May 7, 2024
The regular meeting of the Stanley County Commission was called to order at 5:01 P.M.(CT) by Chairman Craig Heller, with Commissioners Mike Kenzy, Dana Iversen, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Government Building Manager Rick Striker, Highway Superintendent Lee Smith, Emergency Manager Troy Blevins, Colleen Brashear, GrowSD Collin Fitz, Jared Groos, Verendrye Museum Deb Schiefelbein, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer Report: Treasurer Bill Konst informed the Commission of interest earned for April is $11,691.51, Wheel Tax collection is $5,837.94, and delinquent taxes to collect is $35,729.90.
Auditor Report: Auditor Philena Burtch presented the Commissioners with the March 2024 Budget Expenditure Report showing each department’s expenses as of March 31, 2024, Fiscal Revenue Report as of March 31, 2024 and Outstanding Disbursements as of May 6, 2024.
SALARIES BY OFFICE: Commissioners - $3,745.31; Auditor - $5,670.75; Treasurer - $5,852.36; States Attorney - $11,317.48; Custodial - $2,645.23; Director of Equalization - $5,398.03; Register of Deeds - $3,552.16; Coroner - $57.07; Road & Bridge - $23,825.73; Weed & Pest - $462.68; Fairgrounds - $7,343.26; Extension - $1,380.38; Employee Health Insurance - $19,896.64; SD Retirement System, withheld and match - $12,169.96; Electronic Transfer; FICA, Medicare, and Withholding Tax - $21,952.89.

Colleen Brashear – Property Valuation: Ms. Brashear informed the Commission that she is unhappy with the current value of her property. It was explained to Ms. Brashear that everyone’s property value was increased due to State law.
GrowSD: Collin Fitz explained Grow South Dakota programs are sustainable to communities through housing, community, and economic development. Collin emphasized that the funds from Stanley County, assists Stanley County residents and businesses. Grow South Dakota strengthens homes by completing major and minor home repairs, furnace repairs and replacements and weatherization services. Empowers people through housing loans by making their dream of homeownership come true with the financing of a home. Investing in businesses by supporting entrepreneurs through loans and technical assistance.
Government Building - Log Cabin Curb Stop: Motion by Sonny Harrowa, second by Dana Iversen, to accept and approve Larry’s Plumbing LLC, to fix the Log Cabin irrigation curb stop for $1,664.00. Harrowa voted Aye. Iversen voted Aye. Kenzy voted Aye. Grittner voted Nay. Motion Carried.
Log Cabin Sidewalk & Valley Gutter: Motion by Gary Grittner, second by Sonny Harrowa, to accept and approve Superior Concrete LLC, to fix the sidewalk in front of the Log Cabin and to construct the valley gutter behind the Log Cabin, not to exceed $6,046.00. All voted Aye. Motion Carried.
Albertson Engineering Inc Contract – Courthouse Assessment: Motion by Dana Iversen, second by Sonny Harrowa, to accept and approve Chairman Heller to sign Albertson Engineering, Inc. Courthouse Assessment Agreement. All voted Aye. Motion Carried.
Deb Schiefelbein thanked the Commission for everything the County does for the museum. The Verendrye Museum will be having a ribbon cutting and open house on Friday May 24th at 10:00 A.M. Deb stated that the museum renovations began in 2018, everything is finally finished and ready for the 2024 season. Deb also informed the Commission of the Backyard BBQ Competition fundraiser is set for August 10, 2024. From January-December 2023, approximately 1,000 guests registered at one or more of the five facilities: Log Cabin Visitor Center Museum, Sansarc Country School Museum, 1905 Stanley County Jail, Fort Pierre Depot Museum and the Verendrye Museum. The guests enjoyed the visits, tours and history research enhancing their travels and knowledge while in the area.
Fairgrounds – Walk-in Cooler: Motion by Gary Grittner, second by Dana Iversen, accept and approve Wheelhouse Plumbing Heating Cooling to replace the walk-in cooler condensing unit in the amount of $5,205.00. All voted Aye. Motion Carried.
Ultra Compact Excavator: Motion by Dana Iversen, second by Sonny Harrowa, to approve the purchase of a Kubota Ultra Compact Excavator in the amount of $21,000.00. All voted Aye Motion Carried.
Local Emergency Planning Committee Bylaws: Commissioners requested more clarification.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of April 2024, which consists of snow removal, blading, haul gravel, fill cuts and washouts on Bad River Road, Cherry Ranch Loop, War Creek Road, Hayes Road, Sansarc Road, Walker Road, Max Jones Road and Curt Bentley Road, and service and repair equipment.
Lee Smith discussed implementing Load Limits on county roads to protect existing county roads, and ultimately save tax dollars.
Bridge Inspection Work Order – Brosz Engineering Inc: Motion by Mike Kenzy, second by Sonny Harrowa, to accept and approve Chairman Heller to sign the Bridge Inspection Work Order for Consultant Services by Brosz Engineering Inc. All voted Aye. Motion Carried.
Raise – Highway Department Equipment Operator: Motion by Dana Iversen, second by Sonny Harrowa, to approve 1-Year 50¢ per hour raise for Highway Department Equipment Operator Zachery Knowlton, effective May 15, 2024. All voted Aye. Motion Carried.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Dana Iversen, second by Gary Grittner, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 6:33 P.M. All voted Aye. Motion Carried.
Chairman Heller declared to reconvene at 6:47 P.M.
Resignation – State’s Attorney Legal Assistant: Motion by Mike Kenzy, second by Gary Grittner, to accept the resignation of State’s Attorney Legal Assistant Stacy Buchholz, effective May 17, 2024. All voted Aye. Motion Carried.
New Hire – State’s Attorney Legal Assistant: Motion by Gary Grittner, second by Dana Iversen, to approve New Hire of State’s Attorney Legal Assistant, Harlie Petrak, at $20.96 per hour, with 2 $1.00 per hour raises, one at 6 months and one at 12 months, with supervisor approval, plus any cost-of-living increase approved by Commission for all County employees, plus benefits, effective May 20, 2024. All voted Aye. Motion Carried.
Proclamation Declaring May as Mental Health Awareness Month: Motion by Sonny Harrowa, second by Dana Iversen, to approve to adopt the Proclamation Declaring May as Mental Health Awareness Month. All voted Aye. Motion Carried.
