The regular meeting of the Stanley County Commission was called to order at 5:08 P.M.(CDT) by Chairman Dana Iversen with Commissioners Dennis Booth, Scott Deal, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P. Maher, Treasurer Peggy Dougherty, Highway Superintendent Lee Smith, Fairgrounds Aaron Brewer, Mayor Gloria Hanson, Emergency Management Rob Fines, Eric Nordstrom, Rob Skjonsberg, Capital Journal Phu Nguyen and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor and Treasurer Reports: Treasurer Peggy Dougherty presented the Commissioners with the November bank statement and daily cash, delinquent real estate list, real estate and mobile home taxes paid, tax trust, miscellaneous receipts (grants, Register of Deeds receipts, etc.), investments, and Money Market reports. Auditor Philena Edwards presented the Commissioners with the October Budget Expenditure Report showing each department’s expenses as of October 31, 2016, and the Outstanding Disbursements by account & budget remaining as of December 6, 2016.
Mayor Gloria Hanson – BID Board Appointment: The BID (Business Improvement District) Board collects the occupancy tax, with the City receiving around $100,000 a year. The City has purchased new signs with hopes of bringing in new groups for events. Mayor Hanson feels that since Aaron Brewer is the Fairgrounds Manager, he would be a good fit to the Board. Aaron’s term would be from now until May, 2017, when they appoint new members.
Motion by Sonny Harrowa, second by Scott Deal, to approve the appointment of Aaron Brewer to the BID Board. All voted Aye. Motion Carried.
Mayor Hanson feels the need for a joint meeting of the City and County to discuss the alley behind the courthouse. Commissioner Harrowa feels we need to include the school to keep each entity informed as to the needs and resources to improve the community. Chairman Iversen suggested that a joint meeting of the County and City Planning & Zoning Boards still needs to happen.
Emergency Management: Rob Fines informed the Commissioners that the Homeland Security Grants will be coming up in January 2017. The Commissioners may want to think about purchasing another siren for south of town, Bad River Road area.
Motion by Dennis Booth, second by Sonny Harrowa, to approve the 2016 Hughes/Stanley Counties Multi-Hazard Mitigation Plan. All voted Aye. Motion Carried.
Motion by Dennis Booth, second by Scott Deal, to accept and approve Chairman Iversen to sign the 2017 Agreement for Emergency Management Services. All voted Aye. Motion Carried.
PUBLIC HEARING – VACATE SECTION LINE – RESOLUTION 2016-15: Motion by Sonny Harrowa, second by Craig Heller, to approve Resolution 2016-15. All voted Aye. Motion Carried.

RESOLUTION AND ORDER
STANLEY COUNTY, SOUTH DAKOTA, COUNTY COMMISSION
WHEREAS, Northstream Investments, Inc., filed a petition with this commission on or about the 25th day of October, 2016, requesting vacation of section line; and
WHEREAS, this Commission set a date of December 6, 2016, for a public hearing on said petition and published notice of said hearing on said petition and published notice of said hearing in a legal newspaper for the county for two consecutive weeks as required by law; and
WHEREAS, a public hearing on said petition was held on the 6th day of December, 2016, at the Stanley County Courthouse, Fort Pierre, South Dakota at 5:30 p.m.; and
WHEREAS, said matter was taken into consideration and under advisement until meeting of this Commission set on December 6, 2016, at 5:30 p.m.; and
WHEREAS, it appears to be to the best public interest that such section line be closed; now therefore it is
ORDERED that the section line, commencing at the southeast corner of Section 8, Township 5 North, Range 30 East, and northeast corner of Section 17, Township 5 North, Range 30 East, continuing west for one mile, located in Dry Run Township, in Stanley County, South Dakota, of said section, is hereby vacated and closed.
ORDERED that this Resolution and Order be printed in the minutes of the meeting of the board and be published once a week for two consecutive weeks, and that such section line shall be, after a lapse of thirty days, vacated without further proceedings as set forth in SDCL 31-3-9.

Highway Department: Lee Smith presented Commissioners with a report of all the work performed by the highway department for the month of November 2016. Did a traffic count on Bad River Road, 215 vehicles went through in one day. Lee is looking into different options for dust control. With all the snow and melting, gravel was needed on County Line Road. The new side dump is complete and can legally haul 16 ton. The 5 year old packer has been overhauled.
Motion by Sonny Harrowa, second by Scott Deal, to approve the hiring of Nathan McMillin as truck driver/equipment operator at $17.50 per hour, plus benefits, with one 50¢ raise after 6 months, with Supervisor and Commissioner approval, and any cost of living raise approved by Commissioners for all county employees. Start date is December 5, 2016. All voted Aye. Motion Carried.
Fairgrounds: Aaron Brewer updated the Commissioners on the progress at the Schomer Barn. The sprayfoam insulation is done in the concession area. The chutes, arena and boxes are ready for people to practice and ride. Horsemen and rodeo contestants will be able to utilize the Schomer Barn from 6 am to 10 pm throughout the winter. Aaron has monthly rates set and stipulations for the use of the barn.
In February 2017, there will be a 2 day coyote calling contest. The Youth Involved Center donated their old ice maker to the fairgrounds. Aaron is planning to burn the old wood pile behind the Schomer Barn.
County Health Services Agreement: Motion by Craig Heller, second by Dennis Booth, to accept and approve Chairman Iversen to sign the 2017 Contract for Provision of Community Health Services. All voted Aye. Motion Carried.
Upcoming Meetings: District Welfare Meeting in Huron. With the weather, it is in the best interest not to attend. Oahe District Meeting is in Sully County. Treasurer Peggy Dougherty, Register of Deeds Bev Stoeser and Auditor Philena Edwards will be attending. Commissioners Dennis Booth, Dana Iversen and Sonny Harrowa voiced interest in attending.
Annual City/County Christmas Party: Friday December 9, 2016 will be the Annual Christmas Party for City and County employees to show appreciation for all the hard work and dedication that is given throughout the year.
Christmas Holiday: The Stanley County courthouse will be closing at noon on Friday, December 23, 2016, and will be closed all day Monday, December 26, 2016.
Discussion: Commissioner Dennis Booth informed the Commission that improvements will begin at the Expo Building. New bleachers have been purchased and will be installed. New front doors will be installed.
Year-end meeting is set for Tuesday, December 27, 2016.
