MINUTES
January 27, 2015
The special meeting of the Stanley County Commission was called to order at 4:30 p.m. (CDT) by Chairman Scott Deal with Commissioners Dana Iversen, Dennis Booth, Sonny Harrowa and Craig Heller present. Also present were Hahn Engineering Rick Hahn, Fairgrounds Board Casey Cowan, Carson Carlisle, Kayla Klemann, Four Corners Fire Department Clint Allman, Lura Kirkpatrick, Levi Neuharth, Duane Hand, Orie Bramblee, Monica Bramblee, Fort Pierre Fire Department Cody Lengkeek, Rick Cronin, Justin Jones and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.
AGENDA: Motion by Sonny Harrowa, second by Craig Heller to approve the Agenda. All voted Yea. Motion Carried.
HAHN ENGINEERING: Courthouse Elevator/Lift Replacement Project – We received two bids that were significantly different. Rick Hahn reviewed them, contacted the contractors and the company that makes the elevators. Overall elevator size is 65 1/8 x 55 1/8. Stair width will be 46” overall and 40” clear distance between handrails. Will use the existing electrical, battery operated during power outages, clear panels, clear doors. Timeframe – Notice to precede then 90 days to complete. Rick Hahn recommends to accept G & N Construction bid at $65,100.00.
Motion by Sonny Harrowa, second by Dennis Booth to accept G & N Construction Bid in the amount of $65,100.00. All voted Aye. Motion Carried.
FAIRGROUNDS: Craig Heller and Scott Deal are the contacts for the Fairgrounds Board. Casey Cowan would like more communication with each board so the Fairgrounds Board knows exactly what the Commissioners expect. Casey questioned $50,000.00 budget repairs and maintenance, wanted to know how much was set for improvements? After discussion, all agreed to use $10,000.00 for repairs and maintenance and $40,000.00 for improvements. The grounds need to be better secured. Talked about a fence, put up the used woven wire fence we have with posts to enclose during the horse races. Need to do an economic study on the up-side of the fairgrounds, then present it to the City of Pierre and Hughes County to try to get them more involved to keep all the events moving forward. Talked about hiring a part-time Events Coordinator and a part-time maintenance person, also talked about deeding the fairgrounds to another entity. We will conduct a few surveys, work on the budget and discuss our finds at a later date.
FOUR CORNERS VOLUNTEER FIRE DEPARMTMENT: Clint Allman started with a correction to the January 3 minutes, the truck that needs to be replaced is a 1978 not 1967. They are looking at the 2001 fire truck the Fort Pierre Fire Department is receiving sealed bids on. They rode in it and showed some of the ‘off-road’ places it has gone, Clint said it would benefit the western part of the county. Lura wanted to know how much money has been set aside for a new/used truck. Four Corners Fire Department will submit a sealed bid. As for the 1978 fire truck, it is titled ‘Four Corners Volunteer Fire Department’, they can dispose of as they see fit.
Fort Pierre Fire Department asked if they could set up a storage container at the fairgrounds, out of the way. The commissioners did not have a problem with that.
DISCUSSION: Someone in the community approached one of the commissioners with concerns about the gravel pile that is piled up beside the county shop, suggested that it be removed before the metal building starts rusting.
There was also concerns brought up about the Equalization office. All agreed to have Chuck Humphrey come in to address the concerns.
