The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Craig Heller and Sonny Harrowa. Commissioner Mike Kenzy was present by telephone. Also present were State’s Attorney Tom P. Auditor Report: Auditor Philena Burtch presented the Commissioners with the June 2022 Budget Expenditure Report showing each department’s expenses as of June 30, 2022, Fiscal Revenue Report as of June 30, 2022 and Outstanding Disbursements by Account & Budget Remaining as of August 2, 2022.
SALARIES BY OFFICE: Commissioners - $3,747.55; Auditor - $4,247.15; Treasurer - $651.62; States Attorney - $7,962.60; Custodial - $2,331.12; Director of Equalization - $4,247.14; Register of Deeds - $3,994.26; Coroner – 57.07; Road & Bridge - $22,945.53; Weed & Pest - $461.42; Fairgrounds - $7,199.96; Extension - $1,165.35; Planning & Zoning - $157.83; Employee Health Insurance - $18,496.24; SD Retirement System, withheld and match - $7,210.78; Electronic Transfer; FICA, Medicare and Withholding Tax - $17,352.04.

Budget – The Right Turn: Nancy Schlichenmayer thanked the Commissioners for their support. The program has had great growth in the past two years. The Right Turn’s goal is to meet the needs of people where they are today.
Community Youth Involved – Dusti Deal has requested $24,000.00 for 2023, $4,000.00 more than they usually request, due to increased expenses. The Community Youth Involved center relies on donations and the center is requesting more to balance the revenues and the expenses.
RDO Equipment Company: Wade Iszler explained to the Commissioners that the lease for the 2017 John Deere 772GP Motor Grader expires December, 2022. The County does have the option to purchase the 2017 Motor Grader for $217,000.00 or extend the lease for $3,270.67 per month. Wade also explained RDO Equipment Company has a lease bid for a 2023 John Deere 772G Motor Grader for $399,600.65.
Motion by Craig Heller, second by Sonny Harrowa, to lock in the lease bid for a 2023 John Deere 772G Motor Grader, at the lease price of $399,600.65. All voted Aye. Motion Carried.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of July, 2022, which consists of blading, hauling gravel, mowing, and service and maintenance of equipment.
New Hire: Motion by Craig Heller, second by Dennis Booth, to approve the new hire of Highway Department truck driver, Michael Henderson, effective June 23, 2022, starting pay per hour $18.75, with 2 50¢ per hour pay raises; one at 6 months, one at 12 months, with supervisor approval, plus any cost-of-living increase approved by Commission for all County employees, plus benefits. All voted Aye. Motion Carried.
Fairgrounds: Scott Deal informed the Commissioners the team roping had 850 runs in two days. The Central SD 4-H Rodeo will have around 350 contestants, and in two weeks, the 4-H Finals Rodeo will have around 700 contestants.
Adjoining house & land: Scott Deal informed the Commissioners that the property owner of the house and land adjoining the fairgrounds contacted Scott because the property owner is ready to sell. The property owner wanted to give the County the option to purchase it due to the proximity of the fairgrounds. Scott stated that he was not given a price.
Central South Dakota Ambulance District: Hughes County Commissioner Randy Brown explained that the cost to maintain an ambulance service is going up, however, the revenues are not. The hope is to develop an ambulance district and create an ambulance board. Hughes County Commissioner Bill Abernathy explained that the current ambulance board that is made up of representatives from Hughes County, Stanley County, City of Pierre and City of Fort Pierre, took out notice for other ambulance services to come to our area, the board did not receive any other options. AMR Kandace Kritz explained that there is a critical shortage of EMT’s, and because we are in the middle of the state, our area doesn’t have the resources as the west and east areas of the state. AMR has had to fly in EMT’s from other states.

STANLEY COUNTY RESOLUTION 2022-20
STANLEY COUNTY RESOLUTION OF INTENT TO CREATE THE CENTRAL SOUTH DAKOTA AMBULANCE DISTRICT AND BE INCLUDED WITHIN THE BOUNDARIES
WHEREAS the County Commissioners of Stanley County find that it is in the best interests of its residents to create the Central South Dakota Ambulance District; and
WHEREAS a hearing, a written determination, and a vote of the electors is required to create the Central South Dakota Ambulance District.
NOW THEREFORE BE IT RESOLVED BY THE COUNTY COMMISSIONERS OF STANLEY COUNTY AS FOLLOWS:
Section 1. Name of the District. The proposed name of the District is the Central South Dakota Ambulance District.
Section 2. Area to be included in District. The boundaries of the district shall include all of the property within Hughes County and all of the property within Stanley County.
Section 3. Map of District. The map of the District, legally described in SDCL §§ 7-1-33 and 7-1-59, is as follows:
Section 4. County Boundaries to be included in the District. The boundaries of Stanley County shall be included in the boundaries of the proposed Central South Dakota Ambulance District, excluding the municipalities’ boundary unless they pass a resolution to be included.

Chairman Iversen address Payden Scott. Payden stated that he would like the County to install a culvert in the crossing turning south off Bad River Road onto 288th Avenue, going to Wagon Wheel Trailer Court.
Budget – Fort Pierre Fire Department: Justin Jones explained that the Fort Pierre Fire Department is requesting addition funding due to increased cost of fuel, utilities, insurance and fire fighting gear. Justin stated that the fire department is trying to keep all other expenses low, they are not going to as many out-of-county fires to save on fuel. Bunker gear went up 12%.
West River/Lyman-Jones Rural Water System – Public hearing for County-Wide Permission to install rural water pipelines: Jessica Hegge explained to the Commission that the West River/Lyman-Jones Rural Water Systems, Inc. is applying for the right to construct or lay a water pipeline over, across or under public highways, except state trunk system highways, in Stanley County for the purpose of providing rural water throughout the general area of Stanley County. West River/Lyman-Jones Rural Water Systems, Inc, certifies that it is a Federally authorized rural water system and incorporated under the laws of the State of South Dakota.
Water will be delivered in the general area and along the general routes. The primary source of water is from the Missouri River from a pumping station and treatment facilities located along the Missouri River near the city of Fort Pierre, in Stanley County. In addition, depending on the location, water may be provided from wells locally. The system prefers to place pipelines on private property but will need authorization for crossings and when private rights of way are not available.
With no public comment, Motion by Craig Heller, second by Sonny Harrowa, to approve West River/Lyman-Jones Rural Water System application to install rural water pipelines in Stanley County. All voted Aye. Motion Carried.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Dennis Booth, second by Sonny Harrowa, to go into Executive Session-Personnel-SDCL 1-25-2(1) at 5:54 P.M. All voted Aye. Motion Carried.
