The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Craig Heller and Sonny Harrowa present. Commissioner Mike Kenzy joined by telephone. Also present were State’s Attorney Tom P. Maher, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
Auditor Burtch requested to Amend the Agenda by adding the South Dakota Department of Health FY2021 WIC Agreement.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the March Budget Expenditure Report showing each department’s expenses as of March 31, 2020, and Outstanding Disbursements by Account as of May 5, 2020.
Fairgrounds – Scott Deal informed the Commission that the new lights will be delivered Friday, May 15, 2020, they will need to help to unload them. The electrical hook-ups are installed and waiting for the City of Fort Pierre to install the transformer. Scott stated the Spring State Auction has been re-scheduled to Tuesday July, 21, 2020. The Indian Relay Races have been postponed to a later date that has not been set yet. Everything through June 1, 2020, has either been cancelled or postponed to a later date.
Light Poles: Motion by Dennis Booth, second by Sonny Harrowa, to approve the purchase of light poles and labor to set the light poles by West Central Electric Cooperative, Inc., in the amount of $3,600.00. Roll Call Vote: Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
Sound System: Motion by Mike Kenzy, second by Craig Heller, to approve the purchase of Haggerty’s Audio Visual Sound System in the amount of $24,165.35. Roll Call Vote: Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
SD State High School Rodeo: Scott Deal informed the Commission that SD State High School Rodeo is still scheduled. Everything is still going as planned. National High School will meet on May 18, 2020, to discuss SD State High School Rodeo June 15-21, 2020, at Stanley County Fairgrounds.
4th of July Rodeo: Scott Deal informed the Commission that plans for the 4th of July Rodeo are still going as planned, with some corners cut where we can. Scott stated the prize monies are cut back, sponsors will be asked for a donation instead of choices of set amounts.
Highway Department: Lee Smith presented to the Commissioners a report of work performed by the Highway Department for the month of April 2020, which consists of pulling shoulders and blading roads, hauling gravel, repairing cattle guards on Mission Ridge Road and Ray McQuistion Road and work on equipment.
West River Lyman/Jones Water – Verendrye Drive: Lee Smith had been informed that WRLJ Water had plans to trench a water line down the middle of Verendrye Drive. Lee contacted WRLJ Water regarding their plans. Lee stated that they will not be trenching down the middle of Verendrye Drive. WRLJ Water informed Lee that the project is in the early stages, the engineering has not been completed.
Gravel Crushing: Motion by Craig Heller, second by Dennis Booth, to approve to piggy-back off Hughes County gravel crushing bid to hire Morris, Inc., to crush 75,000 ton of gravel. Roll Call Vote: Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
Lee Smith informed the Commission that the County still has gravel to haul and will need to crush gravel at the Buffalo Pit.
Auditor Burtch received a call regarding all the liter along Cut-Across Road. The caller stated that he has been picking up what he can, but would like to see ‘Do Not Liter’ signs. Lee Smith will look into this concern.
Access Trails: Access trails are established trails that have been in existence for 20 or more years.
State’s Attorney Summer Intern: Motion by Craig Heller, second by Dennis Booth, to approve State’s Attorney Office to hire a summer intern, Jack Maher, at $15.00 per hour. The County will pay 25% of wages, no benefits. Roll call Vote: Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
Automatic Supplement – Road & Bridge - Insurance: Motion by Dennis Booth, second by Mike Kenzy, to approve the Automatic Budget Supplement in the amount of $73,199.35, to reflect Road & Bridge Insurance Compensation for the wrecked 2014 Freightliner truck and 2009 R-Way trailer. Roll Call Vote: Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Iversen voted Aye. Motion Carried.
Malt Beverage License Renewal – Fred’s at Chantier Creek LLC: Motion by Craig Heller, second by Sonny Harrowa, to approve annual Malt Beverage License Renewal for Fred’s at Chantier Creek, LLC. Abatement – Record #1672: Commission Iversen recused himself from the discussion.
Motion by Sonny Harrowa, second by Craig Heller, to approve the abatement and refund for Record #1672 in the amount of $216.48 for 2015 Pay 2016, 2016 Pay 2017, 2017 Pay 2018, 2018 Pay 2019 and 2019 Pay 2020 taxes and remove Record #1672 from 2020 Pay 2021 Valuations, due to being double taxed. Roll call Vote: Booth voted Aye. Kenzy voted Aye. Heller voted Aye. Harrowa voted Aye. Motion Carried.
