MINUTES
August 1, 2023
The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Dana Iversen with Commissioners Mike Kenzy, Craig Heller, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Highway Superintendent Lee Smith, Emergency Manager Cathy Strudle, Fort Pierre Chamber of Commerce/Expo Shane Kramme, The Right Turn Chris Maxwell and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Auditor Report: Auditor Philena Burtch presented the Commissioners with the June 2023 Budget Expenditure Report showing each department’s expenses as of June 30, 2023, Fiscal Revenue Report as of June 30, 2023 and Outstanding Disbursements as of August 1, 2023.
SALARIES BY OFFICE: Commissioners - $3,759.87; Auditor - $5,289.36; Treasurer - $5,074.00; States Attorney - $8,308.21; Custodial - $2,412.18; Director of Equalization - $309.24; Register of Deeds - $3,836.12; Road & Bridge - $23,307.69; Weed & Pest - $611.44; Fairgrounds - $10,043.08; Extension - $1,216.13; Employee Health Insurance - $17,174.00; SD Retirement System, withheld and match - $10,683.30; Electronic Transfer; FICA, Medicare and Withholding Tax - $19,179.76.

Budget – The Right Turn: Chris Maxwell informed the Commission that The Right Turn’s programs strengthen families and improve the local economy by providing opportunities for people to gain skills to increase their educational and job potential. The Right Turn supports education across the lifespan to ensure that everyone has an opportunity to be successful regardless of their circumstances.
Fairgrounds: Commissioner Gary Grittner informed the Commission that Gary met with John Moisan and Fairgrounds Manager Scott Deal regarding renting the fairgrounds for musical venues.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of July 2023, which consists of hauling gravel, mowing, blading, dust control on Bad River Road, service and maintenance of equipment. Lee informed the Commission that the highway department will start hauling gravel out of the Midland gravel pit. Lee was informed about a business out of North Dakota that will haul old tires. Lee would like to clean up the tire pile.
Commissioner Dana Iversen and Highway Superintendent Lee Smith met regarding auto gates. The highway department will figure out how many auto gates exist in the county, then the commission will figure a plan as how to proceed with the on-going issues. The County will send letters to property owners informing them of the Commission’s decision.
SDCL 31-25-2, 31-25-3: A cattle way may be constructed across or under the jurisdiction of the county if application for it is approved by the county board. It must be constructed in the manner directed by the county and at the expense of the applicant. If the person on whose land the cattle way is constructed fails to keep it in good repair, the county may make any needed repairs and charge the cost to the landowner.
Discussion: Commissioner Gary Grittner asked Emergency Manager Cathy Strudle who sets off the sirens in the event of a storm. Cathy explained that is her departments responsibility, after checking with National Weather Service, weather spotters and, at times, law enforcement. The first storm in July moved in very quickly, it was too late to set off the sirens. Cathy explained that she is in constant contact with the weather spotters, National Weather Service, and law enforcement.
Shane Kramme informed the Commission that the fire suppression is complete at the Expo Center. Shane stated that the Expo is ready for Street Masters and the 4-H Finals Rodeo dance.
Raise – Deputy Treasurer Jessicia Barta: Motion by Gary Grittner, second by Craig Heller, to approve 6-month raise for Deputy Treasurer Jessicia Barta, in the amount of $1.00 per hour, effective August 27, 2023. All voted Aye. Motion Carried.
Raise – Legal Assistant Stacy Buchholz: Motion by Sonny Harrowa, second by Craig Heller, to approve raise for Legal Assistant Stacy Buchholz, in the amount of $2.00 per hour, effective August 1, 2023. All voted Aye. Motion Carried.
