June 6, 2024
The regular meeting of the Stanley County Commission was called to order at 5:06 P.M.(CT) by Chairman Craig Heller, with Commissioners Mike Kenzy, Dana Iversen, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, 4-H Ruby Born, Pearl Born, Crystal Neuharth and Family, Risty Benefits Sonja Nordbye, Roger Risty, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer Report: Treasurer Bill Konst informed the Commission of interest earned for May is $22,466.26, Wheel Tax collection is $9,594.94, and delinquent taxes to collect is $34,785.78.
Auditor Report: Auditor Philena Burtch presented the Commissioners with the April 2024 Budget Expenditure Report showing each department’s expenses as of April 30, 2024, and Outstanding Disbursements as of June 6, 2024.
SALARIES BY OFFICE: Commissioners - $3,745.36; Auditor - $5,793.17; Treasurer - $5,456.42; States Attorney - $12,240.68; Custodial - $2,645.24; Director of Equalization - $5,398.02; Register of Deeds - $3,852.30; Road & Bridge - $25,443.11; Weed & Pest - $462.68; Fairgrounds - $8,130.67; Extension - $1,380.39; Employee Health Insurance - $18,956.90; SD Retirement System, withheld and match - $12,204.38; Electronic Transfer; FICA, Medicare, and Withholding Tax - $22,822.84.

Canvass of June 4, 2024, Primary Election: Upon review of the Canvass, Motion by Dana Iversen, second by Gary Grittner, to approve the Canvass of the Primary Election of June 4, 2024. All voted Aye. Motion Carried.
Draw for Post-Election Audit: Per SDCL 12-17B-20 - The post-election audit must be conducted in five percent of the precincts in the county by manually counting all votes cast in two contests and comparing the results of the manual count to the results for those precincts at the county canvass. Auditor Burtch drew Precinct 02 (29 votes cast) and Precinct 01 (400 votes cast). Since the Democratic Presidential Candidate race is the only statewide contest, this race will be audited. Auditor Burtch drew Precinct Committeewoman for the second contest to be audited during the Post-Election Audit.
4-H Kids: 4-H Leader Crystal Neuharth thanked the Commission for the continued support of the 4-H program. Ruby is a Junior. She has been involved with 4-H for 4 years and her favorite events are horse projects and fashion. Pearl is in her 2nd year with 4-H, and her favorite events are special foods and calf projects. Jonathan is a Senior, his favorite events are showing goats and chickens, public speaking and painting. Katie’s favorite event is showing goats. Justin’s favorite events are showing goats and public speaking.
The Commission thanked the kids for coming in to speak about 4-H, sharing their experience and for their hard work.
Risty Benefits – County Employee Health Insurance: Sonja Nordbye presented the Commissioners with options for county employee health insurance. Sonja explained that Stanley County is looking at a 6.5% increase with the existing plan.
Sonja thanked the Commission for allowing Risty Benefits to provide benefits and services to Stanley County and employees.
Motion by Dana Iversen, second by Sonny Harrowa, to approve County Employee Health Insurance Renewal of Avera Health Plans $1,500.00 Deductible, with Risty Benefits, effective August 1, 2024. All voted Aye. Motion Carried.
Fairgrounds: Hail Damaged Buildings: Scott Deal explained that he would like to tear down Barn A and build an open stall barn instead of repairing the barn. Commission suggested contacting the insurance company for guidance, and get cost estimate for a new open stall barn.
Scott Deal informed the Commission that the State High School Rodeo starts next week. Scott received confirmation that Stanley County Fairgrounds will host State High School Rodeo through 2027.
Highway Department: Lee Smith informed the Commission that A.G.E. Corporation is hauling rocks for the railroad. A.G.E. trucks are pulling doubles and some of the trucks have spun out on Van Meter hill, causing ruts and road damage.
New Hire: Motion by Sonny Harrowa, second by Dana Iversen, to approve new hire of Highway Department Equipment Operator Tyrel Hall, $19.25 per hour, with two (2) 50¢ raises; one at 6 months and one at 12 months, with supervisor approval, $1.00 raise with CDL certification, plus any cost-of-living increase approved by Commission for all County employees, including benefits. Effective June 3, 2024. All voted Aye. Motion Carried.
Seasonal Hire: Motion by Dana Iversen, second by Mike Kenzy, to approve seasonal hire of Highway Department Equipment Operator Robert Warne, $25.00 per hour, no benefits. Effective June 3, 2024. All voted Aye. Motion Carried.
Cove Place Road District Abolishment: The landowners of the Cove Place Road District request the County’s approval to abolish the road district. Motion by Sonny Harrowa, second by Gary Grittner, to approve to abolish Cove Place Road District, Chantier Creek Cove 1st Addition being a Subdivision in the South Half of Section 16, Township 6 North, Range 29 East, Black Hills Meridian, Stanley County, South Dakota, therefore, Cove Road property owners are solely responsible for the maintenance and up-keep of this private drive. Effective December 31, 2024.
Change Property Ownership Status – Record #6712: Motion by Dana Iversen, second by Mike Kenzy, to approve to Change Property Ownership Status from N/A Other to Owner Occupied on Record #6712, for 2024 Taxes Payable and Due 2025. All voted Aye. Motion Carried.
Raise – Deputy Auditor: Motion by Gary Grittner, second by Sonny Harrowa, to approve 1-Year 50¢ per hour raise for Deputy Auditor Janice Booth, effective June 5, 2024. All voted Aye. Motion Carried.
Stanley County Youth Wrestling Raffle: Motion by Sonny Harrowa, second by Dana Iversen, to approve Stanley County Youth Wrestling Raffle. All voted Aye. Motion Carried.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Gary Grittner, second by Sonny Harrowa, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 6:44 P.M. All voted Aye. Motion Carried.
Chairman Heller declared to reconvene at 7:02 P.M.
Stanley County Offices will be closed Wednesday June 19th, in observation of Juneteenth.
Governor Noem granted leave for Friday July 5th; State offices will be closed. Stanley County offices will be open on Friday July 5th.
The regular July Commission Meeting will be on Tuesday July 9, 2024, at 5:00 PM.
