The regular meeting of the Stanley County Commission was called to order at 5:08 P.M.(CDT) by Chairman Dana Iversen with Commissioners Dennis Booth, Scott Deal, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P Maher, Treasurer Peggy Dougherty, Director of Equalization Roger Fuller, Highway Superintendent Lee Smith, 4-H Volunteer Leader Jonathan Hays, Stanley County Sheriff Brad Rathbun, Hughes County Sheriff Mike Leidholt, Ted Parsons, Bob Bak, Tammy Deal, Capitol Journal Lee Zion, and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

AUDITOR AND TREASURER REPORTS. Treasurer Peggy Dougherty presented the Commissioners with the March money market investments, delinquent tax list, tax trust and advance tax payments, receipts of property taxes and miscellaneous receipts paid in March 2016. Auditor Philena Edwards presented the Commissioners with the February Budget Expenditure Report showing each departments’ expenses as of February 29, 2016, and the Outstanding Disbursements by account & budget remaining as of April 5, 2016.
The Auditor also presented the Commissioners with the completed 2015 Annual Report. Stanley County 2015 Annual Report was filed with South Dakota Legislative Audit on March 18, 2016.
EXECUTIVE SESSION – CARE OF POOR – SDCL 28-13-1: Motion by Scott Deal, second by Dennis Booth, to go into Executive Session – Care of Poor – SDCL 28-13-1 at 5:15 P.M. All voted Aye. Motion Carried.
Motion by Sonny Harrowa, second by Dennis Booth, to reconvene at 5:20 P.M. All voted Aye. Motion Carried.
Motion by Scott Deal, second by Craig Heller, to approve Case #4604 in the amount of $821.37 for assistance. All voted Aye. Motion Carried.
4-H: Jonathan Hays is a 4-H Volunteer Leader with Shooting Sports. The 4-H Shooting Sports Event will be held at the Expo April 22-24, 2016, starting at noon on Friday and going until noon on Sunday. There will be about 3,000 kids participating in archery, bb, .22, just to name a few. This is the State Shoot for kids aged 8-18, kids aged 15-18 can qualify for Nationals. The event is open to the public to watch.
Jonathan invited the Commissioners to come down to watch. He also thanked the Commissioners for their continued support with 4-H.
DIRECTOR OF EQUALIZATION: Motion by Dennis Booth, second by Sonny Harrowa, to approve Plat Resolution 2016-09, Olesen Ranch Lot 1. All voted Aye. Motion Carried.

A RESOLUTION TO APPROVE THE PLAT OF OLESEN RANCH LOT A, A SUBDIVISION IN NORTH ½ SOUTHEAST ¼, SECTION 34, TOWNSHIP 3 NORTH, RANGE 25 EAST OF THE BLACK HILLS MERIDIAN, STANLEY COUNTY, SOUTH DAKOTA.
WHEREAS, the plat of the above described property has been executed according to statue, now therefore
BE IT RESOLVED that the County Commission, in and for Stanley County, does hereby approve the said Plat of Olesen Ranch Lot 1, being a subdivision in N2SE4, Section 34, T3N, R25E, B.H.M., Stanley County, South Dakota.

Motion by Scott Deal, second by Craig Heller, to approve Abatement 16-04, Deis Enterprises, LLC, in the amount of $8,469.20. All voted Aye. Motion Carried.
MOBILE CRISIS RESPONSE: Ted Parsons spoke with high regards the importance of this program. Capital Area Counseling and law enforcement will work together to determine if someone is in need of mental help, or if a situation can be defused. CACS agrees to provide Mobile Crisis Response services within three miles of the city limits. They will provide the necessary staffing, program supplies and administrative support. This shall include on-call mental health professionals as needed to provide crisis intervention services to individuals in need. Hughes and Stanley Counties will pay for Mobile Crisis Response on call time as well as response and follow up services. Hughes and Stanley Counties will split the costs of the on call time between the two counties on a pro rata basis. That split will be based on the pro rata split of the prior year responses to similar cases.
To start, the program will run 3 nights a week starting Friday at 8 A.M. through Monday at 8 A.M. CACS will provide each County a monthly itemized statement for the services rendered which will contain the number of contacts and outcome or referral data.
Motion by Sonny Harrowa, second by Dennis Booth, to accept and approve the signing of Mobile Crisis Response Agreement at the cost of $1,560 for 2016, plus additional assessment and follow up services. All voted Aye. Motion Carried.
HIGHWAY DEPARTMENT: Lee Smith presented Commissioners with a report of all the work performed by the highway department for the month March 2016. Rented a screener, screening gravel is going well. The last tests from the Alleman Pit did not pass. Need to meet on the Gertonson Pit soon.
Lee attended a Weed & Pest Meeting in Mobridge, they discussed spraying for the Corps of Engineers. Will do aerial and shore line.
The county has a pile of crushed concrete to be donated for the Train Depot/Casey Tibbs parking lot. Will work with the city to get it hauled.
Opening Gravel Crushing Bids: Chairman Iversen opened the two gravel crushing bids received.

Fairgrounds: Need to haul sand in to be placed around a few of the barns and the horse walker.
Commissioner Sonny Harrowa recused himself from the meeting during Executive Session.
Executive Session – Personnel – SDCL 1-25-2(1): Motion by Scott Deal, second by Craig Heller, to go into Executive Session – Personnel – SDCL 1-25-2(1) at 6:46 P.M. All voted Aye. Motion Carried.

Motion by Dennis Booth, second by Scott Deal, to offer the Fairgrounds Manager/Maintenance position to Aaron Brewer at $45,000.00 a year, with 3 pay increases of $1,000.00 within the first year, pending Commissioner approval, plus any cost of living raise approved for all county employees, plus benefits. All voted Aye. Motion Carried.
Contract for Professional Personnel Consultant Services: This contract is for professional consultant services from Chuck Humphrey. The Agreement is for January 1, 2016, through December 31, 2016, not to exceed 104 hours. This agreement is to assist with the administration of the Human Resources aspect of county government.
Motion by Scott Deal, second by Sonny Harrowa, to accept the Contract as presented and approve Chairman Iversen to sign. All voted Aye. Motion Carried.
Raise: Motion by Dennis Booth, second by Craig Heller, to approve 50¢ 1 year raise for Kelly Holden effective April 13, 2016. All voted Aye. Motion Carried.
Board of Equalization Meeting: Just a reminder, this meeting is set for Tuesday April 12, 2016, at 5:00 P.M.
Upcoming Workshops: SDACO Spring Workshop for elected officials is in May. State’s Attorney Conference is in May. Annual SDAAO Conference for Director of Equalization is in May.
FEMA Grants Procurement Training: Highway Department Kelly Holden and Auditor Philena Edwards will be attending this training in April.
