The regular meeting of the Stanley County Commission was called to order at 5:06 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa. Also present were State’s Attorney Tom P. Maher, Treasurer Peggy Dougherty, Deputy Treasurer Susan Howard, Government Building Manager Rick Striker, Fairgrounds Manager Scott Deal, Brosz Engineering Matt Johnson, Gary Grittner and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer and Auditor Report: Treasurer Peggy Dougherty presented the Commissioners with the Treasurer Report, January 2022 bank statement and daily cash, delinquent real estate and mobile home taxes, tax trust, miscellaneous receipts (Grants, Register of Deeds, Clerk of Courts, Equalization, Fairgrounds, Auditor, motor vehicle), investments and Money Market reports. Auditor Philena Burtch presented the Commissioners with the January 2022 Budget Expenditure Report showing each department’s expenses as of January 31, 2022, Fiscal Revenue Report as of January 31, 2022, Outstanding Disbursements as of March 1, 2022, and Secondary Road Monitoring Compliance Report for January-December 2021.

Government Building: Pickup Snow Plow - Rick Striker has been searching for a snow plow for the courthouse pickup. Rick received a quote for a new snow plow from Floyd’s Truck Center. The Commissioners stated with winter coming to an end there isn’t an urgent need for a snow plow and told Rick to keep checking surplus. The Commissioners will revisit this subject in October.
Fairgrounds: Pickup Decal – Motion by Sonny Harrowa, second by Dennis Booth, to approve the purchase of 4th of July Rodeo decal for the fairgrounds 2008 Ford pickup, with the stipulation that Scott receives $15,000.00 in sponsorship for the 4th of July Rodeo. All voted Aye. Motion Carried.
2022 Tractor Rental: Motion by Dennis Booth, second by Sonny Harrowa, to accept and approve Fairgrounds 2022 Tractor Rental Agreement from Grossenburg Implement, Inc., $0.22 x 75 HP = $16.50 per hour. All voted Aye. Motion Carried.
Raise: Motion by Sonny Harrowa, second by Craig Heller, to approve 50¢ per hour, 6 months raise for Fairgrounds Maintenance Marvin Cline, effective April 1, 2022. All voted Aye. Motion Carried.
Highway Department: Auditor Burtch presented to the Commissioners a report of work performed by the Highway Department for the month of February, 2022, which consists of hauling gravel, load and mix gravel at the Buffalo Pit, removing fence and building approach at Plum Creek Bridge for the BIG Preservation project, blading, service and maintenance of equipment.
2022 Tractor Rental: Motion by Dennis Booth, second by Craig Heller, to accept and approve Highway Department 2022 Tractor Rental Agreement for two tractors from Grossenburg Implement, Inc., $0.22 x 155 HP = $34.10 per hour. All voted Aye. Motion Carried.
Brosz Engineering Inc.: Matt Johnson presented the Commissioners with update of the Plum Creek Bridge berm restoration & riprap installation project. The project is going well, and will possibly be finished by March 9, 2022.
Construction Engineering Services Contract SN 59-219-319 – Stanley County Berm Restoration & Riprap Installation Project: Motion by Craig Heller, second by Sonny Harrowa, to accept and approve Brosz Engineering Inc. Construction Engineering Services Contract for Stanley County Plum Creek Bridge Project SN 59-219-319, not to exceed $78,700.00, February 1, 2022 through December 31, 2022. All voted Aye. Motion Carried.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Dennis Booth, second by Mike Kenzy, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 5:34 P.M. All voted Aye. Motion Carried.

RENAMING STANLEY COUNTY ROAD 263RD STREET TO
263RD STREET/MAIER MEATS ROAD
WHEREAS, Stanley County welcomes a new business west of Fort Pierre off US Highway 14/34 on 263rd Street, in rural Stanley County, South Dakota;
WHEREAS, the subject stretch of US Highway 14/34 has been declared a Native American Scenic-Byway; therefore, making it unlawful to place commercial advertising signage along the Scenic-Byway. Stanley County desires to encourage this economic development without violating Federal Highway rules;
WHEREAS, Stanley County seeks to rename the county road to assist with economic growth;
WHEREAS, the Board has received no objections, and since no residencies are currently located on this section of the county road, no prior physical address will be altered by this change of road name;
NOW THERFORE BE IT RESOLVED, that the two-mile portion of 263rd Street, South of US Highway 14/34, which is located in West Section 27, East Section 28, West Section 34, East Section 33, Township 5 North, Range 27 East, Black Hills Meridian; Pleasantvale Township; Stanley County, South Dakota, is hereby renamed to 263rd Street/Maier Meats Road.
BE IT FURTHER RESOLVED, that there shall be erected and maintained road signs designating road consist with this resolution and the Stanley County Highway Department shall make appropriate notification of same to the South Dakota Department of Transportation.

BRIDGE REINSPECTION
PROGRAM RESOLUTION
FOR USE WITH SDDOT RETAINER CONTRACTS
WHEREAS, 23 CFR 650 Subpart C, requires initial inspection of all bridges and reinspection at intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria. These culverts are reinspected at intervals not to exceed four years.
THEREFORE, Stanley County is desirous of participating in the Bridge Inspection Program.
The County requests SDDOT to hire Brosz Engineering, Inc. for the inspection work. SDDOT will secure federal approvals, make payments to the Consulting Engineer for inspection services rendered, and bill the County for 20% of the cost. The County will be responsible for the required 20% matching funds.
