The regular meeting of the Stanley County Commission was called to order at 5:10 P.M.(CST) by Chairman Dana Iversen with Commissioners Dennis Booth, Scott Deal, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P. Maher, Treasurer Peggy Dougherty, Director of Equalization Roger Fuller, Highway Superintendent Lee Smith, Fairgrounds Aaron Brewer, Emergency Management Rob Fines, Gerrick McComsey, Tye Odden, RDO Wade Iszler, Central SD Ag Development David Skaggs, CSDED Emeline Hoblick, Farm Service Agency Brian Stewart, and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

The meeting of the Board of Adjustments and Appeals was called to order by Chairman Iversen at 5:32 P.M.
Public Hearing: Cam Rentals, LLC. is requesting a Variance change from 75 feet to 50 feet off the new road, Musket Road. The new road will run east to west, they are asking for the Variance change to keep all the new development in line and uniform.
Motion by Sonny Harrowa, second by Craig Heller, to approve Variance from 75 feet to 50 feet. All voted Aye. Motion Carried.

Central SD Ag Development – Site Analysis Program: As part of the South Dakota Department of Agriculture’s efforts to enhance economic development opportunities and better support local control of development, the County Site Analysis Program was developed in the summer of 2013. The Program assists participating counties in identifying potential rural properties with site development opportunities. The analysis and subsequent report will provide local leaders with information and research-based resources to foster well informed decisions regarding the future of their respective regions. It also helps identify and plan for potential challenges that may arise should those opportunities be pursued.
David Skaggs stated this program is a good tool for government to promote sound planning, assist in comprehensive plan/zoning updates, and to promote economic development. SDDA has received inquiries about building seed plants, hog facilities and dairy facilities between Fort Pierre and Pollock. This region has potential for Ag facilities.
Farm Service Agency: County Executive Director Brian Stewart informed the Commissioners that the damage has been done, even if we get rain, it won’t help the fields. It started with the frost in the winter wheat and now we are in a drought. Having a Disaster Declaration in place gives the Counties a better chance of qualifying for emergency assistance.
Emergency Management – Drought Disaster Declaration: Rob Fines stated that the State has been collecting Drought Disaster Declarations all over the state.

Drought Disaster Declaration
WHEREAS, Stanley County suffers from a lack of rain in the late spring and summer of this year, resulting in a natural disaster in the form of agricultural drought conditions, including inadequate winter snowfall, inadequate rainfall, desolating winds, and late frost conditions, the Board of County Commissioners resolve that said drought conditions constitute a natural disaster of such severity and magnitude that effective response is beyond the capabilities of this County, or even the State of South Dakota, and that Federal assistance is necessary, and there is no emergency plan available to alleviate the damage and economic chaos resulting from these conditions; and
WHEREAS, Stanley County does not have the financial resources to respond to this disaster; and
WHEREAS, the Board of County Commissioners of Stanley County is aware of the sparse pastures and lack of forage crops for the feeding of livestock is necessitating the reduction / disposal of livestock herds; and
WHEREAS, the Board of County Commissioners of Stanley County is aware that row crops are stressed from lack of rain and yields will be impacted; and
NOW THEREFORE BE IT RESOLVED, the Board of County Commissioners of Stanley County, South Dakota, declare a natural disaster drought emergency, and it is
FURTHER RESOLVED, we, the Board of Commissioners of Stanley County respectfully petition the Governor of the State of South Dakota and the President of the United States to provide with all dispatch and remedy any state and/or federal assistance available for this type of emergency.
Commissioner Harrowa moved to approve this resolution and Commissioner Heller seconded the motion.

Stanley County, South Dakota
Tye Odden informed the Commissioners that the closest Seat Plane is in Hot Springs, SD, however, there will be one stationed in Pierre starting July 8, 2017. If we need the assistance of the plane, the first drop is $4,000, additional drops are $2,550 per hour. With the Declaration in place the State will help with 90% of the cost. As of July 11, 2017, Stanley County is 93% of fire danger. The first drop is fire retardant, the additional drops are water. The Fort Pierre Fire Department would like to keep the order of call the same as 2016; life or structure danger, firefighters on scene make the call for the Seat Plane. If the fire is wind driven, with no life or structure danger, the firefighters on scene will contact County Commissioners to make the call for the Seat Plane.
Motion by Scott Deal, second by Craig Heller, to continue command for the Seat Plane the same as 2016. All voted Aye. Motion Carried.
RDO – John Deere Motor Grader: Wade Iszler presented the Commissioners with a Minnesota bid for a 2017 John Deere 772 GP Motor Grader. This is a lease option, 1,000 hours, $65.00 per hour over the 1,000. Full warranty, preventative maintenance program. The Minnesota bid is set to expire October 2017, if we are interested in this bid, the motor grader will not be ready for delivery for 5 months.
Highway Department: Lee Smith stated that the highway department is almost done with the replacement of the culvert on Sansarc. The detour has been working well with all the truck traffic. The planks have been replaced on the lowboy. The dozer has been having more mechanical issues, it is worn out. Chairman Iversen and Lee looked at a 1989 Cat d7G with 900 hours for $27,000.00. It was used in the military.
Weed & Pest: Lee Smith needs to contact the railroad and have them spray weeds along the tracks. Also will be sending out noxious weed letters to landowners.
Fairgrounds: Aaron Brewer informed the Commissioners that there will be two more roping events. Troy Heinert thanked the Commissioners for allowing the Indian Rodeo that was held in June and would like to have it again in June 2018 and hold finals in September 2018. The parking lot by the blue barn is 95% done, good base and covered. Water troughs are on the east side and piped to go to a trench. Aaron had 220 wiring run under the grandstands and under the crows nest. The highway department brought in gravel for the low spots on the road around the arena. The culvert by Lily Park needs to be fixed and there are two other culverts that need to be cleaned. And the beach comber has time to comb the arenas.
The Muzzle Loaders will have their main events in Lily Park, but they would like to have a display of how to shoot and would like to use part of the fairgrounds for that. The Commissioners need more information, where do they plan to shoot? Is it a rubber ball or a steel ball? How far do they shoot? Too many safety hazards.

Chairman Iversen stated that the County is letting Aaron Brewer go. His last day is July 25, 2017.
Fairgrounds Conditional Use Permit: Tom P. Maher will review the information
County Employee Health Insurance: Motion by Craig Heller, second by Dennis Booth, to accept Avera Health Plans proposal for county employee health insurance to begin August 1, 2017. All voted Aye. Motion Carried.
