MINUTES
August 6, 2024
The regular meeting of the Stanley County Commission was called to order at 5:08 P.M.(CT) by Chairman Craig Heller, with Commissioners Mike Kenzy, Dana Iversen, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Government Building Manager Rick Striker, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Fort Pierre Chamber of Commerce Shane Kramme, Clerk of Courts Stephanie Marshall, RWE Clean Energy Julie Drennen, Sunny Hannum, Community Center Dusti Deal, Adam Wyly, Fort Pierre Fire Department Justin Jones, Dustin Dowling, Kayla Dowling, John Luce, Kelly Tibbs and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
AGENDA: Motion by Sonny Harrowa, second by Gary Grittner, to approve the Agenda. All voted Aye. Motion Carried.
MINUTES: Motion by Dana Iversen, second by Sonny Harrowa, to approve July 9, 2024, Minutes. All voted Aye. Motion Carried.
CLAIMS: Commissioner Grittner requested to discuss the Claim for Veterans Service Officer, the voucher was set aside.
Motion by Sonny Harrowa, second by Mike Kenzy, to approve Claims as presented, except Hughes County -Veterans Service Officer. All voted Aye. Motion Carried.
Commissioner Grittner feels Stanley County is paying too much for Veterans Service Officer. Auditor Burtch explained that the Veterans Service Officer is a full-time person. Stanley County Veterans are receiving the assistance they need. Per our agreement with Hughes County, the amount is calculated based on the three- year average total office expenditure of $103,111. It is also based on the three-year average percentage of Stanley County Veterans using the services, which works out to be 12.8%.
Motion by Dana Iversen, second by Sonny Harrowa, to approve Veterans Service Officer Claim in the amount of $13,198.00 for 2024. Iversen voted Aye. Harrowa voted Aye. Kenzy voted Aye. Grittner voted Nay. Motion Carried.

Treasurer Report: Treasurer Bill Konst informed the Commission of interest earned for July is $12,734.87, Wheel Tax collection is $12,908.34, and delinquent taxes to collect is $32,310.66.
Auditor Report: Auditor Philena Burtch presented the Commissioners with the June 2024 Budget Expenditure Report showing each department’s expenses as of June 30, 2024, Fiscal Revenue Report as of June 30, 2024, and Outstanding Disbursements as of August 5, 2024.

New Hire – Deputy Treasurer: Motion by Dana Iversen, second by Mike Kenzy, to approve New Hire of Deputy Treasurer Elizabeth Schmautz, starting wage of $20.00 per hour, with two (2) 50¢ raises, one at 6 months, one at 12 months, with Supervisor approval, plus any cost-of-living raise approved by Commission for all County employees, including benefits. Effective August 12, 2024. All voted Aye. Motion Carried.
New Stanley County Clerk of Courts: Stephanie Marshall is the new Stanley County Clerk of Courts. Tom P. Maher stated that he has worked with Stephanie and she is a great person to work with. Welcome to Stanley County.
Government Building – Courthouse Structural Engineering Report: Rick Striker explained to the Commission that Albertson Engineering Inc. has completed the visual review of the Stanley County Courthouse. The structural assessment was initiated to investigate the extensive areas of apparent movement related to distress. Throughout the building, there is evidence that differential movement has occurred. Differential movement can be caused by building settlement and/or heaving. The recommendations are to pressure test and scope all water, sewer, and roof drain lines to ensure that no leaks are present. Install drain tile around the perimeter of the building. After the drain tile is installed, have a local survey company perform an interior floor level surface of both the levels of the building.
Renewable Clean Energy LLC: Julie Drennen informed the Commission of a proposed wind farm in Stanley County. RWE is working with a land owner on the Wind Dancer Wind Farm. This project is in the very early stages. RWE is looking for land, will not use emanate domain. If everything tests correctly, Wind Dancer will produce 190 megawatts, serving 44,000 homes with 42-56 wind turbines; one turbine uses 40 acres of land, one section of land can have 3-4 turbines placed. Julie explained that this project will produce $24.8 million in new tax revenue over 30 years for the State of South Dakota, Stanley County and Stanley County School District.
Fairgrounds - Panels: Motion by Mike Kenzy, second by Sonny Harrowa, to approve the purchase of 108 – 10’x5’ galvanized livestock panels at $85.00 per panel, $9,180.00. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of July 2024, which consists of fill cuts and washouts on Hayes Road, Cheyenne School Road, Hayes Road, Just Andersen Road, Rose Road, Philip Norman Road, Nash Loop Road, and Bad River Road, hauling and laying gravel, mowing, replace missing signs or down object markers, and service and maintain equipment.
