July 9, 2019
The regular meeting of the Stanley County Commission was called to order at 5:17 P.M.(CDT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa present. Also present were States Attorney Tom P. Maher, Highway Superintendent Lee Smith, Fairgrounds Manager Scott Deal, Shane Kramme and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the Budget Expenditure Report showing each department’s expenses as of May 31, 2019.
Fort Pierre Chamber of Commerce/Stanley County – Expo Building: Stanley County needs to assign someone to do maintenance, custodial and schedule events for the Expo Building. Shane Kramme, Vice President and General Manager of the Fort Pierre Chamber of Commerce, has been doing these tasks, but would like something in writing giving the Chamber authority to sign contracts for events.
The Commission tabled the subject until the August meeting.
Fairgrounds: Scott Deal informed the Commission that the Horse Nation Indian Relays went well. They had a full house both performances. Scott has received positive comments regarding the event and the Horse Nation Indian Relay Council (HNIRC) would like to come back.
4th of July Rodeo went well, even with 3 inches of rain.
Scott would like to purchase a used bucket with grappling forks for the Toolcat.
Motion by Craig Heller, second by Dennis Booth, to approve the purchase of a used bucket with grappling forks, not to exceed $1,000.00. All voted Aye. Motion Carried.
Scott informed the Commission that the electrical engineer is working on the plans for the 40 electrical hook-ups.
Highway Department: Lee Smith presented the Commission with a report of work completed by the Highway Department for the month of June 2019. Work consists of hauling gravel, blading, fill cuts and washouts on multiple roads, replacing multiple culverts and weed control. They have been hauling and laying gravel on Sansarc Road. Cedar Hill Road had water running across from the heavy rains, which created a 12 foot wash out. The Highway Department is working to repair that section
Lee has been doing interviews to fill the truck driver/equipment operator position.
Lee talked with Brosz Engineering regarding Plum Creek Road. This project does not qualify for the BIG Grant, however, State DOT is checking into funding through the emergency funding.
Lee has talked to Gill with Louissa Construction regarding the soil stabilization project for Cut-Across Road, Louissa Construction is hoping to be in the area in August to reassess the road and hope to set a start date.
Surplus – 213 Stanley Road land and building: Motion by Sonny Harrowa, second by Craig Heller, to Surplus County owned land and building located at 213 Stanley Road in the amount of $250,000.00. All voted Aye. Motion Carried.
AED Plus: Motion by Dennis Booth, second by Craig Heller, to approve the purchase of four (4) AED Plus (Automated External Defibrillator) at the price of $1,450.00 each. All voted Aye. Motion Carried.
West Nile Virus Prevention Grant: Motion by Sonny Harrowa, second by Mike Kenzy, to accept and approve Chairman Iversen to sign the West Nile Virus Prevention Grant. All voted Aye. Motion Carried.
Central South Dakota Communications E-911 Contract: Tabled for further clarification.
Election Equipment: Auditor Burtch informed the Commission that due to an Election Security Grant, Stanley County will be replacing the Automarks and Tabulators with new, updated equipment before the 2020 election year, at no cost to the County.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Mike Kenzy, second by Craig Heller, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 6:33 P.M. All voted Aye. Motion Carried.
Chairman Iversen declared to reconvene at 7:22 P.M.
Discussion: Fort Pierre Fire Department requested Brosz Engineering to do soil tests at the new fire hall land area on SD Highway 1806.
