The regular meeting of the Stanley County Commission was called to order at 5:33 P.M.(CDT) by Chairman Dana Iversen with Commissioners Dennis Booth, Scott Deal, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P. Maher, Treasurer Peggy Dougherty, Highway Superintendent Lee Smith, Fairgrounds Aaron Brewer, Hughes/Stanley County Emergency Management Rob Fines, SDSU Donna Bittiker, 4-H Extension Jackie Husted, Bob Bak, and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor and Treasurer Reports: Treasurer Peggy Dougherty presented the Commissioners with the June daily cash bank statement, bank ledger, delinquent real estate list, edited miscellaneous receipts, advance tax payments, advance tax trust, miscellaneous receipts (grants, Register of Deeds receipts, etc.), interest report, investments, money market transfers, money market, Dakota Prairie, FIT and wheel tax. Auditor Philena Edwards presented the Commissioners with the May Budget Expenditure Report showing each departments’ expenses as of May 31, 2016, and the Outstanding Disbursements by account & budget remaining as of July 5, 2016.
SDSU: Donna Bittiker informed the Commission that 4-H Extension is going to be run without an advisor. They will have a Regional Manager to work with 7 counties to assist leaders and members. Each county will have their own secretary, Jackie Husted will remain as Hughes/Stanley/Sully Counties.
Motion by Sonny Harrowa, second by Craig Heller, to accept SDSU Memorandum of Understanding and approve Chairman Iversen to sign. All voted Aye. Motion Carried.
Bob Bak: Bob is crushing gravel by Midland that would be available to Stanley County. We would use Jackson County’s bid at $4.32 per ton, royalties are set at 80¢ a ton. The Commissioners and Lee Smith will discuss.
Emergency Management: Rob Fines explained the Burn Ban Ordinance. It is based on the SD Grassland Fire Danger Index. Controlled burns need to be called into dispatch and to find out if the burn ban is in effect. This new ordinance takes out the guessing of whether it is safe to burn or not. The Ordinance goes into effect eight days after approval and it is good for one year from the approval date. Rob is working with the public to get the word out about how the Ordinance works.
Motion by Dennis Booth, second by Sonny Harrowa, to approve Stanley County Ordinance No. 2016-01, An Ordinance for the Regulation of Fire Hazards in Stanley County. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented Commissioners with a report of all the work performed by the highway department for the month of June 2016. The county gravel pit has been reclaimed to the north, looks better. Need to post different signs around the gravel pit. Gravel at the Buffalo Pit is ready to be crushed.
Motion by Scott Deal, second by Craig Heller, to approve the lease/purchase of a 2012 Volvo Excavator with the first payment of $47,200.00 to be made in 2016, followed by 3 yearly payments of $21,000.00. All voted Aye. Motion Carried.
Motion by Scott Deal, second by Sonny Harrowa, to surplus the 1990 Drake pub trailer and the 1988 Case back hoe, value is around $14,000.00. All voted Aye. Motion Carried.
Fairgrounds: Aaron Brewer stated that the 4th of July Rodeo weekend went really well. A lot of people came out to watch and enjoyed it
Need to get some gravel laid by the camper pads, it is muddy when it rains. Will check with the fire department to see if they would be willing to spray water under the grandstands to clean it out.
Courthouse Parking Lot: The Commissioners would like the highway department to tear out the west parking lot and do 3’ engineered fill. Get estimates from a few contractors to do the concrete work. Would like to see this complete by the end of August.
Rescue Service Agreement: Motion by Dennis Booth, second by Scott Deal, to accept the Revised Rescue Service Agreement and approve Chairman Iversen to sign. All voted Aye. Motion Carried.
Mosquito Control Grant: Motion by Scott Deal, second by Dennis Booth, to accept the $2,599.00 Mosquito Control Grant. All voted Aye. Motion Carried.
County Health Insurance: Motion by Dennis Booth, second by Craig Heller, to renew the County Health Insurance with DakotaCare for all eligible county employees. All voted Aye. Motion Carried.
Upcoming Workshops: SDACO Budget Training is scheduled for July. Oahe District Meeting is scheduled for July.
