The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa. Also present were Treasurer Peggy Dougherty, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Director of Equalization Assistant Tracy Schmitt, Risty Benefits Sonja Nordbye, Bob Bak Construction Hank Bak, Gary Grittner and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer and Auditor Report: Treasurer Peggy Dougherty presented the Commissioners with the Treasurer Report, March 2022 bank statement and daily cash, delinquent real estate and mobile home taxes, tax trust, miscellaneous receipts (Grants, Register of Deeds, Clerk of Courts, Equalization, Fairgrounds, Auditor, motor vehicle), investments and Money Market reports. Auditor Philena Burtch presented the Commissioners with the March 2022 Budget Expenditure Report showing each department’s expenses as of March 31, 2022, Fiscal Revenue Totals Report as of March 31, 2022 and Outstanding Disbursements as of May 2, 2022 showing percentage of budget remaining for each department.

Risty Benefits: Sonja Nordbye presented the Commissioners with options for county employee health, life, vision and dental insurance. Sonja explained that Risty Benefits will cut through the confusion of group benefits and insurance to develop the best plan to suit your business.
Fairgrounds: Scott Deal informed the Commissioners that all the stall fronts are built and will be installed on the permanent stalls next week. The arena is removed from the Schomer Barn.
Water Truck - Scott Deal explained that the fairgrounds needs a water truck. State surplus has a 1995 International that Scott will get more information. The fairgrounds needs to find a water truck before SD State High School Rodeo, or we will have to rent one.
Gutter System: Motion by Sonny Harrowa, second by Dennis Booth, to accept the bid from Schwinler ABC Seamless Siding for gutter system for Barn B in the amount of $4,845.00, and for the Schomer Barn in the amount of $15,125.00, Total $19,970.00. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of April, 2022, which consists of blading, hauling gravel, service and maintenance of equipment.
Bak Gravel: Motion by Dennis Booth, second by Sonny Harrowa, to approve the purchase of 31,300 ton of Bak Gravel at $6.50 per ton, Total $203,450.00. All voted Aye. Motion Carried.
Bak Gravel Pit: Lee Smith and Hank Bak explained to the Commissioners that Bob Bak Construction has the license for a gravel pit north of Midland. Lee would like to transfer the license and liability to Stanley County. Hank explained that when the gravel is gone, or the landowner says no more gravel will be removed, the pit will need to be reclaimed to DENR specifications. This subject has been tabled for additional information until the June Commission Meeting.
Pickup: Motion by Craig Heller, second by Mike Kenzy, to approve the highway department to bid to purchase a 2020 Ford F250 pickup from Purple Wave, not to exceed $40,000.00. All voted Aye. Motion Carried.
Raise – Highway Assistant: Motion by Sonny Harrowa, second by Craig Heller, to approve $1.00 per hour raise for Highway Assistant Keva Hedman, effective May 1, 2022. All voted Aye. Motion Carried.
Surplus Road & Bridge Equipment and Weed & Pest Equipment: Motion by Mike Kenzy, second by Sonny Harrowa, to approve to surplus Road & Bridge equipment 1990 Pup Trailer (last 6 digits of VIN 139007), value of $1,800.00; 1979 International Truck (last 6 digits of VIN A16686), value of $1,000.00, and 1990 Ford LT9000 Truck (last 6 digits of VIN A38015), value of $1,500.00. Total surplus of $4,300.00. All voted Aye. Motion Carried.

Central South Dakota Communications Contract for E-911 and Dispatch Services: Motion by Dennis Booth, second by Craig Heller, to accept and approve Chairman Iversen to sign Central South Dakota Communications Contract for E-911 and Dispatch Services. All voted Aye. Motion Carried.
Abatement – Record #3458: Motion by Sonny Harrowa, second by Dennis Booth, to approve abatement and refund request for Record #3458 in the amount of $1,091.40; 2020 Pay 2021 = $522.76; 2021 Pay 2022 = $568.64, as this was double taxed. All voted Aye. Motion Carried.
Correct Owner Status from Owner Occupied to Other-NA-Record #7910: Motion by Craig Heller, second by Dennis Booth, to approve to correct Owner Status from Owner Occupied to Other-NA for Record #7910, as this is an empty lot, no structures. All voted Aye. Motion Carried.
New Hire – Director of Equalization: Motion by Craig Heller, second by Sonny Harrowa, to approve the hire of Tracy Schmitt as Director of Equalization, starting salary of $45,000.00, with a $2,500.00 salary increase with certification, and another $2,500.00 salary increase 6 months after certification with Commission approval, plus any cost of living increase approved by Commission for all county employees, including benefits, effective June 1, 2022. All voted Aye. Motion Carried.
Raise – Register of Deeds: Motion by Mike Kenzy, second by Craig Heller, to approve 6 month Register of Deeds appointment salary increase of $2,500.00 for Register of Deeds Patricia Duffy, effective May 7, 2022. All voted Aye. Motion Carried.
Automatic Budget Supplement – R&B Equipment, Construction and Professional Service, and State’s Attorney Salary: Motion by Dennis Booth, second by Sonny Harrowa, to approve Automatic Budget Supplement, in the amount of $91,954.50, for Road & Bridge Equipment, to reflect VW Rebate Program for the purchase of the 2022 Freightliner Truck. All voted Aye. Motion Carried.
Motion by Sonny Harrowa, second by Mike Kenzy, to approve Automatic Budget Supplement, in the amount of $64,065.48, for Road & Bridge Construction, to reflect SDDOT Big Fund Grant. All voted Aye. Motion Carried.

Motion by Dennis Booth, second by Craig Heller, to approve Automatic Budget Supplement, in the amount of $345.57, for State’s Attorney Salary, to reflect reimbursement from Maher Law Office for training expense of new legal assistant. All voted Aye. Motion Carried.
Discussion: Primary Election is Tuesday, June 7, 2022, therefore, the Regular Commission Meeting will be held Thursday, June 9, 2022, at the same time, 5:00 P.M.
