November 5, 2020
The regular meeting of the Stanley County Commission was called to order at 5:04 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Craig Heller and Sonny Harrowa present. Commissioner Mike Kenzy was absent. Also present were State’s Attorney Tom P. Maher, Highway Superintendent Lee Smith, Brosz Engineering Scott Schweitzer and Bruce Wilsey, Capital Journal Del Bartels, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the September Budget Expenditure Report showing each department’s expenses as of September 30, 2020, Fiscal Revenue Report as of September 30, 2020, and Outstanding Disbursements by Account as of November 5, 2020. Auditor Burtch informed the Commission that the General Election went well. Precinct 01 had 73% turnout, Precinct 02 had 75% turnout, Precinct 03 had 79% turnout, with a 74% County Wide turnout.
Canvass of General Election: Upon review of the Canvass, Motion by Craig Heller, second by Sonny Harrowa, to approve the Canvass of the General Election of November 3, 2020. All voted Aye. Motion Carried.
Brosz Engineering Inc.: Scott Schweitzer informed the Commission that the bid for the County’s signing project has not been awarded. The signing project is set to start spring 2021.
Bruce Wilsey presented the Commission with the 2020 Stanley County bridge inspection report. Bruce explained that they have completed all inspection reports as well as a summary of all recommended repairs and/or upgrades for individual structures. Scott Schweitzer added that all bridge inspections will be recorded by GIS, so the county can access the inspection report from GIS.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of October 2020, which consists of mowing, replace culvert and clean drainages on Clark Alleman Road and Howard White Road, snow removal, blading, dust control on Bad River Road, spray weeds on Nash Loop, Alvin Hohrman Road, David Neuharth Road and S Brown Church Road, and work on equipment.
Morris, Inc.: Lee Smith informed the Commission that Morris, Inc. won’t be able to start crushing gravel until December.
Gravel Screen: Motion by Dennis Booth, second by Craig Heller, to approve the rental of a gravel screen from Diesel Machinery, Inc., not to exceed $11,550.00 per month. All voted Aye. Motion Carried.
Radios: Lee Smith checked into purchasing new radios for the trucks and equipment, because the radios are worn out or broken, they don’t work. Lee was quoted $560.00 per radio + $100.00 each antenna. The Highway Department needs 10 radios. This has been tabled for additional information.
Yellow International Dump Truck: Lee Smith informed the Commission that the yellow International dump/sander truck died. Lee is searching for a different one.
Fairgrounds - Welder: The Commissioners discussed purchasing a welder for the fairgrounds.
Pipe: The Commissioners discussed the price of used drill stem pipe, 2 7/8”x30’ is $30.00 per stick. This does not include delivery.
Square Tubing: Scott Deal received one quote for 1”x1”x40’ 16 gauge square tubing. The Commission wants a couple more quotes.
New Hire – State’s Attorney Legal Assistant: Motion by Sonny Harrowa, second by Dennis Booth, to approve the hire of Gethsemane Bray, State’s Attorney Legal Assistant, starting pay of $17.00 per hour with two (2) $1.00 wage increases, one at 90 days and one at 180 days, with Supervisor approval, plus any cost of living increase approve by Commission for all county employees, including benefits. Start date is November 16, 2020. All voted Aye. Motion Carried.
Stanley County GIS: Auditor Burtch informed the Commission that Stanley County’s GIS is 95% complete, we need to get the other 5% finished. The Commission would like to know the cost to finish the County’s GIS project.
Add Register of Deeds to Bank Accounts: Motion by Craig Heller, second by Sonny Harrowa, to add Register of Deeds Beverly Stoeser to all Bank accounts, ACH and Execubank. All voted Aye. Motion Carried.
Automatic Supplement: Motion by Sonny Harrowa, second by Craig Heller, to approve Automatic Budget Supplement in the amount of $5,000.00 to reflect Election COVID-19 Funds. All voted Aye. Motion Carried.
Motion by Craig Heller, second by Dennis Booth, to approve Automatic Budget Supplement in the amount of $6,426.00 to reflect a refund to Mental Illness. All voted Aye. Motion Carried.
Thanksgiving Holiday Closing: Stanley County offices will be closed Thursday and Friday, November 26 and 27, 2020, in observance of the Thanksgiving Holiday.
Adjournment: Motion by Craig Heller, second by Sonny Harrowa, to adjourn at 7:04 P.M. All voted Aye. Motion Carried.
