The regular meeting of the Stanley County Commission was called to order at 5:10 P.M.(CDT) by Chairman Dana Iversen with Commissioners Scott Deal, Craig Heller and Sonny Harrowa present. Commissioner Dennis Booth was absent. Also present were Coroner Gary Grittner, Director of Equalization Roger Fuller, Tom Tveit, Mark Rowen, Melanie Schumacher, Amy Mesman, Martee Larson, Kim Larson, Gerri Carpenter, Jon Beastrom, Highway Superintendent Lee Smith, Capitol Journal Nick Lowry, Guy Kinsella and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

AUDITOR AND TREASURER REPORTS. The Treasurers Report was presented with a letter to update the interest rate on the county’s Money Market account. Also for review was January money market investments, delinquent tax list, tax trust and advance tax payments, receipts of property taxes and miscellaneous receipts paid in January 2016.The Auditors report consisted of the outstanding disbursements by account & budget remaining as of February 2, 2016. Almost finished 2015 Year End and will be starting Annual Report.
COUNTY CORONER: Gary Grittner presented the Commissioners with the 2015 year-end report. Gary appointed Jill Richardson as an additional Deputy Coroner. Both Gary and Jill completed a one day training course. While the Coroner does not have control over the number of calls, Gary will continue to do his best to provide a professional service to the County at the least possible cost.

Roger Fuller presented the Commissioners with an estimate from Vanguard Appraisals Inc. This program will take parcel data created from existing program. It is a more user friendly program.
GIS was discussed. There have been two proposals on the table, one from Central South Dakota Enhancement District and one from GIS Workshop. Roger stated he would like to go with the local proposal, but would like to talk with the City of Fort Pierre’s new Public Works Director so the two entities could possible work together.
TOM TVEIT – OAHE DISTRICT: Tom Tveit is the newly elected board member for the County Oahe District. Tom’s hope is to develop better communication between the commissioners of our District as we deal with important issues in the state that affect the counties.
4-H – Melanie Schumacher: Melanie is the President of Prairie Winds Leaders Association. The 4-H group is in the process of finding funding for 2017. Stanley County is willing to fund the counties usual contribution for 2017.
HIGHWAY DEPARTMENT – Lee Smith: Lee presented the commissioners with a report of all the work done for the month of January. Lee would like to talk to Game Fish & Parks to discuss assistance to fix Cut-Across Road.
Lee spoke to C Alleman about gravel. They agreed on a price. We will run off Morris’ gravel crushing bid with Hughes County. Morris plans to start crushing in April.
Lee received a quote for a different dump truck. Sully County has one. Dana Iversen and Sonny Harrowa will drive up with Lee to look at it and will make a decision at a later date.
Hayes Play Raffle: Motion by Sonny Harrowa, second by Scott Deal, to approve the Hayes Play Raffle for 2016. All voted Aye. Motion Carried.
School/County Combining 2016 Primary Election: Motion by Sonny Harrowa, second by Craig Heller, to enter into a Combined Election Agreement with Stanley County School for the Primary Election and to authorize Chairman Iversen to sign the same. All voted Aye. Motion Carried.
Beadle County Juvenile Contract 2016: Beadle County Juvenile Detention Center Contract for 2016 is similar to the 2015 contract, with the exception of the cost. They will charge $200.00 per day instead of $220.00.
Motion by Craig Heller, second by Scott Deal, to approve the Beadle County Juvenile Contract 2016. All voted Aye. Motion Carried.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Scott Deal, second by Craig Heller, to go into Executive Session – Personnel – SDCL 1-25-2(1) at 6:30 P.M. All voted Aye. Motion Carried.
