March 7, 2023
The regular meeting of the Stanley County Commission was called to order at 5:09 P.M.(CT) by Chairman Dana Iversen with Commissioners Mike Kenzy, Craig Heller, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Government Building Rick Striker, Director of Equalization Tracy Schmitt, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Emergency Manager Cathy Strudle, Deputy Sheriff Dustin Baxter, Wildlife Damage Specialist Joe Kierl, Melissa Forest and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
Auditor Burtch requested to Amend the Agenda by adding Fort Pierre Volunteer Fire Department/Stanley County Memorandum of Understanding-Significant Weather Plan.

Treasurer and Auditor Report: Treasurer Bill Konst presented the Commissioners with the Treasurer Motor Vehicle Report for February 2023. Auditor Philena Burtch presented the Commissioners with the January 2023, Budget Expenditure Report showing each department’s expenses as of January 31, 2023, and Outstanding Disbursements as of March 7, 2023.
SALARIES BY OFFICE: Commissioners - $3,037.04; Auditor - $3,034.40; Treasurer - $3,502.17; States Attorney - $6,485.44; Custodial - $2,412.18; Director of Equalization - $2,690.38; Register of Deeds - $3,233.63; Road & Bridge - $21,340.56; Weed & Pest - $467.56; Fairgrounds - $6,882.20; Extension - $1,216.12; Planning & Zoning - $165.12 Employee Health Insurance - $18,091.70; SD Retirement System, withheld and match - $9,782.54; Electronic Transfer; FICA, Medicare and Withholding Tax - $16,345.63.

Animal Damage Control Report: Joe Kierl presented the Commissioners with the Wildlife Damage Management 2022 Annual Report. In 2022, GFP continued to work on accomplishing several strategies from the Wildlife Damage Management program strategic plan, in particular a Customer Service Survey was implemented. GFP continued to improve the online “Canada Goose Depredation Hub” that allows landowners to apply for a Canada goose kill sub-permit while also developing and implementing a faster and more efficient way for landowners to request assistance with Canada good damage. Starting in the spring of 2022, producers are now able to use an online site to request services like temporary electric fence or loaner propane cannons. Improvements were made to the Canada Goose Abatement Buffer Strip Program. This program is designed to be a longer-term solution to reduce chronic goose damage to crops.
County Roadway: Melissa Forest purchased property, however, they cannot access the property. Melissa stated that the property has an access trail across the neighbors’ land, but the trail has been tilled up. State’s Attorney Maher advised Melissa to communicate with the land owners to gain access. SDCL 31-22-1 – Right to access from isolated tract to highway.
Government Building: Rick Striker informed the Commission that he has spoken to engineering firms regarding a subsurface exploration service at the courthouse building. The courthouse has been experiencing movement-related distress for many years. Rick explained that at this time, the engineering firms are recommending geotechnical borings at the site to sample the underlying soils.
Stanley County City of Fort Pierre Stanley County Law Enforcement Significant Weather Emergency Response and Rescue Plan: Motion by Sonny Harrowa, second by Craig Heller, to accept Significant Weather Emergency Response and Rescue Plan and approve Chairman Iversen to sign. All voted Aye. Motion Carried.
Four Corners Volunteer Fire Department/Stanley County Memorandum of Understanding-Significant Weather Plan: Motion by Craig Heller, second by Sonny Harrowa, to accept Memorandum of Understanding-Significant Weather Emergency Response and Rescue Plan between Four Corners Volunteer Fire Department and Stanley County, and approve Chairman Iversen to sign. All voted Aye. Motion Carried.
Fort Pierre Volunteer Fire Department/Stanley County Memorandum of Understanding-Significant Weather Plan: Motion by Craig Heller, second by Mike Kenzy, to accept Memorandum of Understanding-Significant Weather Emergency Response and Rescue Plan between Fort Pierre Volunteer Fire Department and Stanley County, and approve Chairman Iversen to sign. All voted Aye. Motion Carried.
Hayes Hall Storm Shelter: Auditor Burtch informed the Commission that we are still waiting to hear from the Hayes Hall Board on their decision regarding the use of the Hayes Hall as a storm shelter.
Fairgrounds: Scott Deal informed the Commission that he has not received any information regarding the repairs needed for the 1986 Backhoe. Scott stated that as to date, he has 29 scheduled events for the fairgrounds for the 2023 season.
Scott Deal is on the Ambulance Board, the Committee was informed that AMR has five new paramedics and no longer has to hire traveling paramedics for our area.
Cement Floor – Shop-20x12-a slab under small crows nest: Motion by Sonny Harrowa, second by Gary Grittner, to accept concrete bid from Sharpe Enterprises, Inc., not to exceed $20,717.00, for concrete floor in the fairgrounds shop, the 20x12 building and the slab under the small crows nest. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented the Commission with the Stanley County Highway Department Winter Emergency Plan and a report of work performed by the Highway Department for the month of February, 2023, which consists of blading, snow removal, and service and maintenance of equipment.
2017 Chevrolet 6.6L Diesel Pickup: Motion by Gary Grittner, second by Craig Heller, to approve the purchase of the 2017 Chevrolet 6.6L Diesel pickup from State Surplus, in the amount of $39,225.00. All voted Aye. Motion Carried.
Weed & Pest: Lee Smith would like to add Graham Schuetzle to the Stanley County Weed and Pest Board. Lee informed the Commission that the Annual Weed & Pest Info Show is set for Monday April 3, 2023, at Harrold Gymnasium in Harrold.
Lee Smith has talked to Gunsmoke Farms regarding weed control.
New Hire – Deputy Treasurer and State’s Attorney Legal Assistant: Motion by Craig Heller, second by Gary Grittner, to approve the new hire of Deputy Treasurer Jessicia Barta, at $17.50 per hour, with one 50¢ raise at 6 months, with Supervisor approval, plus any cost-of-living increase approved by Commission for all County employees, including benefits, start date of February 27, 2023. All voted Aye. Motion Carried.
Motion by Sonny Harrowa, second by Craig Heller, to approve new hire of State’s Attorney Legal Assistant Chelley Willoughby, at $17.00 per hour, with two 50¢ raises, one at 6 months, one at 12 months, with Supervisor approval, plus any cost-of-living increase approved by Commission for all County employees, including benefits, start date of March 6, 2023. All voted Aye. Motion Carried.
County Benefits for Deputy State’s Attorney: Motion by Craig Heller, second by Gary Grittner, to approve $25,000.00 salary, including County health benefits and retirement, for Deputy State’s Attorney, Anna Maher, effective April 1, 2023. All voted Aye. Motion Carried.