State bid Pickup: Motion by Gary Grittner, second by Sonny Harrowa, to approve to order and purchase a 2025 1 Ton 4x4 long box HD3500 Crew Cab Chevy Pickup off State bid from Lamb Chevrolet in the amount $60,265. All voted Aye. Motion Carried.
Gravel Crushing: Lee Smith informed the Commission that he is working on piggy backing off another gravel crushing bid. The County needs more gravel.
Bill Wyly Road: Lee Smith stated that the Bill Wyly Road has been a low maintenance road for many years. Adam Wyly is planning to build a house so the Bill Wyly Road will become a regular maintenance road.
Operating Transfer – Road & Bridge: Motion by Gary Grittner, second by Dana Iversen, to approve the transfer of $200,000.00 from General Operating Transfer Out (101-911-429.02) to Road & Bridge Operating Transfer In (201-0-371.0). All voted Aye. Motion Carried.
Security Components Service Agreement: Motion by Gary Grittner, second by Sonny Harrowa, to approve Annual Security Components Service Agreement for 4 Corners Fire Department/Hayes Shop, County Shop and Fairgrounds. All voted. Motion Carried.
Automatic Budget Supplement – Fairgrounds Equipment: Motion by Mike Kenzy, second by Sonny Harrowa, to approve Automatic Budget Supplement in the amount of $11,743.31 to Fairgrounds Equipment (101-524-434.30), to reflect payment from State Spring Auction for Fairgrounds equipment sold. All voted Aye. Motion Carried.
Courthouse Communication System: Motion by Dana Iversen, second by Sonny Harrowa, to approve the purchase, including installation, of 2 HP Aruba Ion 1930 Switch 48G from CommTech in the amount of $1,969.98. All voted Aye. Motion Carried.
Abatements – Record #’s 6712, 9899, 10679, 9973 & 9961: Record #6712 – Motion by Sonny Harrowa, second by Dana Iversen, to approve Abatement and refund request for Record #6712, in the amount of $729.78; 2022 Pay 2023 = $466.61; 2023 Pay 2024 = $263.17, as this was levied and taxed at N/A Other rate instead of Owner Occupied. Record # 10679 – Motion by Sonny Harrowa, second by Gary Grittner, to approve Abatement request for Record #10679 in the amount of $178.30, plus interest, 2023 Pay 2024, as mobile home was removed from Stanley County in March 2023. All voted Aye. Motion Carried.
Record #9973 – Motion by Gary Grittner, second by Dana Iversen, to approve Abatement request for Record #9973 in the amount of $5.34, plus interest, 2022 Pay 2023, as mobile home was unhabitable and was destroyed and removed from Stanley County in August 2022. All voted Aye. Motion Carried.
Record #9961 – Motion by Dana Iversen, second by Mike Kenzy, to approve Abatement request for Record #9961 in the amount of $94.45, plus interest; 2020 Pay 2021 = $31.20; 2021 Pay 2022 = $31.36; 2022 Pay 2023 = $31.89, as this mobile home was unhabitable and was destroyed and removed from Stanley County in August 2022. All voted Aye. Motion Carried.
Provisional Budget: Motion by Mike Kenzy, second by Sonny Harrowa, to publish Notice of Hearing of the Provisional Budget for 2025. All voted Aye. Motion Carried.
Budget: Community Youth Involved Center Dusti Deal has requested $32,000.00 for the 2025 budget. They prepare and deliver meals on wheels. They have seven routes, one in Fort Pierre serving 25 citizens, the rest are in Pierre, no one is denied a meal. CYI also provides food for the Gold Program. The Gold Program has recently been awarded a Grant, however, it does not cover the cost of food. Dusti thanked the Commission for supporting the program.
Fort Pierre Fire Department Chief Justin Jones has requested the same as 2024, $99,600.00. With the cost of everything, and never knowing how the fire season is going be, it is better to be prepared. Justin thanked the Commission for the support, and for their time and consideration.
Discussion: Shane Kramme mentioned Trader Days, August 9-10. Attend the Verendrye Museum Backyard BBQ Cookoff, check out Street Masters cars, the live music, turkey races and the Kazoo Band parade.
Commissioner Harrowa has received information from SDSU Extension 4-H regarding options of partnership levels. Sonny feels the best option is SDSU Extension hires a 4-H Educator for the county and the county hires the secretary. Stanley County will need to decide by the September meeting how to move forward to maintain the 4-H program.
