June 6, 2023
The regular meeting of the Stanley County Commission was called to order at 5:00 P.M. (CT) by Chairman Dana Iversen with Commissioners Craig Heller, Sonny Harrowa and Gary Grittner. Commissioner Mike Kenzy was present by telephone. Also present was State’s Attorney Tom P. Auditor Report: Auditor Philena Burtch presented the Commissioners with the April 2023 Budget Expenditure Report showing each department’s expenses as of April 30, 2023 and Outstanding Disbursements as of June 5, 2023.
Treasurer Report: Bill Konst informed the Commission that the Treasurer’s office will be sending out letters to the handful of property owners who make monthly payments towards their property taxes, stating that the Treasurer’s office will no longer be accepting monthly payments. Bill spoke with other county treasurer’s and they all agree that it is time to stop.
Tax Deed: Bill Konst is working on completing one tax deed. Bill informed the Commission that the delinquent tax list is getting shorter.
CD’s/Sweeping Account: Motion by Gary Grittner, second by Sonny Harrowa, to approve and authorize Treasurer Bill Konst to proceed forward with setting up a sweeping account for Stanley County bank account. All voted Aye. Motion Carried.
SALARIES BY OFFICE: Commissioners - $3,759.88; Auditor - $3,051.09; Treasurer - $5,053.66; States Attorney - $6,984.16; Custodial - $2,866.56; Director of Equalization - $4,996.61; Register of Deeds - $3,510.68; Road & Bridge - $23,342.27; Weed & Pest - $512.79; Fairgrounds - $7703.29; Extension - $1,216.12; Employee Health Insurance - $16,576.99; SD Retirement System, withheld and match - $10,537.36; Electronic Transfer; FICA, Medicare and Withholding Tax - $19,311.10.

4-H: Jackie Husted informed the Commissioners that our local 4-H sent three kids to the Teen Leadership Conference at South Dakota State University June 5-9. Johnathan, Justin, Jayna, Rett, Henry and Marshall informed the Commissioners how many years they have been involved in 4-H and their favorite activity of 4-H. The Commissioners were thanked for the continued support to 4-H. The Commissioners thanked everyone for coming in and representing themselves.
Log Cabin: Deb Schiefelbein informed the Commissioners that Jorgensen Log Homes had been hired to complete the chinking and staining the inside and outside of the log cabin. Deb stated that Verendrye Museum is moving forward with repairs on the old jail. Deb would like bollards placed between the Sansarc School and the Stanley County School parking lot. They work great along the old jail.
Risty Benefits: Sonja Nordbye presented the Commissioners with options for county employee health insurance. Sonja explained that this first year has had growing pains, but things are working well now. Sonja explained that Stanley County is looking at a 4% increase with the existing plan.
Sonja thanked the Commissioners for allowing Risty Benefits to provide benefits and services to Stanley County and employees.
State’s Attorney – Resignation – Legal Assistant: Motion by Gary Grittner, second by Sonny Harrowa, to accept and approve Resignation of Legal Assistant Chelley Willoughby, effective April 25, 2023. All voted Aye. Motion Carried.
Raise – Legal Assistant: Motion by Craig Heller, second by Mike Kenzy, to approve $2.00 per hour raise for State’s Attorney Legal Assistant Stacy Buchholz, effective June 30, 2023. All voted Aye. Motion Carried.
New Hire: Motion by Sonny Harrowa, second by Craig Heller, to approve new hire of State’s Attorney Legal Assistant Jane Shrank, at $20.00 per hour, including benefits, effective July 1, 2023. All voted Aye. Motion Carried.
Director of Equalization: The Director of Equalization office is vacant. The job listings are posted on the State’s job site, Stanley County website and in the Capital Journal/Reminder Plus.
Fairgrounds: Tom P. Maher stated that he has been getting a lot of complements for how nice the fairgrounds looks and what a great job Scott Deal is doing.
Fire Lane Striping: Motion by Gary Grittner, second by Craig Heller, to accept and approve hiring DakotaPro Striping estimate of $1,530.62, to stripe Fire Lanes at the Fairgrounds. All voted Aye. Motion Carried.
Community Service Work Program: Scott Deal informed the Commissioners that the Community Service Work Program is changing July 1, 2023. The workers will be added to the county payroll system and get paid minimum wage of $10.80 per hour, no benefits.
4th of July Rodeo Budget: Scott Deal presented the Commissioners with the 4th of July Rodeo Budget.
Highway Department: Lee Smith informed the Commissioners that the equipment that was listed on Purple Wave sold June 6, 2023. The truck sold for $13,000.00; Boom Mower sold for $5,100.00; Mulcher sold for $525.00 and the two handy hitches sold for $300.00 each.
Surplus 1984 S613B Caterpillar Scraper: Lee Smith informed the Commissioners that the highway department rebuilt most of the working components of the 1984 Scraper during the 2021/2022 winter and feel that it is a good time to let it go.
Motion by Gary Grittner, second by Craig Heller, to approve to surplus the 1984 S613B Caterpillar Scraper, with a value of $25,000.00. All voted Aye. Motion Carried.
Surplus TD 2000 Ridge Mulcher: Motion by Sonny Harrowa, second by Craig Heller, to approve to surplus the TD 2000 Ridge Mulcher, with a value of $1,000.00. All voted Aye. Motion Carried.
UHF Radio: Lee Smith would like to purchase one UHF Radio for the highway department to use so they can communicate with the Sheriff’s Department, Emergency Management, and fire departments in emergency situations.
Motion by Gary Grittner, second by Sonny Harrowa, to approve the purchase of one UHF Radio, $4,000.00 plus installation. All voted Aye. Motion Carried.
New Hire: Motion by Craig Heller, second by Gary Grittner, to approve new hire of Highway Department, Equipment Operator Zachery Knowlton, at $18.75 per hour, with two 50¢ per hour raises, one at 6 months and one at 12 months, with Supervisor approval, including benefits, effective May 15, 2023. All voted Aye. Motion Carried.
Wage & Salary Review: Tom P. Maher, Lee Smith, Brad Rathbun and Philena Burtch are making progress on the Wage & Salary group meeting. Thank you, Commissioners, for your input with the progress. The group is working on developing recommendations as a team, along with department job descriptions and evaluation policy and format.
2023 Communications Site Lease: Motion by Craig Heller, second by Gary Grittner, to accept and approve Chairman Iversen to sign the 2023 Hughes/Stanley County Emergency Management Communications Site Lease. All voted Aye. Motion Carried.
State of South Dakota Department of Public Safety Office of Emergency Management Sub-Recipient Agreement – DR-4689: Motion by Craig Heller, second by Gary Grittner, to accept and approve Chairman Iversen to sign the State of South Dakota Department of Public Safety Office of Emergency Management Sub-Recipient Agreement-DR-4689. All voted Aye. Motion Carried.
Courthouse Air Conditioning: Motion by Gary Grittner, second by Sonny Harrowa, to accept and approve Wheelhouse Plumbing Heating Cooling Proposal of $130,000.00 for the new Courthouse Air Conditioning Units. All voted Aye. Motion Carried.
July Commission Meeting will be July 11, 2023.
