The regular meeting of the Stanley County Commission was called to order at 5:00 P.M. (CT) by Chairman Dana Iversen with Commissioners Mike Kenzy, Craig Heller, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Four Corners Fire Department Orie Bramblee, Monica Bramblee, Kelly Tibbs, Hughes County Commissioner Rob Fines, Hughes County Manager Lori Jacobson, Brosz Engineering Bruce Wilsey, Don Hammond, Capital Journal Iain Woessner and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the October 2023 Budget Expenditure Report showing each department’s expenses as of October 31, 2023 and Outstanding Disbursements as of December 4, 2023.
SALARIES BY OFFICE: Commissioners - $3,759.84; Auditor - $5,493.45; Treasurer - $5,768.17; States Attorney - $10,963.73; Custodial - $2,592.33; Director of Equalization - $7,382.45; Register of Deeds - $3,444.72; Road & Bridge - $24,503.25; Weed & Pest - $463.75; Fairgrounds - $7,213.69; Extension - $1,341.30; Employee Health Insurance - $19,722.36; SD Retirement System, withheld and match - $11,214.26; Electronic Transfer; FICA, Medicare and Withholding Tax - $22,134.59.

Four Corners Fire Hall: Orie Bramblee informed the Commission that the Four Corners Fire Hall was inspected by Workers’ Compensation and something different needs to be done to plug in the fire trucks. Orie would like to get bids for drop down cords, so the extension cords are not on the floor. There are seven trucks in the hall that need to be plugged in.
It is a county building. The Occupancy agreement states the County is to maintain the Hall structurally. Four Corners Fire is to provide upkeep to the building as the department can afford it.
Emergency Manager: Rob Fines explained to the Commission that there are 4 phases of Emergency Management; Mitigation, Preparedness, Response and Recovery. An emergency management director is someone who professionally plans for disasters, accidents, and other emergency scenarios. Emergency management directors collaborate with an organization’s leadership team to assess potential risks and develop best practices for addressing them. They are responsible for designing procedures that explain what to do in an emergency and creating preventative measures to reduce the likelihood of emergency situations occurring. Emergency management directors serve an important role in keeping everyone involved with an organization safe and empowering employee to respond appropriately during an emergency.
For the past 20 years, Hughes and Stanley County have trained all emergency services together. Each year there is a full-scale exercise where all groups respond to an incident and apply the skills they have learned. By doing this, it ensures safety and provides communication, skills development, and safety to all our residents. Both the citizens in Hughes and Stanley counties benefit from this partnership.
Hughes County has hired a new Emergency Manager. Troy Blevins will start December 12, 2023.
Brosz Engineering – Bridge Inspection Presentation: Bruce Wilsey presented the Commission with the 2023 bridge inspection. The structures which were inspected in 2023 were required to be inspected due to being on a 12-month inspection cycle. This is based upon condition of the structure and/or due to a scour-critical rating. The scour-critical ratings were determined by SDDOT based upon hydraulic analyses which were performed in 2016. Stanley County has five bridges that are on the 12-month inspection cycle.
Fairgrounds: Scott Deal informed the Commission that the 2024 Fairgrounds Schedule has 27 events, so far. There were 31 events in 2023.
Water Cannon for Water Truck: Motion by Gary Grittner, second by Sonny Harrowa, to approve the purchase of a water cannon for the water truck, not to exceed $1,000.00. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented the Commissioners a report of work performed by the Highway Department for the month of November 2023, which consists of hauling and laying gravel, blading, mowing, clean cattle guards on Mission Ridge Road and Meyers Road, attached snow wings to blades, service and maintenance of equipment.
Venture Communications Co-op Inc – Occupancy on the Right of Way of County Highways: Commissioner Grittner asked about charging the utility companies to bore and lay cable in the county. Public Utilities Commission says no. The utility companies inform the counties as a courtesy. By law, they do not have to ask the county.
Motion by Mike Kenzy, second by Sonny Harrowa, to approve Application for Occupancy on the Right of Way of County Highways for Venture Communications Co-op Inc. All voted Aye. Motion Carried.
