May 2, 2023
The regular meeting of the Stanley County Commission was called to order at 5:05 P.M.(CT) by Chairman Dana Iversen with Commissioners Mike Kenzy, Craig Heller, Sonny Harrowa and Gary Grittner. Also present was Treasurer Bill Konst, Government Building Manager Rick Striker, Director of Equalization Tracy Schmitt, Fairgrounds Manager Scott Deal, Verendrye Museum Deb Schiefelbein, Kelly Tibbs and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the March 2023 Budget Expenditure Report showing each department’s expenses as of March 31, 2023, Fiscal Revenue Report as of March 31, 2023, and Outstanding Disbursements as of May 1, 2023.
SALARIES BY OFFICE: Commissioners - $3,759.88; Auditor - $3,051.09; Treasurer - $5,053.66; States Attorney - $6,984.16; Custodial - $2,866.56; Director of Equalization - $4,996.61; Register of Deeds - $3,510.68; Road & Bridge - $23,342.70; Weed & Pest - $512.79; Fairgrounds - $7,703.29; Extension - $1,216.12; Employee Health Insurance - $13,960.06; SD Retirement System, withheld and match - $10,537.36; Electronic Transfer; FICA, Medicare and Withholding Tax - $19,311.10.

Sansarc School: Deb Schiefelbein informed the Commission that the Sansarc School is sitting on a foundation. The Verendrye Museum and the County will work on the drainage away from the school.
Deb stated that the Museum received bids for chinking all the interior and exterior of the log cabin, including power washing and staining. The Museum is getting prices to shingle the 1905 Jail.
Government Building – Geotechnical Exploration: Motion by Gary Grittner, second by Sonny Harrowa, to hire American Engineering Testing, to complete the subsurface exploration services at the courthouse building, at a cost of $9,800.00. All voted Aye. Motion Carried.
Director of Equalization – Add Omitted Property Valuation Record #6434: Motion by Sonny Harrowa, second by Gary Grittner, to approve to add Omitted Property Valuation of $96,670.00 to Owner Occupied and $360,126.00 to NA/Other, to Record #6434, for 2022 Pay 2023. All voted Aye. Motion Carried.
Fairgrounds – Small Crows Nest Lighting: Motion by Mike Kenzy, second by Craig Heller, to accept quote from Will Clark Electric, and approve the purchase and installation of LED lights for the Small Crows Nest, in the amount of $3,352.50. All voted Aye. Motion Carried.
Highway Department: The Commission was presented with a report of work performed by the Highway Department for the month of April 2023, which consists of blading, snow removal, repair cattle guard on Norm Stoeser Road, fill cuts and washouts on Nash Loop and B&B Trail, install culvert on Meier Meats Road, haul gravel and service and maintenance of equipment.
Resignation – Highway Department – Michael Henderson: Motion by Craig Heller, second by Gary Grittner, to accept resignation of Highway Department Michael Henderson, effective April 27, 2023. All voted Aye. Motion Carried.
Four Corners Volunteer Fire Department Five-Year Occupancy Agreement: Motion by Craig Heller, second by Sonny Harrowa, to accept and approve Chairman Iversen to sign the Four Corners Volunteer Fire Department Five-Year Occupancy Agreement. All voted Aye. Motion Carried.
Abatements – Record #9100 and Record #4612: Motion by Sonny Harrowa, second by Craig Heller, to approve Abatement for Record #9100, in the amount of $1,508.54, due to Disabled Veteran Exemption. All voted Aye. Motion Carried.
Motion by Sonny Harrowa, second by Mike Kenzy, to approve Abatement and Refund request for Record #4612, in the amount of $1,681.18; 2019 Pay 2020 = $565.88; 2020 Pay 2021 = $587.28; 2021 Pay 2022 = $528.02, an error had been made in the description of real property. All voted Aye. Motion Carried.
New Hire – Deputy Auditor: Motion by Gary Grittner, second by Craig Heller, to approve new hire of Deputy Auditor Janice Booth, at $17.50 per hour, with one 50¢ per hour raise at six months, with Supervisor approval, plus any cost-of-living increase approved by commission for all county employees, including benefits. Effective June 5, 2023. All voted Aye. Motion Carried.
West Nile Grant: With mosquito season just around the corner, the South Dakota Department of Health has announced the availability of West Nile Virus Protection Grants.
Motion by Gary Grittner, second by Mike Kenzy, to authorize Auditor Philena Burtch to apply for SD DOH West Nile Virus Prevention Grant. All voted Aye. Motion Carried.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Gary Grittner, second by Craig Heller, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 6:03 P.M. All voted Aye. Motion Carried.
Chairman Iversen declared to reconvene at 6:27 P.M.
Discussion: Commissioner Grittner informed the Commission that the Industrial Park Grants only pay for roads to industrial parks, not utilities. Commissioner Grittner informed the Commission that the Fort Pierre Development is wanting to put a sign up to inform community of events. Auditor Burtch informed the Commission that no “offsite” signs or billboards, electronic or otherwise, can be placed along any portion of US Highway 83, US Highway 14 or SD Highway 1806 that are designated Native American Scenic Byways. Not even a city owned sign or billboard on City property for the purpose of listing events. Any violations risk millions of dollars in federal aid and millions of dollars in fines.
