The regular meeting of the Stanley County Commission was called to order at 5:00 P.M.(CT) by Chairman Dana Iversen with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa. Also present were State’s Attorney Tom P. Maher, Treasurer Peggy Dougherty, Fairgrounds Manager Scott Deal, Highway Superintendent Lee Smith, Ron Hedlund, Bill Leimbach, DD Jacobson, Gary Grittner and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Treasurer and Auditor Report: Treasurer Peggy Dougherty presented the Commissioners with the Treasurer Report, February 2022 bank statement and daily cash, delinquent real estate and mobile home taxes, tax trust, miscellaneous receipts (Grants, Register of Deeds, Clerk of Courts, Equalization, Fairgrounds, Auditor, motor vehicle), investments and Money Market reports. Auditor Philena Burtch presented the Commissioners with the February 2022 Budget Expenditure Report showing each department’s expenses as of February 28, 2022 and Outstanding Disbursements as of April 4, 2022 showing percentage of budget remaining for each department. Auditor Burtch informed the Commission that Juvenile Detention Department has 30% of the original budget remaining.

Set Board of Equalization Meeting: Tuesday April 12, 2022, at 5:00 P.M.
Bill Leimbach and Ron Hedlund – Drainage: Bill Leimbach presented the Commission with pictures of the continuous drainage issue on Bill Leimbach and Ron Hedlund’s property located on Bass Drive. Bill and Ron have taken care of the road and the ditches, trying to re-direct the waterflow for seven years. Bass Drive has been platted as a city street since 2008.
Fairgrounds – Box Pads/Barrel Covers/Crash Pads: Motion by Dennis Booth, second by Sonny Harrowa, to approve the purchase of Rodeo Safety box pads, barrel covers and crash pads from Lazy J Rodeo Safety Equipment in the amount of $4,287.00. All voted Aye. Motion Carried.
Hay Bales: Scott Deal explained to the Commission that as part of the County’s contract with SD State High School Rodeo, the County needs to locate and purchase 300 bales of hay for the rodeo in June.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of March, 2022, which consists of blading, hauling gravel, replacing a culvert on Bad River Road, screening sand, service and maintenance of equipment.
Lee explained that the Plum Creek Bridge project is complete.
Lee Smith informed the Commission that Weed & Pest will be meeting with Gun Smoke Farms regarding their Canadian thistle issues. Lee also stated that Weed & Pest’s 1984 Ford tractor will be at the State Auction in May.
Resolution 2022-10 – 2021 Hazard Mitigation Plan: Motion by Craig Heller, second by Sonny Harrowa, to approve Resolution 2022-10, 2021 Hughes and Stanley County Hazard Mitigation Plan. All voted Aye. Motion Carried.
RESOLUTION 2022-10
ADOPTING THE HUGHES & STANLEY COUNTY HAZARD MITIGATION PLAN 2021
WHEREAS, Stanley County has experienced severe damage from strong winds, flooding, hail, winter storms, drought, heavy rain, and other various natural disasters, resulting in property loss, economic hardship, and threats to public health and safety;
WHEREAS, the Hughes & Stanley County Mitigation Planning Team, the Hughes & Stanley County Emergency Management Office, and the CSDED have conducted over a year’s worth of research and public meetings to gather information to prevent or minimize disaster impacts on Stanley County, and,
WHEREAS, the citizens of Stanley County have been afforded the opportunity to participate, comment, and provide input in the plan content and mitigation strategies; and,
WHEREAS, the plan recommends hazard mitigation actions that will protect the people and property affected by the natural hazards that face the County;
WHEREAS, the Hughes & Stanley County Mitigation Planning Team recommends the adoption of the Hughes & Stanley County Hazard Mitigation Plan (2021 Update) and,
NOW THEREFORE BE IT RESOLVED by the Chair and the Stanley County Commission that:
1. The Hughes & Stanley County Hazard Mitigation Plan (2021 Update) is hereby adopted as an official document that identified hazard mitigation goals and strategies for projects within Stanley County.
2. That the Hughes & Stanley County Hazard Mitigation Plan (2021 Update) shall be incorporated into any Comprehensive Plans developed and approved by Stanley County.
3. The Stanley County Commission will seek to update the plan prior to the plan expiring five years after adoption.
Adopted by the Stanley County Commissioners this 5th day of April, 2022. This resolution is effective immediately upon passage.

New Hire: Motion by Sonny Harrowa, second by Dennis Booth, to accept new hire of State’s Attorney Legal Assistant Matiah Weber, effective March 18, 2022, starting pay of $17.00 per hour with two (2) $1.00 per hour raises, one at six months and one at one year, with Supervisor approval, plus any cost-of-living increase approved by Commission, including benefits. All voted Aye. Motion Carried.

Automatic Budget Supplement – R&B Equipment: Motion by Mike Kenzy, second by Sonny Harrowa, to approve Automatic Budget Supplement, for Road & Bridge Equipment, in the amount of $283,000.00, to reflect sale of surplus equipment through Purple Wave Inc. All voted Aye. Motion Carried.
Connecting Point – Connect Care MSP County Wide Uplift: Stanley County does not have the budget for the cost of this program for 2022, therefore, it will be built into the 2023 budget.
Hayes Community 2022 Raffle: Motion by Mike Kenzy, second by Dennis Booth, to approve Hayes Community 2022 Raffle. All voted Aye. Motion Carried.
Easter Holiday: Stanley County offices will be closed Friday April 15, 2022, and Monday April 18, 2022.
April – National County Government Month: April is National County Government Month and there is no better time to inform our citizens on the importance of county government and how we touch their lives every day. Through our tireless efforts and the critical services, we provide to our residents. County Government faces many challenges, yet we have much to be proud of. Selfless county officials and frontline employees have demonstrated bold, inspirational leadership, driving recovery and helping our residents and communities thrive. No two counties are exactly the same. Counties are diverse in structure and how we deliver services to our communities. In general, states decide the roles and responsibilities of county governments. Counties are governed by locally elected officials. Though organizational structures vary, all county, parish and borough governments are on the front lines of delivering vital services to residents. Stronger Counties. Stronger America.
Counties are one of America’s oldest forms of government, dating back to 1634 when the first county governments (shires) were established in Virginia. The organization and structure of today’s 3,069 county governments are chartered under state constitutions or laws and are tailored to fit the needs and characteristics of states and local areas.
