July 9, 2024
The regular meeting of the Stanley County Commission was called to order at 5:02 P.M.(CT) by Chairman Craig Heller, with Commissioners Mike Kenzy, Dana Iversen, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Treasurer Report: Treasurer Bill Konst informed the Commission of interest earned for June is $13,898.96, Wheel Tax collection is $9,045.31, and delinquent taxes to collect is $32,516.72.
Auditor Report: Auditor Philena Burtch presented the Commissioners with the May 2024 Budget Expenditure Report showing each department’s expenses as of May 31, 2024 and Outstanding Disbursements as of July 9, 2024.
SALARIES BY OFFICE: Commissioners - $3,745.36; Auditor - $5,817.80; Treasurer - $3,350.11; States Attorney - $10,915.57; Custodial - $2,645.23; Director of Equalization - $5,398.02; Register of Deeds - $3,552.17; Coroner - $57.08; Road & Bridge - $26,746.51; Weed & Pest - $462.68; Fairgrounds - $12,693.90; Extension - $1,380.37; Employee Health Insurance - $18,957.50; SD Retirement System, withheld and match - $11,620.48; Electronic Transfer; FICA, Medicare, and Withholding Tax - $23,601.98.

Post-Election Audit Report: Auditor Burtch informed the Commission that the Post-Election Audit went very well. The Post-Election Audit Board was made of up three Democrats and two Republicans. The Board hand counted 429 ballots, Democratic Presidential contest, and the Stanley County School Board contest. Auditor Burtch explained that the contests drawn had to be changed from Precinct 01 Committeewoman to Stanley County School Board because Precinct 02 was drawn. Both contests have to be county wide. With training and the hand count, it took just short of three hours to complete. The hand count was 100% spot on with the tabulator reports from the June 4, 2024, Primary Election night results.
Government Building: Rick Striker explained to the Commission the significance of the boiler chemical tank and the erosion and cracking that is causing the tank to leak.
Boiler Chemical Tank: Motion by Dana Iversen, second by Sonny Harrowa, to approve the purchase, including installation, of the boiler chemical tank from Wheelhouse Plumbing Heating Cooling in the amount of $8,930.00. All voted Aye. Motion Carried.
4-H Regional Youth Educator: Regina Bakley introduced herself to the Commission as the new Program Manager, Regional Youth Educator for our region. Regina explained that 4-H enables youth to be engaged in partnerships, positive learning environments, developing their fullest potential and learning life skills. With Jackie Husted retiring at the end of 2024, 4-H would like to see her position changed to a 4-H Educator position. This is a full-time employee who receives additional training on supporting the program, as well as having the ability and knowledge to go and work with students in local schools. Jackie Husted stated that her current position can only support and provide information and anything else is need to proceed. Jackie thanked the Commission for supporting the program, the local programs have grown in the last few years.
Willie Cowan: Willie could not attend the meeting, however, he wanted to say that the Stanley County Fairgrounds is a very beautiful place and he appreciates all the hard work that has been put into it. The fairgrounds are a great place and everyone should be proud of what our community has.
Ross Nielsen – Freedom of Information Act: Ross Nielsen is with the Central South Dakota Grazing District. The District has requested information from the National Grasslands, however they are not getting any response. The District is asking for the Stanley County Commission to assist with requesting information from the US Forest Service Rocky Mountain Regional Office regarding the EA98 program, for Grant purposes. Grass is the key to maintaining the productivity of our area. Ross explained that we are losing the natural grass, weeds are taking over, and the District isn’t receiving the information needed from the National office.
Neighbors of the Proposed Buffalo Packing Plant: A couple dozen concerned citizens made statements and asked questions to Buffalo Authority Corporation CEO Jayme Murray regarding the proposed buffalo packing plant. The process is still very early, the land has been purchased. The Corporation is working on funding and plans.
Fairgrounds - Surplus Groundhog Arena Groomer: Motion by Dana Iversen, second by Sonny Harrowa, to Surplus the Groundhog Arena Groomer. All voted Aye. Motion Carried.
Highway Department: Commissioner Grittner informed the Commission that Sully County and Lyman County are planning to close some County Roads. The I-90 overpass at Vivian is planned to be replace in 2028, the old highway will be used as the detour.
Director of Equalization – Vanguard Remote Module Program: Motion by Gary Grittner, second by Dana Iversen, to approve the purchase of Vanguard Remote Module Program for $2,000.00, with yearly service fee of $1,000.00. All voted Aye. Motion Carried.
Raise – Legal Assistant: Motion by Dana Iversen, second by Mike Kenzy, to approve 1-Year 50¢ per hour raise for State’s Attorney Legal Assistant Jane Schrank, effective July 1, 2024. All voted Aye. Motion Carried.
Automatic Budget Supplement – Election Supplies – Fairgrounds Utilities – Fairgrounds Supplies:
Election Supplies – Motion by Gary Grittner, second by Sonny Harrowa, to approve Automatic Budget Supplement in the amount of $300.00 to Election Supplies (101-120-426.10), to reflect payment from Stanley County School District for the Primary Election. All voted Aye. Motion Carried.
Fairgrounds Utilities – Motion by Sonny Harrowa, second by Dana Iversen, to approve Automatic Budget Supplement in the amount of $200.00 to Fairgrounds Utilities (101-524-428), to reflect payment from Carden International Circus for use of electricity during the circus. All voted Aye. Motion Carried.
Fairgrounds Supplies – Motion by Mike Kenzy, second by Sonny Harrowa, to approve Automatic Budget Supplement in the amount of $268.88 to Fairgrounds Supplies (101-524-426), to reflect payment from South Dakota High School Rodeo Association for supplies purchased during the South Dakota State High School Rodeo. All voted Aye. Motion Carried.
Discussion: John Duffy owns the building across the alley, to the east of the courthouse. John explained that when we get a heavy rain, all the water runoff from the courthouse parking lot runs into his building. John would like to know what is going to be done with the alley? When is the alley going to be fixed? The Commission explained that, unfortunately, these are questions for the City.
Commissioner Iversen stated that Stanley County ranchers are missing cattle. The State let the investigator go, so they have no one investigating all the thefts. Commissioner Iversen would like the County to send a letter to the Brand Board requesting assistance with the cattle rustlers, asking what is being done and when will there be answers. Commissioner Iversen would like to send a copy of the letter to Governor Noem’s office.
