The regular meeting of the Stanley County Commission was called to order at 5:05 P.M.(CT) by Chairman Dana Iversen with Commissioners Mike Kenzy, Craig Heller and Sonny Harrowa present. Commissioner Dennis Booth was absent. Also present were Coroner Gary Grittner, Deputy Coroners Jill Richardson and Shirley Swanson, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Scotty Philip Cemetery Board Cliff Reuer, Brosz Engineering Derek McTighe and Wayne Crawford and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the December Budget Expenditure Report showing each department’s expenses as of December 31, 2019, Fiscal Revenue Report as of December 31, 2019, Outstanding Disbursements by Account as of February 4, 2020, and the 2019 Secondary Road Monitoring Compliance Report.
Coroner 2019 Report: Gary Grittner presented the Commission with the 2019 Coroner Year End Report. Gary thanked his Deputies for their help, Jill Richardson and Shirley Swanson, Tiffany Sanchez could not attend the meeting. Gary stated the Deputies showed true community spirit and did a great job while never knowing when they would be called upon. The Coroner and Deputy Coroners had a total of 9 calls for the year.
Fairgrounds: New Hire - Motion by Craig Heller, second by Sonny Harrowa, to approve the hire of Gary Shonrock, part-time fairgrounds maintenance, starting pay of $15.00 per hour. All voted Aye. Motion Carried.
Scott Deal informed the Commission that he received a quote for a new sound system that will run through the WiFi. The main control will be in the crows nest, which controls the lights and speakers. There won’t be speaker wire, just the 110 amp going to each light pole with a speaker attached. The Commissioners would like more information on how the system works.
Scott and Gary Shonrock have completed cleaning and remodeling the old ticket booths under the grandstand, the area is ready for paint.
Portable Shower House: Motion by Sonny Harrowa, second by Craig Heller, to approve purchase of 8’x44’ Transportable Shower Wide Body Advantage in the amount of $6,500.00. All voted Aye. Motion Carried.
Cliff Reuer with the Scotty Philip Cemetery Board wanted to thank the Stanley County Highway Department for all their work at the cemetery. Cliff stated that the highway department does a nice job with snow removal and blading the roads within the cemetery. Cliff knows that they don’t get the appreciation they deserve, so ‘Thank You’ from the Scotty Philip Cemetery Board.
Highway Department: Lee Smith presented to the Commissioners a report of work performed by the Highway Department for the month of January 2020, which consists of snow removal, blading roads and working on equipment.
Lee is checking rental and purchase prices of a gravel screen. Lee would like to screen gravel in the northwest corner of the county for the roads in that area. Lee explained that the County needs to crush gravel this year, he will figure where the crushing needs to be and how much is needed.
Brosz Engineering Derek McTighe informed the Commission that a public hearing regarding the sign project for Stanley County and the City of Fort Pierre has been set for February 19, 2020, at the Stanley County Courthouse. Brosz Engineering will discuss the proposed project and answer questions. During the hearing, there will be discussion regarding ‘No Maintenance’, ‘Minimum Maintenance’, or permanent road closer segments; Inventory of all roads under the jurisdictions to determine signing needs; Preparation of signing plans; Production of a map with names used for the rural addressing system applicable to Stanley County; and an aerial photographed map of the City of Fort Pierre showing location and type of existing and new or replaced signs.
Lee Smith and Derek McTighe explained to the Commission that the sign project is 100% Federally funded. Stanley County will have new signs where there haven’t been signs, more curve signs and speed limit signs, dangerous declines along roads will have delineators. The County and Brosz will work together to determine low/no maintenance roads. Then the Commission will need to approve a blanket resolution dedicating specified maintenance roads.
Derek McTighe explained that the contractor hired for the signage project will GPS each sign for the County, as once the signs are in place, the County is responsible for the upkeep.
Raise – Highway Department: Motion by Craig Heller, second by Mike Kenzy, to approve 50¢ 6 month raise for Highway Department Joe Uecker, effective February 12, 2020. All voted Aye. Motion Carried.
Courthouse Portable Metal Detector, Metal Detector Wands and Panic Button System: Motion by Craig Heller, second by Mike Kenzy, to approve the purchase of a portable metal detector and wands in the amount of $4,749.00. All voted Aye. Motion Carried.
Discussion regarding the panic button system has been suspended pending further information.
Automatic Supplement: Motion by Sonny Harrowa, second by Mike Kenzy, to approve Automatic Supplement to Road & Bridge in the sum of $66,428.88, to reflect SD DOT Bridge Special Funding. All voted Aye. Motion Carried.
Motion by Mike Kenzy, second by Craig Heller, to approve Automatic Supplement to Judicial in the sum of $3,561.67, to reflect 2020 Court Security Grant. All voted Aye. Motion Carried.
Paul Marso Contract: Motion by Sonny Harrowa, second by Craig Heller, to accept and approve Chairman Iversen to sign Paul Marso, Personnel Consultant Agreement. All voted Aye. Motion Carried.
Combined Primary Election – School/County: Motion by Craig Heller, second by Mike Kenzy, to enter into a Combined Election Agreement with Stanley County School District for the 2020 Primary Election being held on June 2, 2020, and authorize Chairman Iversen to sign. All voted Aye. Motion Carried.
Hughes County 2020 JUV Contract: Motion by Craig Heller, second by Sonny Harrowa, to accept and approve Chairman Iversen to sign Hughes County 2020 JUV Contract. All voted Aye. Motion Carried.
First Amendment to Emergency Medical Services Agreement – AMR: Motion by Craig Heller, second by Mike Kenzy, to accept and approve Chairman Iversen to sign the First Amendment to Emergency Medical Services Agreement. All voted Aye. Motion Carried.
SDSU Extension Memorandum of Understanding: Motion by Sonny Harrowa, second by Craig Heller, to accept and approve Chairman Iversen to sign the SDSU Extension 2020 Memorandum of Understanding. All voted Aye. Motion Carried.
