MINUTES
April 17, 2018
The special meeting of the Stanley County Board of Equalization was called to order at 5:00 p.m. (CDT) by Chairman Dana Iversen, with Commissioners Dennis Booth, Mike Kenzy, Craig Heller and Sonny Harrowa present. Also present were State’s Attorney Tom P. Maher, Director of Equalization Roger Fuller, Dave Askins, Capital Journal, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.
AGENDA: Auditor Burtch requested to amend the Agenda to add Abatement Record #7189. Motion by Mike Kenzy, second by Sonny Harrowa, to approve the Amended Agenda. All voted Aye. Motion Carried.
Record #10443: Motion by Craig Heller, second by Dennis Booth, to approve Rec #10443 to change building designation to Ag. All voted Aye. Motion Carried.
Record #116: Motion by Dennis Booth, second by Craig Heller, to approve Rec #116, reduce assessment value, as two buildings have been removed. All voted Aye. Motion Carried.
Record #9621: Motion by Craig Heller, second by Sonny Harrowa, to approve Rec #9621, reduce land value assessment from $200,000 to $130,000. All voted Aye. Motion Carried.
Elderly/Disabled Assessment Freeze: Motion by Sonny Harrowa, second by Mike Kenzy, to approve the list of 13 residents who qualify for the Elderly/Disabled Assessment Freeze. All voted Aye. Motion Carried.
Disabled Veterans Property Tax Exemption: Motion by Mike Kenzy, second by Dennis Booth, to approve the list of 6 residents who qualify for the Disabled Veterans Property Tax Exemption. All voted Aye. Motion Carried.
Tax Exempt: Motion by Dennis Booth, second by Craig Heller, to approve the list of Tax Exempt properties; Grace Lutheran Church, Four Corners Fire Department, Fort Pierre Volunteer Firefighters Assoc., Casey Tibbs Foundation, Hayes Community Hall, Kirley Hall, Masonic Cemetery, Mission Ridge Cemetery, Moose Lodge #1813, Stanley County Post 20 American Legion, Wakpa Sica Historical Society, West River/Lyman-Jones Rural Water Systems, USA, Stanley County, Cheyenne Sioux Tribe, City of Fort Pierre, State of South Dakota, Haskins Family LLC (tower site), NCWPCE MPL Tower Holdings LLC, Western Wireless Corporation, US Army Corps of Engineers, Cellular Inc., Secretary of Interior US Trust Sioux Nation, BKS Well, US Forestry Service, Stanley County School District, State Historical Society, Rapid City Pierre & Eastern Railroad, Oahe Habitat for Humanity, AT&T Communications, South Dakota Network LLC, and River Bluff Estates LLC (new inventory). All voted Aye. Motion Carried.
These assessments are for 2018 taxes payable in 2019.
Adjourn: Motion by Sonny Harrowa, second by Mike Kenzy, to adjourn from Board of Equalization at 5:05 pm (CDT). All voted Aye. Motion Carried.
Meeting of the Stanley County Commissioners was called to order by Chairman Iversen at 5:05 P.M.
Abatement – Rec #8598: Motion by Sonny Harrowa, second by Dennis Booth, to approve abatement for 2017 Pay 2018, in the amount of $4,884.00, as they are a federal entity and are tax exempt by the State Constitution. All voted Aye. Motion Carried.
Abatement – Rec #7189: Motion by Craig Heller, second by Sonny Harrowa, to approve abatement for 2017 Pay 2018, in the amount of $1,542.20, as they qualify for disabled assessment freeze. All voted Aye. Motion Carried.
Fairgrounds: Motion by Dennis Booth, second by Craig Heller, to approve the purchase of a 1977 Dodge Pickup and flatbed, not to exceed $2,100.00. All voted Aye. Motion Carried.
WIC Secretary Travel: The County’s WIC Secretary traveled with the County Health Nurse to Fort Thompson Clinic April 12, 2018, and April 17, 2018.
Adjourn: Motion by Mike Kenzy, second by Craig Heller, to adjourn at 5:16 P.M. All voted Aye. Motion Carried.
