November 1, 2016
The regular meeting of the Stanley County Commission was called to order at 5:03 P.M.(CDT) by Chairman Dana Iversen with Commissioners Dennis Booth, Scott Deal, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P. Maher, Treasurer Peggy Dougherty, Highway Superintendent Lee Smith, Fairgrounds Aaron Brewer, Brosz Engineering Scott Schweitzer, Bob Riter, Capital Journal Lee Zion and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor and Treasurer Reports: Treasurer Peggy Dougherty presented the Commissioners with the October bank statement and daily cash, delinquent real estate list, real estate and mobile home taxes paid, tax trust, miscellaneous receipts (grants, Register of Deeds receipts, etc.), investments, and Money Market reports. Auditor Philena Edwards presented the Commissioners with the September Budget Expenditure Report showing each department’s expenses as of September 30, 2016, and the Outstanding Disbursements by account & budget remaining as of November 1, 2016.
Executive Session – Burial – SDCL 33A-5-9: Motion by Sonny Harrowa, second by Scott Deal, to go into Executive Session – SDCL 33A-5-9 at 5:10 P.M. All voted Aye. Motion Carried.
Motion by Sonny Harrowa, second by Craig Heller, to reconvene at 5:13 P.M.
Motion by Scott Deal, second by Sonny Harrowa, to approve Case #5543 in the amount of $1,000.00 for burial. All voted Aye. Motion Carried.
Brosz Engineering: Scott Schweitzer was on hand during the War Creek Road Project after the 2011 flood. The County has been denied the second appeal of FEMA’s de-obligation for this project. Scott and Brosz has been very helpful with information and they will continue to help the County with this matter. The County did not go out of the scope of the project and the FEMA agent that was on site stated that the project was in compliance.

Motion by Sonny Harrowa, second by Scott Deal, to reconvene at 6:07 P.M. All voted Aye. Motion Carried.
Motion by Dennis Booth, second by Sonny Harrowa, to accept and approve Chairman Iversen to sign retention agreement to hire Riter Rogers Law Office to assist the County with FEMA regarding the War Creek Road Project. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented Commissioners with a report of all the work performed by the highway department for the month of October 2016. Schofield Road is getting rolled and worked. The new packer is working well. Courthouse parking lot is complete.
Bad River Road has a cracked culvert that has at least 20’ of dirt over it at Fischer Hill. Lee received a quote of $65,000.00 to line the cracked culvert and fix the existing, cracked culvert as it sits. It would cost more if the County has to build a detour, dig out 20 plus feet of dirt, purchase a new culvert, and pack it all. The Commissioners would like this site to be surveyed, look into other ways to fix it.
Cedar Hill Road has a culvert that needs to be fixed, again. Morris, Inc. has finished crushing gravel.
Fairgrounds: Aaron Brewer received a quote for foam insulation for the Grandstands and the Schomer Barn. Aaron has scrapped and painted the wood inside the Schomer Barn. The new garage doors should be installed in the Grandstands and the Schomer Barn by November 11, 2016. The fairgrounds has been winterized. Need to contact the City and have them locate where the water is coming from by the blue barn, if it is ground water or a broken pipe.
Motion by Craig Heller, second by Scott Deal, to approve spray foam insulation in the Grandstands and the Schomer Barn, not to exceed $10,000.00. All voted Aye. Motion Carried.
Central South Dakota Enhancement District: Motion by Dennis Booth, second by Craig Heller, to accept and approve Chairman Iversen to sign the 2017 Joint Cooperative Agreement and Financial Commitment with Central South Dakota Enhancement District. All voted Aye. Motion Carried.
Liquor License Renewal: Motion by Craig Heller, second by Sonny Harrowa, to approve 2017 Retail on-sale Liquor License Renewal for Chantier Creek Resort. All voted Aye. Motion Carried.
Raises: Motion by Sonny Harrowa, second by Scott Deal, to approve 50¢ raise for Highway Justin Jones 6 month, effective December 1, 2016. All voted Aye. Motion Carried.
Discussion: General Election Canvass is set for Thursday, November 10, 2016 at 5:00 P.M.
Adjournment: Motion by Dennis Booth, second by Craig Heller, to adjourn at 7:10 P.M. All voted Aye. Motion Carried.
