March 3, 2020
The regular meeting of the Stanley County Commission was called to order at 5:02 P.M.(CT) by Chairman Dana Iversen with Commissioners Mike Kenzy and Craig Heller present. Commissioner Sonny Harrowa joined the meeting at 6:25 P.M. Commissioner Dennis Booth was absent. Also present were State’s Attorney Tom P. Maher, Treasurer Peggy Dougherty, Deputy Treasurer Susan Freeman, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Mike Moore, Cody Briggs, Tim Engle, Marc Rasmussen, Extreme Tech Comm Heath Petersen and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
Auditor Burtch requested to amend the Agenda by adding Executive Session-Legal-SDCL 1-25-2(3)

Treasurer and Auditor Report: Treasurer Peggy Dougherty presented the Commissioners with the Treasurer Report, January bank statement and daily cash, delinquent real estate and mobile home taxes, tax trust, miscellaneous receipts (Grants, Register of Deeds, Clerk of Courts, Equalization, Fairgrounds, Auditor, motor vehicle), investments and Money Market reports. Auditor Philena Burtch presented the Commissioners with the January Budget Expenditure Report showing each department’s expenses as of January 31, 2020, and Outstanding Disbursements by Account as of March 3, 2020.
Executive Session – Legal – SDCL 1-25-2(3): Motion by Craig Heller, second by Mike Kenzy, to go into Executive Session-Legal-SDCL 1-25-2(3) at 5:08 P.M. All voted Aye. Motion Carried.
Chairman Iversen declared to reconvene at 5:40 P.M.
Moore/FEMA Hazard Mitigation Grant Agreement: Motion by Craig Heller, second by Mike Kenzy, to accept and approve Chairman Iversen to sign Moore/FEMA Hazard Mitigation Grant Real Estate Purchase Agreement. All voted Aye. Motion Carried.
Fairgrounds - Lighting: Motion by Craig Heller, second by Mike Kenzy, to approve the lease purchase with Musco Lighting in the amount of $46,500.00; 5 annual payments of $10,430.49 with an interest rate of 3.95%. All voted Aye. Motion Carried.
Sound System: Motion by Mike Kenzy, second by Craig Heller, to approve the purchase of sound system from Extreme Tech Comm in the amount of $17,755.00. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented to the Commissioners a report of work performed by the Highway Department for the month of February 2020, which consists of hauling gravel, blading roads, snow removal, fixing culverts and working on equipment.
Lee Smith attended the Annual Weed & Pest Conference in February.
Bridge Re-Inspection Program Resolution: Motion by Sonny Harrowa, second by Craig Heller, to approve Bridge Re-inspection Program Resolution for use with SDDOT Retainer Contracts. All voted Aye. Motion Carried.
Surplus: Motion by Craig Heller, second by Sonny Harrowa, to surplus 1968 GMC 7500 truck, cab & chassis in the amount of $400.00; pile of used tires in the amount of $5,800.00; and scrap metal in the amount of $500.00. All voted Aye. Motion Carried.
Pre-Disaster Hazard Mitigation Grant Program: Motion by Mike Kenzy, second by Sonny Harrowa, to approve Resolution 2020-07, Pre-Disaster Hazard Mitigation Plan. All voted Aye. Motion Carried.
RESOLUTION 2020-07
WHERES, Stanley County has identified the desire to update their Stanley County/Hughes County Joint Pre-Disaster Hazard Mitigation plan in order to improve the quality of life for all residents of the county; and
WHERES, Stanley County anticipates updating their Joint Pre-Disaster Hazard Mitigation plan. The county proposes to apply to the SD Office of Emergency Management for Hazard Mitigation Grant funding to assist with the costs of updating the plan; and
WHERAS, the County will provide one-half ($3,250) of the required 25% local funding match for total project costs, and
NOW THEREFORE BE IT RESOLVED that the Stanley County Commission authorizes Rob Fines to sign and submit this letter of intent and application to the SD Office of Emergency Management for Hazard Mitigation Grant funding for development of a Stanley County/Hughes County Joint Pre-Disaster Hazard Mitigation plan update requesting up to $26,000.00.
This resolution is effective immediately upon passage.

Abatement – Rec #8355: Motion by Craig Heller, second by Sonny Harrowa, to approve 2019 Pay 2020 Abatement for Record #8355 in the amount of $504.20, as mobile home was removed from County in 2016. All voted Aye. Motion Carried.
Courthouse Panic Button System: Motion by Craig Heller, second by Sonny Harrowa, to approve the purchase of Courthouse Panic Button System, not to exceed $1,422.00. All voted Aye. Motion Carried.

Easter Holiday Closing: Stanley County Courthouse will be closed Friday, April 10 and Monday, April 13, 2020, in observance of the Easter Holiday.
