The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa present. Also present were Treasurer Peggy Dougherty, Director of Equalization Roger Fuller, Coroner Gary Grittner, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Capitol Journal Del Bartels and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer and Auditor Report: Treasurer Peggy Dougherty presented the Commissioners with the Treasurer Report, December 2020 bank statement and daily cash, delinquent real estate and mobile home taxes, tax trust, miscellaneous receipts (Grants, Register of Deeds, Clerk of Courts, Equalization, Fairgrounds, Auditor, motor vehicle), investments and Money Market reports. Auditor Philena Burtch presented the Commissioners with the December 2020 Budget Expenditure Report showing each department’s expenses as of December 31, 2020, Fiscal Revenue Report as of December 31, 2020, Outstanding Disbursements by Account as of February 2, 2021 and Secondary Road Monitoring Compliance Report for January-December 2020.

CONDITIONAL USE PERMIT IN AG ZONING OF SKYWAY TOWERS TO CONSTRUCT TELECOMMUNICATIONS TOWER, NORTHWEST QUARTER SECTION 20, TOWNSHIP 9 NORTH, RANGE 27 EAST, BLACK HILLS MERIDIAN, STANLEY COUNTY, SOUTH DAKOTA.
A RESOLUTION TO APPROVE THE CONDITIONAL USE PERMIT IN AG ZONING OF SKYWAY TOWERS TO CONSTRUCT A TELECOMMUNICATIONS TOWER, NORTHWEST QUARTER SECTION 20, TOWNSHIP 9 NORTH, RANGE 27 EAST, BLACK HILLS MERIDIAN, Stanley County, South Dakota.
WHEREAS, the conditional use permit of the above described property has been executed according to statute, now therefore
BE IT RESOLVED that the County Commission, in and for Stanley County, does hereby approve the said conditional use permit of Skyway Towers in ag zoning to construct a telecommunications tower, NW 1/4 Section 20, T9N, R27E, B.H.M., Stanley County, South Dakota

Coroner 2020 Report: Coroner Gary Grittner presented the Commissioners with the 2020 Stanley County Coroner Year End Report. The County Coroner is responsible for certifying the cause and manner of death on the death certificate for in-county deaths where the deceased is not under the care of a medical professional, or where the death is the result of an accident, homicide or suicide. Gary informed the Commissioners that the Coroner’s Department had eight calls for 2020. Gary showed the Commission the newly purchased jackets and badges for the Coroners Department. The jackets and badges will make it easier for other law enforcement and first responders to recognize Coroners on scene.
Fairgrounds – Scott Deal informed the Commissioners that the Schomer Barn has been busy. People are coming from a long way to use the barn. Scott has the welders set up, the square tubing and drill stem pipe has been delivered and Scott has started to make panels. Scott has 32 events scheduled for the fairgrounds.
Fence: Scott Deal would like to remove the chain link fence and put up a wood fence from the south corner of the Expo Building to the north corner of the Grandstand, and from the south corner of the Grandstand to the Wandel Gate. No action was taken.
Ticket Booth: Scott Deal looked at a ticket booth at federal surplus. Scott feels there is a need for some kind of cover for protection from the weather at the Wandel Gate. The Commission would like Scott to get a price.
Highway Department: Lee Smith presented to the Commissioners a report of work performed by the Highway Department for the month of January 2021, which consists of cleaning and maintaining Dickey Bridge, Willow Creek Bridge, Teton Bridge, Reuer Bridge, Lance Creek Bridge, Tomahawk Bridge and Plum Creek Bridge, MSHA Training, hauling gravel to Minneconjou Road, Mission Ridge Road and Ancel Tibbs Ranch Road, laying gravel and blading roads and working on equipment.
VW Truck Rebate Program: Lee Smith informed the Commission that the highway department applied for the South Dakota’s Volkswagen Class 4-8 Local Freight Truck Rebate Program. Lee explained that the county could end up with a new truck at little cost, or the highway department puts a different motor in the old sander/plow truck.
Gravel Screen: Motion by Sonny Harrowa, second by Craig Heller, to approve the purchase of 2013 Screen Machine 107T, in the amount of $133,290.00. All voted Aye. Motion Carried.
Raise – State’s Attorney Legal Assistant: Motion by Craig Heller, second by Dennis Booth, to approve $1.00 per hour, 90 day raise, for State’s Attorney Legal Assistant Gethsemane Snarr, effective February 16, 2021. All voted Aye. Motion Carried.
Automatic Supplement: Motion by Dennis Booth, second by Sonny Harrowa, to approve Automatic Supplement in the amount of $1,812.69, to reflect COBRA Health Insurance premium for State’s Attorney Health Insurance. All voted Aye. Motion Carried.
Motion by Craig Heller, second by Mike Kenzy, to approve Automatic Supplement in the amount of $1,050.00, to Fairgrounds Maintenance. All voted Aye. Motion Carried.
TC Energy – Keystone Pipeline Letter: Motion by Sonny Harrowa, second by Craig Heller, to approve Chairman Iversen to sign TC Energy Letter of support for Keystone XL Pipeline. All voted Aye. Motion Carried.
SDSU Extension 2021 Memorandum of Understanding: Motion by Dennis Booth, second by Craig Heller, to accept and approve Chairman Iversen to sign SDSU Extension 2021 Memorandum of Understanding. All voted Aye. Motion Carried.
SD Department of Health: Motion by Craig Heller, second by Mike Kenzy, to accept and approve Chairman Iversen to sign SD Department of Health-County Health Nurse Contract. All voted Aye. Motion Carried.
Auditor Burtch informed the Commission that Stanley County’s new County Health Nurse is Jody Spangenberg. The County Health office is still by appointment only.
Auditor Computers: Motion by Dennis Booth, second by Craig Heller, to approve the purchase of two computers for the Auditor’s office, not to exceed $3,000.00. All voted Aye. Motion Carried.
Courthouse Building down spouts/drainage: Auditor Burtch informed the Commission that the City is planning to do work on the alley behind the courthouse. At that time, the County should fix the drainage off the building to go into the storm drain.
Discussion: Chairman Iversen stated that Register of Deeds Bev Stoeser is planning to retire before the end of 2021, the County needs to open the position and advertise so there is plenty of time for training.
Auditor Burtch would like to look into updating the County’s webpage. The current webpage isn’t user friendly, it is outdated.
