion Carried.
Hughes County 2025 Jail Contract: Motion by Dana Iversen, second by Gary Grittner, to accept and approve Chairman Heller to sign Hughes County 2025 Jail Contract, with the rate per person, per day of $105.00. All voted Aye. Motion Carried.
Hughes County 2025 Juvenile Contract: Motion by Sonny Harrowa, second by Mike Kenzy, to accept and approve Chairman Heller to sign Hughes County 2025 Juvenile Contract, with the rate per person, per day of $420.00. All voted Aye. Motion Carried.
Oahe Riding Club Raffle: Motion by Dana Iversen, second by Sonny Harrowa, to approve Oahe Riding Club Raffle. All voted Aye. Motion Carried.
Automatic Budget Supplement – Elections: Motion by Gary Grittner, second by Mike Kenzy, to approve Automatic Budget Supplement-Election Boards in the amount of $328.34, to reflect 2024 Primary Post-Election Audit Reimbursement from State of South Dakota. All voted Aye. Motion Carried.
Automatic Budget Supplement from Rural Assess Infrastructure Fund to Road & Bridge Salary: Motion by Mike Kenzy, second by Sonny Harrowa, to approve Automatic Budget Supplement from Rural Access Infrastructure Fund to Road & Bridge Salary in the amount of $11,702.66, as the Small Structure Project has been completed by Road & Bridge. All voted Aye. Motion Carried.

Supporting Operation Green Light for Veterans
WHEREAS, the residents of Stanley County have great respect, admiration, and the utmost gratitude for all the men and women who have selflessly served our country and this community in the Armed Forces; and
WHEREAS, the contributions and sacrifices of those who served in the Armed Forces have been vital in maintaining the freedoms and way of life enjoyed by our citizens; and
WHEREAS, Stanley County seeks to honor individuals who have made countless sacrifices for freedom by placing themselves in harm’s way for the good of all; and
WHEREAS, veterans continue to serve our community in the American Legion, Veterans of Foreign Wars, religious groups, civil service, and by functioning as County Veterans Service Officers in 29 states to help fellow former service members access more than $52 billion in federal health, disability and compensation benefits each year; and
WHEREAS, Approximately 200,000 service members transition to civilian communities annually; and
WHEREAS, an estimated 20 percent increase of service members will transition to civilian life in the near future; and
WHEREAS, studies indicate that 44-72 percent of service members experience high levels of stress during transition from military to civilian life; and
WHEREAS, active military service members transitioning from military service are at a high risk for suicide during their first year after military service; and
WHEREAS, the National Association of Counties encourages all counties, parishes and boroughs to recognize Operation Green Light for Veterans; and
WHEREAS, the Stanley County appreciates the sacrifices of our United States military personnel and believes specific recognition should be granted; therefore be it
RESOLVED, with designation as a Green Light for Veterans County, Stanley County hereby declares from November 1st 2024, through Veterans Day, November 11th 2024 a time to salute and honor the service and sacrifices of our men and women in uniform transitioning from active service; therefore, be it further
RESOLVED, that in observance of Operation Green Light, Stanley County encourages its citizens in patriotic tradition to recognize the importance of honoring all those who made immeasurable sacrifices to preserve freedom by displaying green lights in a window of their place of business or residence from November 4th through the 11th, 2024.

Sheriff Department New Space: Motion by Dana Iversen, second by Sonny Harrowa, to accept the bid in the amount of $8,674.00 and approve Red River Construction LLC to cut passageway frame opening for Sheriff Departments new space. Iversen voted Aye. Harrowa voted Aye. Kenzy voted Aye. Grittner voted Nay. Motion Carried.
Discussion: Scott Schweitzer with Brosz Engineering presented the Commission with plans and specs for necessary repairs for the courthouse east parking lot. Commissioner Kenzy will work with Brosz Engineering and the City of Fort Pierre on this project.
Shane Kramme informed the Commission that this year’s horse races were well attended with spectators and racers. Shane is working with the Gaming Commission for the 2025 horse racing season.
Stanley County Offices will be closed Thursday and Friday, November 28th and 29th, in observation of Thanksgiving.
Governor Noem granted leave for Monday, Tuesday and Wednesday, December 23rd, 24th and 25th; State offices will be closed all three days. Stanley County offices will be closed Tuesday and Wednesday, December 24th and 25th, in observation of Christmas.
