August 5, 2025
The regular meeting of the Stanley County Commission was called to order at 5:00 P.M. (CT) by Chairman Craig Heller with Commissioners Mike Kenzy, Dana Iversen, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Deputy Director of Equalization Jodi Bothwell, Highway Superintendent Lee Smith, Fairgrounds Manager Scott Deal, Hughes/Stanley County Emergency Management AJ Rounds, Community Youth Center Bob Jeffries, Jill Edgmen, Pierre Area Referral Service Corwin Jones, Lori Jacobson, Toni Deal, Larry McQuistion, Don Kirkpatrick, Lura Kirkpatrick, Mindy Kirkpatrick, Raymond Tibbs, Darla Tibbs, Shane Kramme, and Auditor Philena Burtch. Conflict of Interest Declaration: No Conflict of Interest was declared.
Treasurer Report: Treasurer Bill Konst informed the Commission of interest earned for July 2025 is $14,393.49, Wheel Tax collection is $11,915.82, and delinquent taxes to be collected is $38,638.78.
Auditor Report: Auditor Philena Burtch presented the Commissioners with the Budget Expenditure Report showing each department’s expenses as of June 30, 2025, Fiscal Revenue Report as of June 30, 2025, and Outstanding Disbursements as of August 5, 2025.
SALARIES BY OFFICE: Commissioners - $3,754.59; Auditor - $3,372.39; Treasurer - $3,463.84; States Attorney - $11,563.45; Custodial - $2,730.82; Director of Equalization - $2,546.93; Register of Deeds - $3,662.17; Coroner - $57.07; Road & Bridge - $27,626.46; Weed & Pest - $462.24; Fairgrounds - $13,860.69; Extension - $1,666.38; Planning & Zoning - $285.36; Employee Health Insurance - $19,201.50; SD Retirement System, withheld and match - $11,395.46; Electronic Transfer; FICA, Medicare and Withholding Tax - $22,988.68.

Budget – Community Youth Center – Fort Pierre Fire Department - Pierre Area Referral Service (PARS): CYI Board Member Bob Jeffries introduced Manager Jill Edgmen. Jill informed the Commission that CYI is requesting $25,000.00 for the 2026 support. The funds will be used for the summer program, senior meals, and the after-school program.
Fort Pierre Fire Department could not attend this meeting.
Pierre Area Referral Service Corwin Jones has been with PARS since 2018. PARS plays a vital role in our community by conducting a comprehensive intake process to connect individuals with appropriate services and programs. PARS address urgent financial needs for low-income and transient populations in Stanley and Hughes Counties. PARS oversees the Pierre-Fort Pierre Food Pantry and serve as the Salvation Army Service Extension Unit. The BackPack Program provided 2,745 bags of meals to students in Stanley County Elementary School during the 2024-2025 school year. The BackPack Program is on a need basis not an income base. PARS is requesting $5,200.00 for the 2026 support.
Appointment of Vacancy Planning & Zoning Board Position: Motion by Sonny Harrowa, second by Dana Iversen, to appoint Raymond Tibbs to the Stanley County Planning & Zoning Board, for the duration of the 2-year term, ending December 31, 2026. All voted Aye. Motion Carried.
Fairgrounds – 4-H Finals Rodeo: Scott Deal informed the Commission that it had been brought to his attention that some people are dissatisfied with Scott and the stalling for the SD 4-H Finals Rodeo. Scott explained that per the SD 4-H Finals Rodeo by-laws, this rodeo is to be held in Fort Pierre, and contestants had to qualify three times to make it to State. However, four years ago, the SD 4-H Finals Rodeo board amended the by-laws stating that a contestant only needed to qualify once to make it to State, therefore, more contestants are qualifying for State. If we put up enough stalls to accommodate the horses, then there is not enough space for parking all the horse trailers. And, just to clarify, Stanley County does not host this event, SD 4-H Finals Rodeo rents the facility for their event.
Haying Lease: In 2024, the County posted a Notice for Bids for a 3-season haying lease, no one submitted a bid. Colby Hannum was given verbal permission to hay the County property located near the Buffalo Gravel Pit, with the first 100 bales delivered to the Stanley County fairgrounds for payment. July 2025, Colby Hannum started haying the same County property. He was asked to stop because permission was not given by the appropriate officials. The hay bales will be surplused during the September Commission meeting and open for bids to be awarded during the October meeting.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of July 2025, which consists of culvert replacement on Capa Road, hauling gravel, blading, mowing, service and maintain equipment.
Resolution 2025-14 Blanket Speed Limit: After discussion, Blanket Speed Limit needs to be written and presented as an Ordinance.
Provisional Budget: Motion by Dana Iversen, second by Sonny Harrowa, to publish Notice of Hearing of the Provisional Budget for 2026. All voted Aye. Motion Carried.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Gary Grittner, second by Dana Iversen, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 5:59 P.M. All voted Aye. Motion Carried.