Morris, Inc. spoke to Lee Smith and Dana Iversen regarding another 20,000 ton of dirty gravel for the new bridge. Lee and Dana would like to have Morris, Inc. screen more gravel for the county roads. Lee and Dana will work something out with Morris, Inc.
Lee informed the Commission that the highway department has been hauling gravel out of the Morris-Jones pit near Midland. The property owners would like all the gravel cleaned out so they can start reclamations.
Law Enforcement – 2019 Polaris UTV Tracks: After discussion, the Commission would like more information regarding the benefits of tracks.
Hughes County 2024 Jail Contract: Motion by Craig Heller, second by Mike Kenzy, to accept and approve Chairman Iversen to sign to Hughes County 2024 Jail Contract, with the rate per person, per day of $97.50. All voted Aye. Motion Carried.
SDSU and Stanley County 2024 Memorandum of Understanding: Motion by Sonny Harrowa, second by Craig Heller, to accept and approve Chairman Iversen to sign SDSU and Stanley County 2024 Memorandum of Understanding. All voted Aye. Motion Carried.
Amend Resolution 2023-13 – 2024 Annual Budget: Motion by Sonny Harrowa, second by Mike Kenzy, to approve Amended Resolution 2023-13 2024 Annual Budget. All voted Aye. Motion Carried.
RESOLUTION 2023–13 - AMENDED
ADOPTION OF ANNUAL BUDGET FOR STANLEY COUNTY, SOUTH DAKOTA
Whereas, SDCL 7-21-5 thru 13, provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year; and
Whereas, the Board of County Commissioners did prepare a Provisional Budget and cause same to be published by law; and
Whereas, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, eliminations and additions have been made thereto.
NOW, THEREFORE BE IT RESOLVED, that such provisional budget as amended and all its purposes, schedules, appropriations, amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATIONS AND EXPENDITURES for Stanley County, South Dakota, and all its institutions and agencies for calendar year beginning January 1, 2024, and ending December 31, 2024, and the same is hereby approved and adopted by the Board of County Commissioners of Stanley County, South Dakota, this 5th day of December, 2023.
The Annual Budget so adopted is available for public inspection during normal business hours at the Office of the County Auditor, Stanley County, South Dakota. The accompanying taxes are levied by Stanley County for the year January 1, 2024, through December 31, 2024.

Raise – Deputy Auditor: Motion by Craig Heller, second by Gary Grittner, to approve $2.00 per hour, 6 months raise for Deputy Auditor Janice Booth, effective December 5, 2023. All voted Aye. Motion Carried.
Courthouse – Outside West Side Lighting: Motion by Gary Grittner, second by Craig Heller, to approve to hire Schreiber Electric LLC to install two outside lights on the west side of the courthouse in the amount of $1,018.43. All voted Aye. Motion Carried.
National Center for Public Land Counties: This subject was denied during the November 7, 2023, Stanley County Commission Meeting. It was requested to reconsider. The Commission did not change their original decision.
Discussion: The City of Fort Pierre would like the County’s permission to conduct a Geotechnical Exploration of Lots 24-26 Block 21 Stanley Townsite for a proposed location of a fill pump station for a new water storage tank. The City will pay for the exploration. If the exploration passes, then the City will approach the County to propose a lease for the County owned land to construct the fill station. The proposed fill station would be utilized until the City can obtain a permanent water source through either the Western Dakota Regional Water System, West River Lyman Jones Water System, or other water source. The Commissioners agreed to allow the geotechnical exploration.
Update on the courthouse elevator: Consumer Protection has reached out to Access Elevator & Lifts, they have until December 20, 2023, to respond.
Year End Commission Meeting is set for Tuesday December 19, 2023.
Christmas Holiday Closing: Stanley County offices will be closed Monday and Tuesday, December 25 and 26, 2023, in observance of the Christmas Holiday.
New Years Holiday Closing: Stanley County offices will be closed Monday January 1, 2024, in observance of the New Year.
