February 6, 2024
The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Craig Heller with Commissioners Mike Kenzy, Dana Iversen, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Government Building Manager Rick Striker, Director of Equalization Matthew Riter, Deputy Coroner Tiffany Sanchez, Emergency Manager Troy Blevins, Hughes County Commissioner Rob Fines, Four Corners Fire Department Kelly Tibbs, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the December 2023, Budget Expenditure Report showing each department’s expenses as of December 31, 2023, Fiscal Revenue Totals as of December 31, 2023 and Outstanding Disbursements as of February 5, 2024.

Government Building – Rick Striker – Outside Lights and Cameras – North Side of Courthouse:
Lights: Motion by Gary Grittner, second by Mike Kenzy, to accept and approve Schrieber Electric LLC bid for outside lights on the north side of the courthouse in the amount of $1,222.51. All voted Aye. Motion Carried.
Cameras: Motion by Gary Grittner, second by Mike Kenzy, to accept and approve CommTech bid for outside cameras on the north side of the courthouse in the amount of $990.16. All voted Aye. Motion Carried.
Rick Striker informed the Commission that he has been in contact with an elevator repair company. With suggestions of the technician, Rick has been completing troubleshooting functions to figure out the issue. The technician will be coming to town in the next few weeks.
Emergency Manager: Troy Blevins presented the Commission with the Hughes/Stanley Local Emergency Planning Committee (LEPC). Troy explained the LEPC is a federally mandated entity composed of state and local officials, public health professionals, law enforcement, fire personnel, hospital personnel, transportation officials, community groups, media, organization with a primary role on hazardous materials and emergency response planning, and representatives of facilities subject to Tier II reporting. The role of the LEPC is to form a partnership with local governments and industries as a resource of enhancing hazardous materials preparedness. Local governments are responsible for the integration of hazmat planning and response within their jurisdiction. LEPC meetings are planned for February 20th, May 21st, August 20th, and November 19th.
Troy Blevins presented the Commission with a Draft Hughes/Stanley County Emergency Management Standard Operation Procedures, Outdoor Warning Siren Activation. Troy explained the officials agree to follow the procedure when severe weather poses a threat, the release of a hazardous material or immediate security danger that may require the sirens to be used to alert people to take shelter. The sole purpose of outdoor warning sirens is the protection of life.
Troy Blevins informed the Commission that the National Weather Service in Aberdeen will be holding a Storm Spotter Training, March 21, 2024, 6:00 P.M. at the Pat Duffy Community Center. Anyone interest in storm spotter training is invited to attend.
Fairgrounds: Scott Deal informed the Commission that the County 4-H Horseshow has been added to the schedule of events for the fairgrounds, and the Schomer Barn has been steady with riders. Scott informed the Commission that the Community Service Work Program is not going to work for the fairgrounds. Scott would like to hire two part-time workers. Scott checked into the mini skidster for cleaning out the stalls, the dealer is willing to do a 6-month lease.
Highway Department – CD Purchase and Finance Agreement – 2024 John Deere Motor Grader:
Motion by Gary Grittner, second by Sonny Harrowa, to purchase a CD in the amount of $432,000.00 through First National Bank, 3% interest return. All voted Aye. Motion Carried.
Motion by Dana Iversen, second by Mike Kenzy, to approve finance agreement to purchase 2024 John Deere 772G Motor Grader w/6WD, through First National Bank, 5% interest, 7 annual payments of $72,446.75, with first payment due in 2024. All voted Aye. Motion Carried.
Coroner 2023 Report: Coroner Gary Grittner presented the Commissioners with the 2023 Stanley County Coroner Year End Report. The Coroner is responsible for certifying the cause and manner of death on the death certificates for in-county deaths where the deceased is not under the care of a medical professional. The Coroner was responsible for certifying nine such cases for 2023.
Coroner Grittner thanked Deputy Coroner’s Jill Richardson, Tiffany Sanchez and Shirley Swanson, for their help. Gary stated that the three Deputies showed true community spirit and did a great job while never knowing when they would be called up.
Coroner Grittner stated that while the Coroner does not have control over the where, when and number of citizens that die, the Coroner’s team will continue to do their best to provide a professional service to the County at the least possible cost.

WILDLAND FIRE DIVISION DESIGNEE
WHEREAS, South Dakota State Law 41-20A-11 states, Assistance in suppression of range fire within county—Reimbursement of expenses. At the request of a board of county commissioners or a person designated by a board of county commissioners for such purpose, the state wildland fire coordinator may assist in the suppression of any range fire within the county. If any assistance provided by the coordinator includes the use of more than six state employees and more than two vehicles, the county to which the assistance is given shall reimburse the coordinator for the reasonable expenses incurred. and;
WHEREAS, pursuant to SDCL 41-20A-11, the South Dakota Wildland Fire Coordinator may assist in the suppression of rangeland fires within the county upon request of a Board of County Commissioners or its designee, and;
WHEREAS, at the time of a fire emergency there is insufficient time to convene the Board of Stanley County Commissioners to make such requests, and;
WHEREAS, the South Dakota Wildland Fire Coordinator has requested that a person(s) be officially designated by the Stanley County Commission to make such requests, and;
WHEREAS, Stanley County is responsible for the reasonable expenses incurred by the South Dakota Wildland Fire Coordinator for the assistance that Stanley County requests as set forth above.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Stanley County Board of County Commissioners in and for the County of Stanley, State of South Dakota, the Stanley County Board of County Commissioners and Stanley County Sheriff is hereby designated and authorized to request, on behalf of Stanley County, fire suppression assistance from the state wildland fire coordinator as deemed necessary within Stanley County.
The authority to request assistance as provided shall continue in full force and effect until terminated or modified by resolution of the County of Stanley Board of Commissioners.

Sheriff Office – Server: The Sheriff’s office server is no longer working, they are borrowing one right now. Wind Circle has submitted a quote in the amount of $4,782.52. After discussion, Commissioner Iversen suggested to present this quote to the Law Enforcement Board for approval for purchase.
Hayes Shop – Four Corners Fire Department – Drop Cord Project: Motion by Dana Iversen, second by Mike Kenzy, to accept and approve Will Clark Electric bid for the Hayes Shop Drop Cord project in the amount of $2,230.00. All voted Aye. Motion Carried.
Combine School/County Primary Election: Motion by Dana Iversen, second by Sonny Harrowa, to enter into a Combined Election Agreement with Stanley County School District #57-1, for the 2024 Primary Election being held on June 4, 2024, and authorize Chairman Heller to sign.
