STANLEY COUNTY COMMISSION MEETING
MINUTES
July 11, 2023
The regular meeting of the Stanley County Commission was called to order at 5:10 P.M.(CT) by Chairman Dana Iversen with Commissioners Craig Heller, Sonny Harrowa and Gary Grittner. Commissioner Mike Kenzy was present by telephone. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Sheriff Brad Rathbun, Verendrye Museum Deb Schiefelbein, Larry Cronin, Fort Pierre Chamber of Commerce Shane Kramme, GrowSD Brayden Tasa, Becci Scott, Cody Briggs and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
Highway Superintendent Lee Smith requests to amend the Agenda by adding Local Federal Bridge Replacement Program Grant Application and Resolution for SD59-162-270.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the May 2023 Budget Expenditure Report showing each department’s expenses as of May 31, 2023 and Outstanding Disbursements as of July 10, 2023.
Treasurer Report - Sweeping Account: Bill Konst informed the Commission that the sweeping account is doing well.
Tax Deed: Bill Konst has completed one tax deed.
Abatement – Record #7473: Motion by Gary Grittner, second by Sonny Harrowa, to approve Abatement for Record #7473, in the amount of $1,579.27, plus interest, penalty, advertising and certificate fees, 2010 Taxes Payable and Due 2011 through Taxes Payable and Due 2023, County Tax Deed. All voted Aye. Motion Carried.

Grow SD: Brayden Tasa explained Grow South Dakota programs are sustainable to communities through housing, community and economic development. Brayden emphasized that the funds from Stanley County, assists Stanley County residents and businesses. Grow South Dakota strengthens homes by completing major and minor home repairs, furnace repairs and replacements and weatherization services. Empowers people through housing loans by making their dream of homeownership come true with the financing of a home. Investing in businesses by supporting entrepreneurs through loans and technical assistance.
Log Cabin: Deb Schiefelbein informed the Commissioners that the updates are complete at the Log Cabin. Everything looks nice. The Verendrye Museum has submitted an application to add the Log Cabin to the National Historic Register.
Deb Schiefelbein would like the County and the Museum to work together on the landscaping and fix the drainage around the Sansarc School. Larry Cronin explained that a valley gutter going towards the water canal would be the best fix for the drainage issue, then the landscaping project can move forward.
Public Hearing – New Retail Liquor License and Retail Malt Beverage & SD Wine License – Larkspur Landing LLC: No public opposition, Motion by Sonny Harrowa, second by Craig Heller, to approve New Retail Liquor License for Larkspur Landing LLC, July 1, 2023-December 31, 2023, license fee for half year of $700.00. All voted Aye. Motion Carried.
No public opposition, Motion by Craig Heller, second by Gary Grittner, to approve New Retail Malt Beverage & SD Wine License for Larkspur Landing LLC, July 1, 2023-June 30, 2024. All voted Aye. Motion Carried.
Fairgrounds: Scott Deal informed the Commission that the South Dakota State High School Rodeo and the 4th of July Rodeo went well. Both rodeos were well attended and everything ran smooth. Upcoming events include the Wrangler Championship Team Roping, which brings in 800 to 1,000 participating teams, the State 4-H Horse Show, Buckin on the River, and the annual horse races.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of June, 2023, which consists of hauling gravel, mowing, blading, weed control, replace culvert on Dahl Hicks Road, service and maintenance of equipment.
Local Federal Bridge Replacement Program Grant Application and Resolution for SN59-162-270: Motion by Gary Grittner, second by Sonny Harrowa, to approve Chairman Iversen to sign the Local Federal Bridge Replacement Program Grant Application and Resolution for SN59-162-270. All voted Aye. Motion Carried.
Dust Buster: Motion by Gary Grittner, second by Craig Heller, to approve Dust Buster mag application 1 ¼ mile of the east end of Bad River Road, $1.39 per gallon, not to exceed $11,000.00. All voted Aye. Motion Carried.
County Employee Health Insurance Renewal: Motion by Craig Heller, second by Sonny Harrowa, to approve annual County Employee Health Insurance Renewal with Risty Benefits, effective August 1, 2023 through July 31, 2024, $1,500.00 deductible Plan. All voted Aye. Motion Carried.
Resolution 2023-11 – Contingency Transfer – Mental Illness: Motion by Craig Heller, second by Sonny Harrowa, to approve Resolution 2023-11-Contingency Transfer-Mental Illness, in the amount of $20,000.00. All voted Aye. Motion Carried.

WHEREAS SDCL 7-21-32.2 provides that transfers be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;
THEREFORE, BE IT RESOLVED that the appropriation be transferred from the contingency budget to the Mental Illness department budget 101-112-429.00 (Commissioners) $20,000.00 – Expenditure budget 101-441-422.00 (Professional Services) in the sum of $20,000.00.
Motion by Craig Heller, second by Sonny Harrowa, to approve Contingency Transfer in the amount of $20,000.00 to Mental Illness Department – Professional Services. All voted Aye. Motion Carried.

Wage & Salary Review: Tom P. Maher, Lee Smith, Brad Rathbun and Philena Burtch presented the Commission with the wage and salary recommendations. This subject has been tabled.
Discussion: Cody Briggs requested an access approach to his property located on US Highway 14/34 from the South Dakota Department of Transportation, and has been denied. SDDOT encouraged Cody to work with the adjacent landowner west of the Section Line to share access at either the current location of the limiting approach or at the Section Line. Cody informed the Commission that the shared access was not perceived well with the adjacent landowner.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Sonny Harrowa, second by Gary Grittner, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 7:26 P.M. All voted Aye. Motion Carried.
