December 6, 2022
The regular meeting of the Stanley County Commission was called to order at 5:02 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller, and Sonny Harrowa. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Highway Superintendent Lee Smith, Fairgrounds Manager Scott Deal, Gary Grittner, Emergency Manager Cathy Strudle, Brosz Engineering Inc. Christian Hand, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer Report: Chairman Iversen asked Treasurer Bill Konst how things are going? Bill informed the Commission that his office has been doing a courtesy call to property owners who have not paid their 2021 Payable 2022 property taxes. Bill stated the people have been very appreciative of the reminder, and the calls have been very productive.
Auditor Report: Auditor Philena Burtch presented the Commissioners with the October 2022, Budget Expenditure Report showing each department’s expenses as of October 31, 2022, and Outstanding Disbursements by Account & Budget Remaining as of December 6, 2022.
SALARIES BY OFFICE: Commissioners - $3,747.55; Auditor - $3,729.02; Treasurer - $5,520.97; States Attorney - $6,457.18; Custodial - $2,335.75; Director of Equalization - $4,188.45; Register of Deeds - $3,296.13; Road & Bridge - $22,537.03; Weed & Pest - $503.79; Fairgrounds - $6,224.00; Extension - $1,165.36; Employee Health Insurance - $17,365.13; SD Retirement System, withheld and match - $8,104.16; Electronic Transfer; FICA, Medicare and Withholding Tax - $18,130.78.

Brosz Engineering – Bridge Inspection Report: Christian Hand presented the Commission with the Stanley County 2022 Bridge Inspection report. During the course of performing routine bridge inspection, significant defects/deficiencies and maintenance items are encountered on various structures. The intent is to draw attention to encountered defects/deficiencies which may be potential safety concerns, effect structural capacity, and/or present budgetary planning for future replacement/rehabilitation efforts, and general maintenance. Mr. Hand explained that Stanley County has three bridges with significant findings; Pleasantview Road, Bad River Road (the State is in the early stages of replacing this bridge), and 291st Avenue.
Fairgrounds – Security Camera System: Motion by Dennis Booth, second by Craig Heller, to approve the purchase and installation of Security Camera System from Extreme Tech Comm, for the fairgrounds, not to exceed $3,500.00. All voted Aye. Motion Carried.
National Little Britches Panels: Scott Deal informed the Commission that Stanley County did not win the bid for the used panels.
Grandstand – City of Fort Pierre – Storage: Scott Deal informed the Commission that the City of Fort Pierre approved Stanley County Fairgrounds Lease Agreement during the City’s December 5, 2022, meeting. Rent is $1,500.00 per month, through April 20, 2023.
Fairgrounds Shop – Cement Floor: Scott Deal stated that for health and production reasons, a cement floor would be ideal in the shop. The dust and dirt cause hazards at times. The Commission suggested that Scott get a couple bids and will discuss this subject when a cost is determined.
12x20 Building – Donated to Fairgrounds – Upgrades: Scott Deal informed the Commission that a local developer donated an older 12x20 building to the fairgrounds. Scott would like to place it on a cement floor, install plumbing and electrical and use it for a concession stand, rodeo office and bathrooms near the crows nest on the east side of the arena. Scott will get bids for the upgrades.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of November 2022, which consists of blading, hauling gravel, mowing, replace culverts on Richard Doud Road, service and maintenance of equipment.
Computers: Motion by Sonny Harrowa, second by Craig Heller, to approve the purchase of two computer systems from Wind Circle Network, Inc., not to exceed $3,390.00. All voted Aye. Motion Carried.
Surplus – Handy Hitch Mower hitches, A Falls V Plow, A Falls One-Way Plow, LandPride boom mower, 2009 Freightliner Cascadia truck, Miscellaneous Tires: Motion by Craig Heller, second by Mike Kenzy, to approve to surplus Handy Hitch Mower hitches, A Falls V Plow, A Falls One-Way Plow, LandPride boom mower and miscellaneous tires, with a value of $5,800.00. All voted Aye. Motion Carried.
Lee Smith explained to the Commission that the 2009 Freightliner Cascadia truck runs good, it is a highway truck, not a county road truck.
Motion by Sonny Harrowa, second by Dennis Booth, to approve to surplus 2009 Freightliner Cascadia truck, with a value of $15,000.00. All voted Aye. Motion Carried.
Raise – Road & Bridge Michael Henderson: Motion by Craig Heller, second by Mike Kenzy, to approve 50¢ per hour, 6 months raise to Road & Bridge Michael Henderson, effective December 23, 2022. All voted Aye. Motion Carried.
Security Camera System: Motion by Sonny Harrowa, second by Craig Heller, to approve the purchase and installation of Security Camera System from Extreme Tech Comm, for the highway shop and yard, in the amount of $2,610.00. All voted Aye. Motion Carried.
Emergency Manager – Cathy Strudle introduced herself as the new Hughes/Stanley Counties Emergency Manager to the Commissioners.

Resignation – State’s Attorney Legal Assistant: Motion by Craig Heller, second by Dennis Booth, to accept Resignation of State’s Attorney Legal Assistant Lacey Boxley, effective December 6, 2022. All voted Aye. Motion Carried.
2023 4-H/Extension Memorandum of Understanding: Motion by Craig Heller, second by Mike Kenzy, to accept and approve Chairman Dana Iversen, to sign the 2023 SDSU Extension/Stanley County Memorandum of Understanding. All voted Aye. Motion Carried.
South Dakota Department of Veterans Affairs – County Veterans Service Officer: Motion by Sonny Harrowa, second by Craig Heller, to re-appoint County Veterans Service Officer Janet Beck, for a period of four years, through the first Monday in January, 2027. All voted Aye. Motion Carried.
Grace Lutheran Church Raffle: Motion by Craig Heller, second by Mike Kenzy, to approve annual Grace Lutheran Church Raffle, drawing will be February 2023. All voted Aye. Motion Carried.
Automatic Budget Supplement – Road & Bridge: Motion by Mike Kenzy, second by Dennis Booth, to approve Automatic Budget Supplement, in the amount of $501.86, for Road & Bridge Health Insurance, to reflect COBRA insurance payment. All voted Aye. Motion Carried.

Discussion: Gary Grittner stated that he had attended a City of Fort Pierre strategic planning meeting. Gary informed the Commission that AMR is partnering with Tele-medicine.
