The regular meeting of the Stanley County Commission was called to order at 5:04 P.M.(CT) by Vice Chairman Sonny Harrowa with Commissioners Dennis Booth, Mike Kenzy and Craig Heller, Commissioner Dana Iversen was present by telephone. Also present were Treasurer Peggy Dougherty, Coroner Gary Grittner, Deputy Coroner Tiffany Sanchez, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Emergency Manager Rob Fines and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer and Auditor Report: Treasurer Peggy Dougherty presented the Commissioners with the Treasurer Report, December 2021 bank statement and daily cash, delinquent real estate and mobile home taxes, tax trust, miscellaneous receipts (Grants, Register of Deeds, Clerk of Courts, Equalization, Fairgrounds, Auditor, motor vehicle), investments and Money Market reports. Auditor Philena Burtch presented the Commissioners with the December 2021 Budget Expenditure Report showing each department’s expenses as of December 31, 2021, Fiscal Revenue Report as of December 31, 2021, and Outstanding Disbursements as of February 1, 2022.

Coroner 2021 Report: Coroner Gary Grittner presented the Commissioners with the 2021 Stanley County Coroner Year End Report. The County Coroner is responsible for certifying the cause and manner of death on the death certificate for in-county deaths where the deceased is not under the care of a medical professional, or where the death is the result of an accident, homicide or suicide. Gary informed the Commissioners that the Coroner’s Department had four calls for 2021.
Fairgrounds: Scott Deal informed the Commission that the fairgrounds attract 15,000-20,000 people each year. If each person spends $100.00, that equals $1,500,000-$2,000,000 to our State and community. Scott stated that as you all know Stanley County has invested a substantial amount of taxpayer dollars into remodeling and upgrading the fairgrounds. All this being done to benefit our community with so many great events for everyone.
For the upcoming future the fairgrounds are going to recoup some of those funds. Scott is proposing a day charge for the use of the facility. This charge will be for all those that wish to rent the fairgrounds. This rate will be prorated for different organizations as determined by the Stanley County Commissioners and the Fairgrounds Manager.
Square Tubing: Scott Deal would like approval to purchase more square tubing and rebar to continue building stall gates. Motion by Dennis Booth, second by Craig Heller, to approve the purchase of square tubing and rebar from Ace Steel & Recycling in the amount of $5,987.84. Roll call vote. Booth voted Aye. Galvanized Panels: Scott Deal would like approval to purchase livestock panels so the fairgrounds don’t have to borrow as many. The County is grateful to all the people who loan the fairgrounds livestock panels, however, it is a lot of extra work locating, hauling to and from the fairgrounds and expense. Motion by Craig Heller, second by Dennis Booth, to approve the purchase of galvanized livestock panels from TS Panels in the amount of $27,216.00. Roll call vote. Booth voted Aye. Kenzy voted Aye. Highway Department: Lee Smith informed the Commissioners that the two motor graders that the County has listed with Purple Wave Auction have one more week until the auction ends. Lee has been watching water tanks that are listed with Purple Wave Auction. With the drought, and little to no significant precipitation in sight, the highway department is going to need more than one water tank to work and fix the county roads. Lee would like to use some of the funds from the sale of the motor graders to purchase a water tank, or two.

Emergency Management – Hazard Mitigation Plan: Rob Fines informed the Commissioners the Hughes/Stanley County Hazard Mitigation Plan has been completed. Once FEMA approves the Plan, the local governments will need to approve the Plan. Once the Plan is approved it is set. Any project in the Plan, FEMA funds 75%, State and local government funds 25%. The Hazard Mitigation Plan is set for five years, however, the Plan can be amended as needed.
Stanley County GIS: Motion by Craig Heller, second by Dennis Booth, to approve the hire of Planning & Development District III, Yankton, SD, to complete Stanley County GIS in the amount of $4,000.00, plus $2,000.00 yearly maintenance, plus $1,500.00 for the new soils and table. RESOLUTION 2022-07
WILDLAND FIRE DIVISION DESIGNEE
WHEREAS, South Dakota State Law 41-20A-11 states, Assistance in suppression of range fire within county—Reimbursement of expenses. At the request of a board of county commissioners or a person designated by a board of county commissioners for such purpose, the state wildland fire coordinator may assist in the suppression of any range fire within the county. If any assistance provided by the coordinator includes the use of more than six state employees and more than two vehicles, the county to which the assistance is given shall reimburse the coordinator for the reasonable expenses incurred. and;
WHEREAS, pursuant to SDCL 41-20A-11, the South Dakota Wildland Fire Coordinator may assist in the suppression of rangeland fires within the county upon request of a Board of County Commissioners or its designee, and;
WHEREAS, at the time of a fire emergency there is insufficient time to convene the Board of Stanley County Commissioners to make such requests, and;
WHEREAS, the South Dakota Wildland Fire Coordinator has requested that a person(s) be officially designated by the Stanley County Commission to make such requests, and;
WHEREAS, Stanley County is responsible for the reasonable expenses incurred by the South Dakota Wildland Fire Coordinator for the assistance that Stanley County requests as set forth above.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Stanley County Board of County Commissioners in and for the County of Stanley, State of South Dakota, the Stanley County Board of County Commissioners, Stanley County Sheriff, Stanley County Chief Deputy Sheriff and Hughes/Stanley Emergency Management is hereby designated and authorized to request, on behalf of Stanley County, fire suppression assistance from the state wildland fire coordinator as deemed necessary within Stanley County.
The authority to request assistance as provided shall continue in full force and effect until terminated or modified by resolution of the County of Stanley Board of Commissioners.

Discussion: The Commissioners would like the Auditor to advertise for a part-time or full-time Deputy Auditor. With the increased work load, election year and possibility of an illness, it would be beneficial to have another person again.
