July 7, 2020
The regular meeting of the Stanley County Commission was called to order at 5:10 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P. Maher, Deputy Treasurer Susan Freeman, Director of Equalization Roger Fuller, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Karla Maier, Dennis Maier, Colt Maier, Capital Journal Del Bartels and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Philena Burtch presented the Commissioners with the May Budget Expenditure Report showing each department’s expenses as of May 31, 2020, Fiscal Revenue Report as of May 31, 2020, and Outstanding Disbursements by Account as of July 7, 2020.

WHEREAS, the plat of the above described property has been executed according to statute, now therefore
BE IT RESOLVED that the County Commission, in and for Stanley County, does hereby approve the said Plat of Riggle Tract 1, being a subdivision of the NW1/4 NW1/4 Section 10, T5N, R25E, BHM, Stanley County, South Dakota.

4-H: Becky Blume, President of Prairie Winds 4-H Leaders Council, could not attend. However, she sent a statement.
“First of all, thank you for your continued support and funding of the 4-H Program for youth in Stanley and Hughes counties. Without it, 270 area youth would not be able to experience 4-H and all it has to offer.
Prairie Winds 4-H Leaders Council met via Zoom with the Regional 4-H Advisor. As of now, we are planning to have 4-H activities and Achievement Days. We will practice social distancing and follow State 4-H, SDSU and CDC guidelines. It will definitely be different this year, but we are hopeful that 4-H youth will still have the opportunity to exhibit projects they have been working on the past several months while they have been home.
The 4-H Leaders Council is now offering camp scholarships in hopes more kids will consider attending a 4-H camp/conference. This year, 5 local youth attended 4-H camps/conferences that were offered virtually due to COVID-19. The Council also sponsored the South Dakota Summer Adventure Series, a new 4-H/Extension online program held during the summer with a new topic each week. The program consists of live Zoom meetings, pre-recorded videos, a variety of activities and contests. Approximately 1300 youth are registered statewide. Three Stanley or Hughes county 4-Hers have placed in contests. I know my daughter has been leaning a lot and keeps busy with the weekly activities.
Both my husband and I grew up as 4-H members. We know what opportunities are available and the lasting friendships that can be made through 4-H. We want this for our children too, so, THANK YOU for keeping this program active in our communities/counties.”
Fairgrounds – Scott Deal informed the Commission that SD State High School Rodeo was a huge success. He has received a lot of positive comments. SD Public TV and RFD TV were there and televised the event. The central location was the biggest positive comment. Everything ran smoothly. Scott has just a few changes for the 2021 SD State High School Rodeo. Scott stated that the fairgrounds brought in $32,000 for the week, above expenses.
The 4th of July Rodeo was good, spectator numbers were down, but participant numbers were up. The shower house works well. The new sound system works the way it needed to. The new lights lit up everything. Scott is going to get locks for the pedestals for the electrical hook-ups. Scott booked a Ranch Bronc Riding on August 22-23.
Gary Shonrock went back to his job the end of May, 2020. Brady Hoftiezer is now working, $15.00 per hour.
Highway Department: Lee Smith presented to the Commissioners a report of work performed by the Highway Department for the month of June 2020, which consists of blading roads, hauling and laying gravel to Hayes Road, mowing, replace culvert on South Brown Church Road and Schofield Dirt Road and work on equipment. Lee informed the Commission that the highway department has also been getting the pit ready for Morris, Inc. to crush gravel.
Lee stated that Gunsmoke Farms received a letter from the Weed & Pest Board regarding their Canadian thistle problem suggesting that they make an attempt to control the weeds.
Law Enforcement Training: Law enforcement will be using the county pit and the fairgrounds for training the week of July 20-24, 2020.
Executive Session – Personnel - SDCL 1-25-2(1): Motion by Sonny Harrowa, second by Mike Kenzy, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 6:17 P.M. All voted Aye. Motion Carried.

CARES ACT Resolution 2020-10: Motion by Dennis Booth, second by Craig Heller, to approve CARES ACT Resolution 2020-10. All voted Aye. Motion Carried.
COVID-19 Recovery Fund Reimbursement Agreement: Motion by Craig Heller, second by Sonny Harrowa, to accept and approve Chairman Iversen to sign the COVID-19 Recovery Fund Reimbursement Agreement. All voted Aye. Motion Carried.
Log Cabin Side Walks: Auditor Burtch informed the Commission that the handicapped sidewalk in the back of the log cabin needs to be replaced. The Commission agreed to get bids.
Raise – Government Building Custodial/Maintenance Manager: Motion by Craig Heller, second by Mike Kenzy, to approve 1 year $1.00 per hour raise for Government Building Custodial/Maintenance Manager Rick Striker, effective July 29, 2020. All voted Aye. Motion Carried.
County Employee Health Insurance: Motion by Sonny Harrowa, second by Craig Heller, to accept and continue with Wellmark Blue Cross/Blue Shield as County Employee Health Insurance for August 1, 2020-July 31, 2021. All voted Aye. Motion Carried.
