December 22, 2020
The special meeting of the Stanley County Commission was called to order at 5:04 P.M. (CST) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa. Also present was Deputy Treasurer Susan Freeman, Director of Equalization Roger Fuller, Highway Superintendent Lee Smith, Emergency Management Rob Fines, Capitol Journal Del Bartels and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer Report: Deputy Treasurer Susan Freeman presented the Commission with the Treasurer Report, November bank statement and daily cash, delinquent real estate and mobile home taxes, tax trust, miscellaneous receipts (Grants, Register of Deeds, Clerk of Courts, Equalization, Fairgrounds, Auditor, motor vehicle), investments and Money Market reports.
Director of Equalization – Roger Fuller: Motion by Craig Heller, second by Mike Kenzy, to approve Resolution 2020-16 Plat of Neuharth Tract 1. All voted Aye. Motion Carried.

WHEREAS, the plat of the above described property has been executed according to statute, now therefore

Abatement: Motion by Dennis Booth, second by Sonny Harrowa, to approve Abatement for Record #8899 in the amount of $212.34, as mobile home has been moved out of Stanley County. All voted Aye. Motion Carried.
Remove Record #8899 Value from 2020 Taxes Pay and Due in 2021: Motion by Sonny Harrowa, second by Craig Heller, to remove Record #8899, 2020 Pay 2021 value from tax roll in the amount of $13,147.00, as mobile home has been moved out of Stanley County. All voted Aye. Motion Carried.
Highway Department: Lee Smith explained to the Commission that Bak Construction has 31,000 ton of gravel near Midland that Lee would like to purchase for the county roads. Lee is working on a deal with Bob Bak.
Lee Smith stated that the rented gravel screen is working well, the highway department has screened 30,000 ton at the Buffalo Pit.
Lee Smith would like to have a small building with electricity and water at the Buffalo Pit. It would be used to plug in the equipment, store grease and oil, with a restroom and a yard light. The Commission would like to see plans and cost of this project.
Emergency Management Services Agreement: Rob Fines explained that Emergency Management Services assists the County in complying with state and local emergency management directives, including administrative duties, grant applications, weather watching services, updating the local operation plan, and using the Drone for different purposes. Rob explained that this year, Emergency Management Services also provided personal protective equipment to the first responders. Rob informed the Commission that the mitigation plan is being updated and the Four Corners Repeater was repaired this year. Rob informed the Commission that the County was awarded the Homeland Security Grant in the amount of $15,000.00, to be used to purchase new radios for law enforcement and the fire departments.
Emergency Management Services Agreement: Motion by Dennis Booth, second by Sonny Harrowa, to accept and approve Chairman Iversen to sign Emergency Management Services Agreement. All voted Aye. Motion Carried.
Hughes County 2021 Jail Contract: Motion by Mike Kenzy, second by Craig Heller, to accept and approve Chairman Iversen to sign Hughes County 2021 Jail Contract. All voted Aye. Motion Carried.
Hughes County 2021 JUV Contract: Motion by Sonny Harrowa, second by Dennis Booth, to accept and approve Chairman Iversen to sign Hughes County 2021 Juvenile Contract. All voted Aye. Motion Carried.
Amend Resolution 2020-13 – 2021 Annual Budge: Auditor Burtch explained the County General Levy should be 2.713 instead of 2.704 and the Fire Levy should be .201 instead of .206.
Automatic Supplement – State’s Attorney: Motion by Sonny Harrowa, second by Craig Heller, to approve Automatic Supplement to the State’s Attorney Health Insurance (101-151-415.00) in the amount of $2,416.92, to reflect reimbursement for COBRA Health Insurance. All voted Aye. Motion Carried
Operating Transfer: Motion by Craig Heller, second by Dennis, to approve Operating Transfer in the amount of $13,000.00 from General Fund (101) to E-911 (207), for repairs to Four Corners Repeater. All voted Aye. Motion Carried.
Cotton Tree – Log Cabin: Auditor Burtch stated that the big cotton tree behind the log cabin may need to be removed. The Commission will have someone look into the situation.
Discussion: Auditor Burtch informed the Commission that the Fort Pierre Ranger District opened scoping for the Prairie Restoration Research Project. The proposed action was to experiment with additional grazing, prescribed burning and planting of forbs and grasslands in an attempt to identify the best techniques to reduce invasion of exotic grasses, particularly smooth brome and Kentucky bluegrass. The site in Stanley County is the 65 acre Reservation Road Triangle, NE1/2 of NE1/4, Section 32, T109N, 78W.
